Director, Institute for Public Service and Policy Research. Responsible for the overall
direction of the Institute, a public service research organization composed of the Center for
Governmental Research and Service and the Survey Research Laboratory, with an annual
budget of approximately $3 million.

Responsible for directing the activities of the Survey Research Laboratory, including
development of research programs, staff training, and securing external funding. As part of
these duties, established and directed the South Carolina Omnibus Survey, a cost-shared,
semi-annual survey of the South Carolina public, which has served as a vehicle to assist a
number of state agencies and other organizations in collecting survey information.
University of Cincinnati, Cincinnati, Ohio; June, 1982 to August, 1989; Assistant Director for
Research Services, Institute for Policy Research. Duties included supervising and
coordinating research activities for the Institute's various Centers and Programs, including
the Ohio Poll and the Greater Cincinnati Survey. Also sought funding for basic research
