L1010 FY2010 - 2012 Field Office Performance Review

Per BST recommendation, a performance criterion for the L1010 functional area has been
developed for the L1010 BAM. Performance is based on a field office’s reporting the beneficial
use of water assigned to the BLM under Appropriated Licenses and Permits (LP), and Statements of
Diversion and Use (SDU) to the State Water Resources Control Board as required under California
water law and BLM policy. Program element EC documents this work.
Licenses and Permit water rights require annual report filing, and SDU claims require reporting
once every three years. Thus, a minimum EC workload for a field office can be calculated by
multiplying the total number of LPs by 3, and adding the total number of SDUs as illustrated with
the formula (3*LP) + SDU = Total EC over three years. The following table summarizes, by field
office, their 3 Year EC potential (as defined by the formula) and a three year total of EC reported
from FY2010 – 2012. If all ECs were reported, a field office would achieve a minimum of 100%
EC reported to EC potential. Because EC also includes work besides annual reporting of water
rights, it is possible for a field office to exceed 100% (see Bishop).
For purposes of BAM calculations, the percentage completed is converted into an integer, so that a
total for the state can be summed. The integer, divided by the total yields a proportion of statewide
accomplishment. If all field offices ultimately achieve 100% of their reporting requirements, all
will share equally the money allocated in this criterion, regardless of the total number of water
