CALL TO ORDER AND ROLL CALL
Chair, Craig dePolo, called the NHMPC meeting to order. Roll call was performed by Janell
Woodward, Nevada Division of Emergency Management (NDEM). Quorum was established
for the meeting.
2.
PUBLIC COMMENT
Craig dePolo opened the meeting for public comment and there were none.
3. APPROVAL OF MINUTES
Craig dePolo asked for a motion to approve the meeting minutes from the Nevada Hazard
Mitigation Planning Committee (NHMPC) meeting held February 13, 2014. Ron Lynn
moved and Ryan Turner seconded. There was no discussion and the motion passed
unanimously.

4. WASHOE COUNTY PRESENTATION REGARDING THE DEMOGRAPHICS,
GOVERNMENT, ECONOMIC, SOCIAL PROFILE, FUTURE DEVELOPMENT, HAZARDS
AND HAZARD MITIGATION PLAN STATUS
Aaron Kenneston gave a presentation regarding Washoe County to include the
demographics, government, economic, social profile, future development, hazards and
hazard mitigation plan status. Aaron stated that Washoe County is on the rebound now
after the recession with a slow but sure growth. Partners with Washoe County for the
hazard mitigation plan include Reno, Sparks and the two Tribal communities. They will also
work with the Truckee River Flood Project. There has been a big play to attract Tesla as
well as the cloud storage facilities in Northern Nevada. Washoe County accepted their grant
to update their hazard mitigation plan just recently. Washoe County looks at all hazards
whether natural or man-made.
Craig dePolo asked about how the economic downturn affected emergency management in
Washoe County. Aaron stated that at first the downturn did affect their ability to evaluate
and plan for hazards. Various grant money helped to keep doors open in the early days
after the beginning of the economic downturn. Also mentioned was the use of drones in
initial disaster reconnaissance.
5. PLANNING SUBCOMMITTEE REPORT
Karen Johnson said that the subcommittee took a 6-month break and will be back at it again
with their next meeting on July 28.
6. NEVADA EARTHQUAKE SAFETY COUNCIL REPORT
Ron Lynn, chair of the Nevada Earthquake Safety Council (NESC) gave an update for the
NESC. Ron talked about the need to increase participation in the Great Nevada Shakeout.
Ron also touched on previous joint meetings with other states. Ron announced the planned
upcoming workshop between the NESC and the California Seismic Safety Commission
(CSSC) to be held on August 13. Nevada has the opportunity to piggyback on some
projects that California is already doing. Ryan Turner discussed the earthquake response
plans that NDEM is helping each county to put together. Ron Lynn also discussed the
unreinforced masonry building ground-truthing project that Clark County is currently doing.
They are physically touching each building to more accurately identify URMs.
7. REPORT ON THE STATUS OF OPEN PRE-DISASTER MITIGATION AND HAZARD
MITIGATION GRANT PROGRAM ALLOCATED NEVADA GRANTS
Karen Johnson gave an overview and update of the status of the open pre-disaster
mitigation and hazard mitigation grants. Since the last meeting, a lot of money has come in
which has been awarded. Karen gave an update on the status of each open grant.
Discussion ensued about some of the changes for several of the grants including the update
of the State Hazard Mitigation Plan which is not due for 5 years. CTP award money has
been going down each year and Karen felt it appears to be phasing out.
8. RANKING OF APPLICATIONS
Karen Johnson gave an overview of instructions by FEMA who stated that we could submit
two projects with one less than $250,000 and must be the first priority, and up to eight
planning applications. The PDM budget was doubled from $25 million to $65 million;
however, no changes were made to allowable applications. NDEM will submit for the full
$300,000 for the State Hazard Mitigation Plan update with part of the money going toward a

drought risk assessment which will help with the drought section of the plan. Each of the
applicants addressed the committee regarding their projects.
Ryan Turner made a motion to take FEMA’s recommendation for the two projects as follows:
1. Clark County School District valve project
2. Douglas County State Route 88 project
Craig dePolo seconded. There was no discussion. Motion passed unanimously. Craig
asked if there was any way to submit a project with endorsement. Karen stated there is a
place in the application process and that they definitely would add support for the Douglas
County State Route 88 project as it has been submitted numerous times and has yet to be
accomplished.

Ron Lynn moved to accept the ranking as above and Rob Palmer seconded. The motion
passed unanimously.
9. ANNOUNCEMENT OF FUTURE MEETINGS
Discussion occurred regarding the next NHMPC meeting. As there was a change in the
next quarterly NESC meeting to November 5 and the NESC and NHMPC meeting dates are
typically planned together, it was decided to have the next quarterly NHMPC meeting on
November 6 to be held in Boulder City.
10. PUBLIC COMMENT
Rob Palmer stated Nevada is in the process of planning the first ever northern Nevada
Flood Awareness week. Southern Nevada holds theirs in the summer when their flooding
typically occurs. Northern Nevada typically has flood events in the winter. This will be
November 10-15 and they are asking communities to participate. The plan is to do this
again next year as well. Their website is www.Nevadafloods.org. The site will also have
links to the flood maps as well as flood tools.
