Aim
Bathurst Early Childhood Intervention Service will ensure that the service is well managed and
that strong and effective governance structures are in place to deliver positive outcomes for the
children and families that attend BECIS.
The Bathurst Early Childhood Intervention Service has a strong organisational culture which is
supported by the Memorandum of Agreement the service has with Charles Sturt University.
Strong and effective governance and robust management aims to be responsive to the needs of
children with a disability and their family. Compliance and reporting obligations are met and a
culture of continuous improvement is strived for through the implementation of a quality
management system.
BECIS believes it is an effectively managed organisation that employs a skilled workforce that
has the right values and attitudes reflecting the DSS and person centred approaches.

The BECIS management committee:
•Uses recruitment practices that meet probity requirements
•Are committed to training staff and volunteers to meet the needs of the children and families they support
•Involve stakeholders in planning and encourage them to provide feedback on an ongoing basis
•Involve stakeholders in review of policy and practices
•Develop strategies to work in partnership with other stakeholders in the local community
BECIS is well managed and has strong and effective governance systems in place to deliver positive outcomes to the children and families
supported. To do this BECIS will ensure:
•Each child and family receives quality services which are effectively and efficiently governed
•The corporate governance body of BECIS:
•Has members who possess or acquire knowledge, skills and training to fulfill responsibilities which are clearly defined,
documented or disclosed
•Develops a strategic plan and a visionary direction for the organisation based on person centred approaches and future
industry needs
•Exercises objective and independent judgement on corporate affairs
•Is accountable to stakeholders and operates in their best interests
•Monitors the effectiveness of governance policies and practices and makes changes as needed
•Ensures the integrity of the organisations accounting and financial reporting systems:
•Risk management
•Financial and operational control (including fire safety and insurance)
•Compliance with legislation and funding requirements
•Ensures the organisation has a quality management system
•Uses feedback from stakeholders and the community to inform and develop continuous improvement strategies
•Regularly reviews policies to reflect contemporary practice and feedback
• Recruits, supports and monitors senior management positions in line with the vision and values of the service and
probity requirements
•Has strategies in place for communication with staff

•Each child and family receives quality services that are well managed and delivered by
skilled staff with the right values, attitudes, goals and experiences. BECIS has:
•Written policies and processes that reflect relevant legislation, standards, funding
requirements and sector policy that are available to all stakeholders
•Processes to monitor compliance
•Processes in place to encourage service users to participate in planning, management and
evaluation of the service
•Processes in place to inform stakeholders how feedback has been used to improve service
management and delivery
•A workforce planning and recruitment strategy to ensure the workforce is skilled, engaged
and responsive
•Considered secession planning of leadership staff and other key positions
•Recruitment practices that meet probity requirements
•Training, support and supervision available to staff and volunteers to flexibly meet the
needs of children and families
•A well maintained, safe and accessible physical environment that meets fire safety
requirements, workplace health and safety and policy requirements.
•Good practices in place to implement strategic and business planning including
community engagement initiatives
