Confirmation of the minutes of the 13th meeting of the Board of Governors of the College held on 28.07.2015: The minutes of 13thBoard of Governors meeting held on 28.07.2015 were readout and confirmed. 2. Review and approval of Action Report on the resolutions passed during the BoG meeting held on 28.07.2015: The Principal& Member-Secretary had explained the Action Taken on the following resolutions passed in the previous BoG meeting: BoG approval It was suggested to constitute a Committee to frame rules & regulations for the students with a chronic ailments and disorders requiring medical condensation Action taken A Committee was constituted as per the decision taken vide item No.4 of the previous BoG to frame rules & regulations for the students with chronic ailments and disorders requiring medical condonation vide order No.VCE/Admn-BoG/AMC/2015 dated 08.10.2015. It was suggested to constitute a Committee with members having expertise in CBCS to frame guidelines for identifying eligible students for academic awards and gold medals. A Committee was constituted as per the decision taken vide item No.13 of the previous BoG to frame guidelines for identifying eligible students for academic awards and gold medals vide order No.VCE/Admn-BoG/awards/2015 dated 08.10.2015. The BoGhas noted the above actions. 3. Consideration and ratification of condonation of attendance on medical grounds for the students of B.E., M.E/M.Tech and MCA, who put in attendance between 65 & 75%: As per the existing academic norms i.e,(i) every student shall put in a minimum attendance of 75% to be eligible to appear for semester examinations and (ii) any student whose attendance is between 65% & 75% should submit a valid medical certificate to get eligibility under medical condonation”. (ECE, VLSI Design) both in main and makeup examinations is not encouraging and BoG suggested to take remedial action to improve upon the pass percentage of this M.E. programme. The BoG ratified the examination results as mentioned above. 5. Approval of the recommendations made by the Committee constituted for medical condonation for special cases: A Committee was constituted as per the decision taken vide item no.4 of the previous BoG to frame rules & regulations for the students with chronic ailments and disorders requiring medical condensation vide order No.VCE/Admn-BoG/AMC/2015 dated 08.10.2015. The recommendations of the committee are: 5 • The required attendance percentage of a student to be eligible to appear for semester examination even on chronic medical grounds shall be 65% only. • There is no need to separately consider the cases of students, with chronic ailments and disorders on case to case basis. They shall be subject to the same rule as applicable tothose who apply for regular medical condonation, as the principle behind 65% is that if a student has not attended even 65% of the classes, then he/she is not adequately prepared to appear for the examination. Hence there is no need to consider such cases differently. Upon deliberations the members of the BOG approved the recommendations of the committee and ratified for implementation. 6. Approval of the recommendations/guidelines made by the Committee constituted for merit awards and gold medals: A Committee was constituted as per the decision taken vide item no.13 of the previous BoG to frame guidelines for identifying eligible students for academic awards and gold medals vide order No.VCE/Admn-BoG/awards/2015 dated 08.10.2015. The report of the committee has been placed for discussion before the members of the BOG. The recommendations of the committee are as follows: • The committee recommends for the award of gold medals and other academic awards to students based on their Cumulative Grade Point Average (CGPA). • In case of a tie in Cumulative Grade Point Average (CGPA) at the end of B.E. course, It may be resolved by the Semester Grade Point Average (SGPA) of B.E. IV year ISemester, B.E.III year II-Semester and B.E. III year I-Semester in that order. • Further, for presenting academic awards at the end of B.E. I year, Cumulative Grade Point Average (CGPA) at the end of B.E. I year may be considered. In case of a tie in Cumulative Grade Point Average (CGPA) at the end of B.E. I year, It may be resolved by the Semester Grade Point Average (SGPA) of B.E. I year II-Semester. • Similar procedure may be adopted for other courses like M.C.A. and M.E./M.Tech. Upon due deliberations, the members of the BoGobserved that the recommendations of the committee for the award of gold medals and academic awards for B.E/M.E/M.Tech/MCA, did not consider SGPA of B.E. IV year II-Semester, M.E/M.Tech-I year II-Semester and MCA III year ISemester respectively while deciding the merit order. Hence BOG suggested that the committee shall re-examine its recommendations in the light of above observation and submit the