As stated in the President’s first address to a joint session of Congress on February 24, 2009: “It is our responsibility as lawmakers and educators to make this system work. But it is the responsibility of every citizen to participate in it. And so tonight, I ask every American to commit to at least one year or more of higher education or career training. This can be community college or a four-year school; vocational training or an apprenticeship. But whatever the training may be, every American will need to get more than a high school diploma. And dropping out of high school is no longer an option. It's not just quitting on yourself, it's quitting on your country – and this country needs and values the talents of every American. That is why we will provide the support necessary for you to complete college and meet a new goal: by 2020, America will once again have the highest proportion of college graduates in the world.” Higher education is inextricably linked to economic and social success. CNM plays a significant role in the economic wellbeing of central New Mexico. ■■ Children of college graduates are 50% more likely to attend college themselves, providing advantages to future generations. ■■ Over the last five years, an average of 96% of CNM graduates have gained employment in their fields of study within 45 days to one year of graduation. ■■ Taxpayers see a real money “book” return of 13% on their annual investments in CNM and recover all investments in 10 years in the form of increased state and local tax receipts, as well as social savings, such as reductions in incarceration, welfare, health care support and others. ■■ The CNM service area economy owes roughly $899.3 million of its regional income to CNM operations and past student productivity effects. C AS E Y F OU N DATIO N / C ITI CNM’s Center for Working Families is now a model program for community colleges that are seeking solutions to situations that have traditionally forced students to drop out of school. The Center identifies and breaks down barriers to family economic success by bundling income and work supports, financial services and asset-building devices with academic support services. Centers for Working Families are a strategy developed by the Annie E. Casey Foundation, prototyped by the AECF at the community college level successfully at CNM, and nationally through community agencies. changing lives building community 8 Our Center for Working Families began in January 2005 with funding from the Annie E. Casey Foundation as the only program of its type in a community college setting. The pilot program ended in 2008 with recognition as the most effective Center for Working Families in the nation. In its inaugural year, the program served 55 students – and in 2008 more than 600 students enrolled in the program. The delivery capacity of the Center for Working Families at the community college level proved to be a replicable model for helping students and families succeed. CNM recently hosted six other community colleges from around the nation interested in launching similar programs in their own college setting. Recognizing the outstanding success of CNM’s Center for Working Families, Citi granted the first local corporate contribution to this CNM program in the amount of $25,000. This is a sound investment on the part of the Albuquerque business community to help train individuals to manage their money and plan for their futures, all of which plays a role in their academic success and the community’s economic recovery. This exciting program will allow the CNM Foundation to present a financial coaching model to other Centers for Working Families across the country and make a huge impact on families nationally. “CWF allows us to leverage critical resources and provide increased opportunities to help our students who are taking developmental, GED or English as a Second Language classes, succeed.” Dr. Geraldine L. McBroom, Dean of the School of Adult and General Education, which manages the Center for Working Families i n g Tracy McDonald Jack Rust, 2009 Tracy McDonald, CNM Electrical Trades Student, Rust Opportunity Scholarship Recipient DONNA and JACK RUST OPPORTUNITY SCHOLARSHIP / THE LUMINA FOUNDATION The outstanding support by local philanthropists through the CNM Foundation has enabled the College to leverage funding nationally. In 2005, Jack and Donna Rust generously donated $250,000 to establish an emergency fund, called the Donna and Jack Rust Opportunity Scholarship. This fund helps students overcome unforeseen financial difficulties that could prevent them from completing their education. The Rust Opportunity Scholarships keep students in school by allowing them to focus on their studies, rather than worrying about an unexpected financial hardship. This significant gift from the Rusts enabled the CNM Foundation to attract national funding partners like the Lumina Foundation in Indiana. The Lumina Foundation coordinates Dreamkeepers, an emergency scholarship program that helps community college students who are at risk of dropping out because of unexpected financial crises. A challenge grant was awarded in light of the Rusts’ generous donation. As the Dreamkeepers pilot project came to a close in 2008, CNM was recognized among the participating community colleges as the school that: raised