1. Introduction
1.1 Scope
This application profile specifies a set of data elements and vocabularies to describe learning
resources in the NSW Department of Education and Training (DET).
learning resource here refers to any resource that supports the teaching and
learning of DET endorsed curriculum. It does not include those resources produced within the
department that take the form of corporate communication, for example, policy or
administrative documents.
This document does not define how information technology systems represent or use
metadata. XML binding specifications are detailed in the DETLRM XML Binding Specification
(see Section 2. Associated DET Documents).
1.2 Purpose
The purpose of this profile is to support the discovery, evaluation, access, management,
exchange and use of learning resources in DET.
Use of the profile will:
Enhance the ability of DET staff to easily discover and access DET developed
learning resources through portals such as the Teaching and Learning Exchange
(TaLe).
Provide a metadata framework for interoperability within DET and promote
interoperability externally through conformance with recognised national and
international learning technology standards.
Facilitate the exchange and transformation of metadata across repositories.
Facilitate sharing and re-use of learning resources.
1.3 Audience
Staff developing and implementing systems for the description, storage and discovery of
learning resources within DET.

4. Overview
This application profile provides a DET-wide metadata specification for describing learning
resources.
It is based on the following principles:
Simplicity: It is based on a single schema, the IEEE Standard for Learning Object Metadata
(LOM) and only references those data elements necessary to describe learning resources in
DET.
Interoperability: Interoperability in the international educational environment is achieved
through use of the LOM standard. The profile includes all the data elements of the national
VET Metadata Application Profile (Vetadata). It also includes the LOM data elements needed
for conformance with the Sharable Content Object Reference Model (SCORM) (in terms of
SCORM mandatory elements). Detailed crosswalks (mappings) to the TAFE NSW, TaLe,
Vetadata and The Le@rning Federation (TLF) application profiles are included in the
DETLRM Crosswalks document (see Section 2. Associated DET Documents). These
crosswalks facilitate search across metadata records created according to these profiles and
the transformation of metadata from one to another. DETLRM data elements can also be
crosswalked to Dublin Core, Australian Government Locator Service (AGLS) and Education
Network Australia (EdNA) metadata elements.
Building on previous metadata work in DET, including the TAFE Online Metadata Project,
TaLe, and work of the Schools Cataloguing Unit and Information Technology Directorate, and
the experiences of DET metadata practitioners. The starting point for this profile was to select
LOM data elements that matched the semantic coverage of the TaLe and Vetadata profiles.
Meeting specific DET requirements through the use of local vocabularies (see Sections 6
and 7), guidelines and examples. The profile has been developed collaboratively with a wide
range of DET practitioners.
Extensibility: The profile can be extended to meet the needs of specific DET units or
communities of practice.

5. DETLRMv2.0 schema
The following tables identify and describe the data elements of the DET Learning Resource
Metadata Application Profile, version 2.0, and provide brief guidelines and examples to assist
in assigning values to data elements. Further guidelines and examples are in the DETLRM
Guidelines and specifications for representing DETLRM in XML are in the DETLRM XML
Binding Specification (see Section 2. Associated DET Documents).
Section 5.1 defines the DETLRM base schema. The tables in Section 5.2 supplement the
base schema by defining the structure of three datatypes (LangString, DateTime, and
Vocabulary).
Notes:
This application profile references a sub-set of the data elements of the IEEE
Standard for Learning Objects Metadata (LOM). For the purpose of this application
profile
resource is used to refer to learning resources. This replaces
the LOM term 'learning object'.
LOM categories group together data elements. DETLRM references data elements
from eight of the nine LOM categories: General, LifeCycle, Meta-Metadata, Technical,
Educational, Rights, Relation, and Classification.
The LOM data model is a hierarchy of data elements. Data elements are either
aggregate (container) or simple. Only the simple data elements have values, defined
through their associated value space and datatype. Aggregate data elements contain
other data elements and do not have values themselves. Consequently, they have no
value space or datatype. These aggregate data elements are shaded in the following
tables.
For each data element, DETLRM defines:

Data element number: the LOM number for the data element
o
Name: the name by which the data element is referenced
o
Explanation: the definition of the data element
o
Size: the number of values allowed
o
Order: whether the order of the values is significant
o
Value space: the set of allowed values for the data element. This is typically a
vocabulary or a reference to another standard.
o
Datatype: this indicates whether the values are LangString, DateTime,
Vocabulary, CharacterString, or undefined. See Section 5.2 Datatypes.
o
Example/guidelines: Illustrative examples and/or guidelines on assigning
values to the data element.
All data elements are optional. Applications of the DETLRM profile may choose to
specify particular data elements as mandatory.

