formalities as laid down in the procedure as per Statute S.449 (i.e. from (i) to (vi) as cited

It is hereby notified for information of all the student members of the College Students'
Council the election of `Secretary' of the College Students' Council will be held by ballot at a

writing on their behalf will be entitled to be present at such scrutiny.