the most additional emergency scholarship funding, distributed the most funds to students and had one of the highest retention rates among Dreamkeepers participants, at 89%. “The Rust Opportunity Scholarship has proven to be a valuable tool to assist students who are struggling and considering dropping out. I rely on this funding to help students with unexpected situations; when they’ve suddenly found themselves in financial crises due to job loss, medical problems, or unanticipated child care issues. We have been able to assist with all types of expenses including rent, utilities and food. The best part is that our data shows that this assistance strongly affects our ability to retain students and help them graduate,” said Fredreka Lucero, Scholarship Advisor in the CNM Financial Aid Office. This success is largely due to the steps the CNM Foundation took to expand the impact that emergency funding would provide for students. Through concentrated efforts, the CNM Foundation links students who receive emergency support to the caring wraparound services provided by CNM’s Center for Working Families (see the previous page for program details) and other support services that help sustain the positive results of emergency assistance. The students are offered access to financial literacy classes and one-on-one coaching and are linked with someone on campus who can be their champion. C NM Fou n dation Annu al R Ep o rt 20 0 8 “Donna and I are extremely pleased with the results of this scholarship program and glad we could provide this opportunity to so many New Mexicans who are motivated to change their lives for the better and have the will to succeed. It is amazing to us that so often a few hundred dollars can mean the difference in whether a student can continue their education.” “Because of CNM, I now know anything is possible, if you just find the right people to believe in you, you can believe in yourself.” What’s even more exceptional is that Jack and Donna Rust, the original donors to CNM’s emergency support to students, have committed another $250,000 to build an endowment for the Donna and Jack Rust Opportunity Scholarship so that this compassionate support for students will exist in perpetuity. 9 c h a n g i n g changing lives “I only hope to become a positive role model for other Native Americans such as myself, so that they may continue their education and go forth with a brighter and better future.” building community Lenora Salas, CNM Nursing Student, 2008-09 AIEF Scholarship Recipient 10 CNM President Kathie Winograd and Lenora Salas American Indian Education Foundation / Bank of Albuquerque The CNM Foundation’s work is guided by the philosophy that education is the pathway out of poverty. In order to bring light to this pathway, the root obstacles to educational access must be identified and shattered. Focusing on access and opportunity, many of the Foundation’s programs have assisted in enrolling and retaining minority and lowincome populations in adult education. In 2008, this approach was recognized by the American Indian Education Foundation, a national funding partner whose program offices are in South Dakota. For many community college students, higher education is intimidating and overwhelming. For many Native Americans, this time of transition can be even more stressful because there is often a need for financial assistance made worse by a sense of isolation. CNM enrolls more than 1,600 Native American students, a number that has grown steadily in the past decade, more than doubling between the 1996 - 1997 school-year and the 2007 - 2008 term. One important recruitment and retention tool is the financial assistance program from the American Indian Education Foundation. In the fall of 2008, the Albuquerque Journal reported that CNM’s minority enrollment increased by 9.4% as a result of this program. Emergency funds from the American Indian Education Foundation are provided to Native American students at CNM for things such as testing and certification fees, childcare expenses, transportation costs, healthcare expenses and daily living expenses – all of which are essential to keeping students in school. Additionally, a challenge grant was issued, matching funds with local partners to provide significant scholarship support. As the first local corporate contributor to the program, Jennifer Thomas, President of Bank of Albuquerque noted, “At Bank of Albuquerque, our community is our livelihood and serving our community is more than a commitment, it is our culture. For that reason, we believe in giving back every day and in many different ways. We are pleased to support key initiatives that not only benefit the social and economic welfare of our community, but that also leverage even more support, such as the AIEF program that provides matching funds.” The American Indian Education Foundation’s belief and investment in CNM is a testament to the emphasis we place on educational opportunity. With strong access and continuing support, more individuals can realize their educational and career potential, fulfill their hopes and dreams and serve as role models for their children, peers, community and the generations to come. “I got my start at CNM!” Experiences shared by former students help current and potential students navigate their own educational course.