revised report in the next BOG. 7. Approval of the report of TEQIP-II Statutory Auditor The Audited Report of Statutory Auditor on TEQIP-II expenditure was placed before the members of the BoG. The statutory Auditor disallowed an amount of Rs.11,22,868.00for the year 2014-15. Larger share of this disallowed amount was incurred towards the conduct of basic and advanced in-house pedagogy training to the faculty members. As per initial plan of TEQIPII, pedagogy training shall be conducted by SPFU. Because of inordinate delay, it was informed by SPFU/NPIU vide minutes of the 17th AP state steering committee held 05th February, 2014 that the respective colleges can conduct pedagogy training involving experts from IITs, NITs and other like higher learning institutes. Accordingly, pedagogy training with the help of EQUATE INDIA and INDIA INNOVATION (selection by calling three comparative quotations and awarding 6 to lowest bidder) conducted as in-house program involving experts from IITs and NITS. The objection of the auditor is that the activity was not entered in the PMSS of TEQIP-II. BOG has suggested to a write a detailed explanation to SPFUTS and NPIU in this regard and seeks approval for the disallowed expenses as the amount is utilized for improving teaching learning process and the program was conducted at minimum expenditure. The BOG also suggested avoiding misclassification of expenditure incurred under TEQIP. 8. Approval of the report submitted by the TEQIP-II Mentor: The 6th Report submitted by Prof.T. Eshwar, TEQIP Mentor, to the college is placed before the members of the BoG. Prof.T. Eshwar, TEQIP Mentor was present in the meeting as a special invitee and he briefed the BOG about faculty publishing research papers in international journals of high repute. BOG approved the Mentor’s report and suggested to send action taken report to SPFU-TS if any. 9. Consideration and approval of the TEQIP-II Data Auditor’s Report for the A.Y. 201314 & 2014-15: The TEQIP-II Data Auditor’s Report for the A.Y. 2013-14 & 2014-15 is placed before the BOG. The members suggested concentration on enhancing the pass percentage of SC/ST students by conducting remedial classes to them. The Member Secretary informed that Equity Action Plan (EAP) cell has been constituted to identify academically challenged students, particularly from these sections, and steps have been initiated to conduct remedial classes. The BoG approved the TEQIP-II Data Auditor’s Report for the A.Y. 2013-14 & 2014-15. 10. Consideration of the TEQIP-II tracer Survey: The NPIU has advised the College to furnish the students’ data pertaining to the academic years 2013-14 and 2014-15 to conduct Tracer Survey. Accordingly, the College has sent the said data to NPIU and SPFU. The BOG noted the matter. 11. Ratification of the Training Need Analysis: The Department-wise Training Need Analysis (TNA) for the year 2015-16 submitted by the respective HoDs is placed before the BOG for the approval. The BOG has approved the TNA for the year 2015-16(ANNEXURE-I) and suggested the following points. The Chairman suggested approaching Educational Multimedia Research Centre (EMRC), Osmania University, Hyderabad for quality video/digital lectures to the staff and students for better understanding of the subject. Prof. A. Venugopal Reddy, University Nominee, has suggested inviting experts from industry and higher learning institutes to deliver guest lecturers to the faculty and the students on latest trends, practices and technology implementation in industry. 7 Dr. S. Narsing Rao, CTE nominee and SPFU,T.S., state coordinator recommended for sending faculty for industrial training for 2 to 4 months so that they may be exposed to the new technologies. In this regard the college can sign MOUs with industries. He cited the best practices in BMS college, Bengaluru. He also suggested establishing incubation and startup centers in the college to encourage the students and staff towards research and new innovations. The BOG approved and ratified of the Training Need Analysis (TNA) submitted 12. Ratification of the teaching assistantships to PG students for the academic year 2015-16: It is proposed to release Teaching Assistantships for (PG) M.E/M.Tech I and III-Semester students for the year 2015-16 based on the recommendations of the HoDs. The expenditure towards Teaching Assistantships may amount to Rs.6.00 lacs. The BoG has approved award of teaching assistantships to PG students for the academic year 2015-16 13. The member-secretary informed BoG that the entire funds for TEQIP-II project Rs.400.00 lacs (NPIU/MHRD-Central share Rs.240 lacs + State Government share Rs.80 Lacs and college share Rs.80 lacs) have been received by the college. The total expenditure till 31.10.2015 is Rs.365.47 lacs. The BoG reviewed and ratified the expenditure of TEQIP-II funds spent till 31.10.2015. 14.
