SUBJECT: Inventory of Army Installations for Base Realignment and Closure
2005 Review and Analyses-Interim Report #5 (Project Code: A-2003-IMT0440.000)

You asked u s to review the changes made-subsequent to our first
review-to the inventory of Army installations The Army Basing Study (TABS)
Group will use in its review and analyses during BRAC 2005. Specifically, you
asked u s to determine if the changes made were in accordance with law.

On 18 J u n e 2003, we issued Interim Report #3 on the me tho do lo^ the
contractor followed to determine the inventory of Army installations subject to
review and analyses during BRAC 2005. In that report, we concluded that the
methodology the contractor used was in accordance with law and appropriately
applied. The methodology yielded 8 7 Army installations that should be
included in the BRAC 2005 review and analyses. You subsequently notified u s
that the inventory changed from 8 7 to 88 installations. Consequently, we
compared the list of 8 7 to the new list of 88 installations and determined that
you:
Eliminated three installations (Charles Melvin Price Support Center,
Stanley Camp Storage Activity. and Hunter Army Airfield).
Added four installations (Riverbank, Kansas, Louisiana, and
Mississippi Army Ammunition Plants).
We reviewed the rationale and support for these deletions and additions and
determined that the changes were in accordance with law. As a result, 88
Army installations are currently in the Army inventory for BRAC 2005 review
and analyses. The enclosure lists the 88 installations.