Granularity The size and level of complexity of a resource. The level of granularity of a
resource is an indication of how many times the resource or its component parts can be
disaggregated into still smaller components. A resource of the lowest level of granularity
would be a single piece of text or an individual image. A resource made up of several images,
pieces of text, interactive questions and an animation would have a higher level of granularity.
IEC International Electrotechnical Commission. An international standards organization

Learning object
1. In DETLRM: an educationally discrete, independently deliverable entity addressing a
specific skill acquisition process or cognitive progression. Consists of one or more electronic
assets presented within a learning context.
2. In LOM: any entity digital or non-digital that may be used for learning, education or
training.
Learning resource In the context of this profile:
1) All resources developed with DET funding, and in accordance with DET quality assurance
processes, to support the teaching and learning of DET endorsed curriculum.
2) External resources considered relevant or useful to DET teaching and learning.

MIME types Codes that represent the digital format of a resource. MIME (Multipurpose
Internet Mail Extensions) is an Internet standard that extends the format of e-mail to support
text in character sets other than US-ASCII, non-text attachments, multi-part message bodies,
and header information in non-ASCII character sets. A full listing of registered types can be

NTIS National Training Information Service. The NTIS is a relational database that provides
up-to-date information on Australian recognised vocational and technical education, including
details of endorsed training packages and their components, including units of competency.

Schema A structured representation that defines and identifies the data elements in an
element set.
Scheme A scheme qualifies the content of a data element or field by identifying an authority
that dictates the content of the element.
SCORM Sharable Content Object Reference Model. SCORM is a series of e-learning
standards that specify ways to describe, launch and track course objects.
Smallest permitted maximum The smallest number of occurrences of a data element that
an application must be able to handle or manage. It relates to both the number of repetitions
of a data element and the number of characters to be accommodated by a data element.
String - A sequence of symbols or digits.
TAFE NSW Metadata Element Set An application profile for describing learning resources,
based on the EdNA Metadata Standard and LOM. It was developed in 2001 as part of the
TAFE NSW Online Project and was replaced by this profile.
TaLe A DET online gateway where teachers, school leaders and parents can easily locate
research and resources to support student learning. The TaLe metadata application profile
was a subset of the TAFE NSW Metadata Element Set and was replaced by this profile.

Thesaurus A list of categorised terms, such as synonyms and related words; a listing of

of Australia and New Zealand to produce online curriculum content to encourage student

URI Universal Resource Identifier. The W3C's codification of the name and address syntax
of present and future objects on the Internet. In its most basic form, a URI consists of a
scheme name (such as file, http, ftp, news, mailto, gopher) followed by a colon, followed by a
path whose nature is determined by the scheme that precedes it. URI is the umbrella term for
URNs, URLs, and all other Uniform Resource Identifiers.
Value space
The set of values for a given datatype.
vCard a standard defining how contact details for people and organizations can be
represented. vCard is defined in two parts: IETF RFC 2425:1998 and IETF RFC 2426:1998.

Vocabulary (Enumerated) A set of values with implied ordering. For example, the values
for General.Aggregation Level: 1, 2, 3, 4.
Vocabulary (State) A set of values with no implied ordering. For example, the values for
LifeCycle.Status: draft, final, revised, unavailable.
XML Extensible Markup Language, a specification developed by the W3C. XML is a pareddown version of Standard Generalised Mark-Up Language, designed especially for Web
documents. It allows designers to create their own customised tags, enabling the definition,
transmission, validation, and interpretation of data between applications and between
organizations.
