The Institute of Professional Learning: Te Whai Toi Tangata
(IPL) is a bilingual, bicultural professional development
organisation. We are an integral part of the Faculty
of Education at the University of Waikato. We work
collaboratively to provide quality professional learning
opportunities across and beyond the education sector to
grow the capacity of educators to develop their practice.
We believe professional learning should be research based,
culturally responsive and benefit all learners.
IPL Leadership Professional Learning
Groups (PLGs)
Setting up PLGs:

To ensure that each participant has ample opportunity to
engage actively and fully in the Leadership PLGs:
•
The Institute of Professional Learning, Te Whai Toi Tangata
offers Leadership Professional Learning Groups as a response to
education leaders’ desire to collaborate with colleagues around
leadership inquiries, and puzzles of practice. These provide
longer term leadership opportunities outside the NAPP (National
Aspiring Principals Programme) and FTP (First Time Principals)
programmes.
•
ideally the membership of a Leadership PLGs is four (4) as
a minimum, and no more than six (6)
•
membership of the Leadership PLG should always be by
self-selection as participants are choosing to engage in a
high trust, collaborative process
If they wish to, participants have the opportunity to
submit their IPL PLG e-portfolio and critical reflections
for consideration towards a Masters level paper as per
the Recognition of Prior Learning (RPL) process, with the
Faculty of Education at the University of Waikato.
•
Participation in PLGs as part of an authentic professional
learning and development plan can provide evidence
towards elements of the Careers Pathway as set out the
Primary and Secondary Principals’ Collective Employment
Agreements.
•
The Institute of Professional Learning offers support to
principals to develop and complete sabbatical inquiries
and projects..
Key Elements of IPL Leadership PLGs:
The participants who engage in the Leadership PLGs indicate:
•

that the learning is authentic – it is self-determined and
self-directed
•
a commitment to consider the impact of such puzzles
of practice and leadership inquiries, on future-oriented
learning and teaching
•
ƒƒ Coach individuals, teams and organisations
ƒƒ Challenge and support innovation and change
ƒƒ Encourage community development.
Certificates are awarded annually by IPL “for contributing
to the learning and growth of colleagues through active
participation in a Leadership PLG”
This can vary. Currently there are PLGs which have
• Principals only
• Leaders across schools without Principals
• Leaders within a school with the Principal
• Leaders within a school without the Principal
PLG membership is open to all schools and their staff and is
available and tailored according to the individual school’s or
group’s needs.

each group determines its own life span (e.g. 1-2 years)
a preparedness to engage with a skilled facilitator who
supports and encourages the convening process, by ongoing
coaching of this process

sessions (once a term usually), and to, where possible,
engaging online in between

including coaching around using the “convening process”
which assists all to become active participants in a climate
and culture of high trust and collaboration

this professional relationship remains confidential to that
PLG’s participants

Mahi ngātahi te mahi kia oti,
the desire to be, and to act as a “critical friend” with trusted
colleagues

a desire to engage in rigorous, respectful ‘learning talk’
where participants are prepared to be vulnerable, where
the climate and culture enables them to feel safe to share
openly with the group what is disrupting or unsettling their
thinking/vision/actions as leaders. ‘Learning talk’ is different
from dialogue in that the purpose is not the production of
a shared understanding - rather it is about the offering and
receiving of different perspectives and insights
a willingness to commit to this with integrity, in their
pursuit to be the best they can in their leadership roles,
wanting to engage in deep learning for leadership.
Membership of Leadership PLGs:

The cost for PLG membership is $750 + GST per
individual, per each 12 months.
Facilitator travel and accommodation, if required, is
additional.
Critical Friend
Where PLGs may not be viable, an alternative is that of an IPL
leadership facilitator as a “critical friend”. This option would
challenge and support your own development as a future
focused principal, meeting your learning goals in your
performance agreement, and informing and interrogating your
leadership inquiry.
This is available face to face, online or a mix of both. The number of hours involved would be negotiated.

solutions to suit individual needs and are happy to discuss these
with both individuals and groups/clusters.
