MEMORANDUM FOR Director, The Army Basing Study Group
SUBJECT: Army Corporate Database Update Schedule, Survey of Base
Realignment and Closure 2005-Interim Report #2 (Project Code: A-2003-IMT0440.000)

You asked u s to comment on potential issues related to timeliness of
data in corporate Army databases a s shown in the enclosed update schedule.
Specifically, you asked if those databases-using a December 2003 lock datewould be sufficient to conduct The Army's Base Realignment and Closure
(BRAC) 2005 analysis in mid-2004. You also asked u s to coordinate with the
U.S. General Accounting Office for its perspective on data timeliness issues.

We reviewed the schedule for updating the corporate Army databases, as
well a s the regulations governing each of the databases. And, we discussed
timeliness of the data for use in BRAC 2005 analysis in mid-2004 with a
representative from the U.S. General Accounting Office (GAO). The GAO
representative and we agree that the data in corporate Army databases, a s of a
December 2003 lock date, is sufficient to conduct analysis for decisions on
bases to consider for realignment or closure during BRAC 2005. However, both
the GAO representative and we share the opinion that, if there are significant
changes in The Army's force structure and/or infrastructure requirements
between December 2003 and May 2005, then The Army would need to re-lock
the databases at an appropriate point and re-perform its analysis.
