Advisory Board Meeting Minutes
Friday April 15, 2011
Attendees: Oliver Borden, Josalyn Sewell, Lisa Jennings, Tyler Moline, Linda Parks, Tammy Sanderson,
Sherry Paxson, Sherilyn Oldfield, Julius Manz, and Becky Miller.
1. Introductions
No introductions, everyone was familiar with one another.
2. Program Highlights
Dr. Manz informed the advisory board members that most of the seniors have taken their
national boards, but that there are 4 left to take it. He added that the Program has yet to receive
results on clinical boards, but that the results on the national boards look good, above average.
Dr. Manz informed the group that Saturday May 14th is San Juan College’s graduation and the
senior’s pinning ceremony is on Friday May 13th at 6:30p.m. in the ZIA conference room located
in the HHPC building. He commented that the students had already sent out invitations, but that
he would also like to invite the Board Members to his house following the ceremony. Another
invitation has been sent. Dr. Manz also commented that the students have taken Mock Boards
and that the results were as expected. He remarked that this is normal and this is a good
indicator for those that really need to step it up. He commented that it helps the students to see
the process, the timeline, etc. He added that the senior class has also taken anesthesia and had
a passing rate of 83%. Dr. Manz commented the students had issues with their written boards
and not the clinical aspect and that there will be changes to achieve higher results for the next
class and thereafter.
Dr. Manz informed the advisory board members that the Program has the next 12 for the class
of 2013 along with 2 alternates. He added that there is a mix of out of state applicants, but that
the highest numbers come from those living locally. Dr. Manz commented that he would like to
push more marketing electronically and try and get a higher count of applications in. He
remarked this is something he will be working on in the next couple years. In regards to the
application process Becky Miller inquired what the criteria is for individuals to get into the
Program. Dr. Manz replied there is a complex rubric that is followed. He added that the
applicants have to complete general education courses, pre-requisite courses, but remarked
that on occasion some student’s have a course they need to complete and that Tyler is an
example. Dr. Manz commented that what the faculty do with applications is calculate the
individuals overall GPA, General Ed., GPA, Pre-requisite GPA and remarked that this weighs the
most out of all of their coursework, then they receive points on the HOBET exam, and receive
points based off of residency. He remarked that local applicants receive more points and also if
the applicant is of Navajo ethnicity. Dr. Manz informed the group that an applicant can receive

points if he or she has had experience as a dental assistant, but did note that the applicant does
not receive a lot of points. He also commented that just because an individual has had
experience does not necessarily make him or her any better off once they are accepted and
start the program. Dr. Manz also informed the group that applicants also receive more points if
they have a higher degree or have taken higher math and or science courses above what is
required for the Program.
Dr. Manz informed the group that the 1st alternate for the Program, is an international student.
Becky then asked that even though the Program is looking into more electronic marketing, what
about advertising in magazines. Sherry commented that usually the magazines are for already
graduates RDH’s and that perhaps student’s looking for a college would be looking elsewhere
instead. Dr. Manz also added that the Program faculty are also advise high school students,
attend career fairs, and attend other promotional events.
Josalyn inquired how the Program handles individuals who have really good grades, but are
afraid to apply because they hear it is so difficult to get into. Dr. Manz replied that the Program
has changed its processes over the years and that they all go through and advisement first and
then depending on that individuals grade or current GPA, the members can suggest taking
courses over if he or she has C’s etc. He commented that if anyone on the advisory board
committee knows of individuals interested in the Program to contact Sherilyn and she will set up
an appointment. Dr. Manz remarked that he doesn’t want to discourage individuals from
applying, yet he also doesn’t want the Program to have an image that it is easy and that it is
difficult. Senior student Tyler Moline commented that he had applied to multiple dental
hygiene schools along with applying at San Juan College and in general he heard that dental
hygiene is tough. Linda Parks also added that it is also important not to build up expectations.
Dr. Manz informed the advisory board members that in time, the clinic should receive new
equipment. He added that the Program has an outstanding facility as well as excellent faculty.
Dr. Manz informed the group of the changes that soon will take place in the HHPC. He
commented that he, Sherry, Tammy, and Sherilyn will be moving down to the end of the hall,
where the computer lab is located. Oliver added that Nursing is expanding. He added that there
will be a Grand Opening in three weeks. He also commented that it has been approved that
there will be an additional Microbiology Lab course taught by Paul.
Dr. Manz informed the group that not only will there be facility changes, but that the Program
has included changes involving student mailboxes. He added that not only do the students have
lockers, but mail slots have been created which will assist with FERPA issues that may take place.
Dr. Manz commented that this will make things more confidential.
Oliver informed the advisory group that by the time faculty comes back to work in the fall, the
parking lot will be paved and there will be a direct sidewalk going from HHPC to the library.

Sherry included that there will be landscaping outside of the HHPC. Dr. Manz commented that a
grant has been received to replace the landscaping.
Linda Parks inquired if patient parking was adequate and Oliver discussed over flow parking. He
commented that there are “shovel ready” projects if there is enough money left over and
changes to pedestrian crossings. Dr. Manz replied to Linda and commented that he felt the
parking for the patients is adequate. Dr. Manz commented to Sherry about an idea about
possibly incorporating a question in regards to adequate parking into the patient satisfaction
surveys. Sherry commented that some patients do have mobility issues and that they have to be
directed to the back of the building.
Oliver brought up that there will be a meet and greet with Interim SJC President Mike Tacha on
Monday and encouraged members to attend. Dr. Manz added remarks in regards to the warm
welcome and support Mike Tacha has from the Dental Hygiene Department. Oliver informed the
group that Mike was one of the VP’s and that he supported the health sciences.
Dr. Manz brought up the topic of M.O.M. and how next year it will be held in March in Las
Cruces, NM. He added the year after that it will be held here in Farmington. He remarked that
the Program will have the senior class attend. Josalyn commented that she heard many positive
remarked about the SJC Dental Hygiene students and how much they helped out above and
beyond other schools. Dr. Manz went back to comment on how in March the students are very
occupied with taking boards, but the Program will try and work with the students to attend. He
also added that M.O.M. was the largest single charity event in New Mexico. He mentioned that
GKAS (Give Kids A Smile) continues to help out the community of San Juan county.
Dr. Manz informed the group that Governor Martinez signed into law changes which will affect
dental hygiene and dentistry. He commented that there will be a couple of significant changes
and that the first change will include that a Dental Hygienist will no longer need a Dentist in an
operatory or in the building to perform local anesthesia. He added that this will open access to
care, and then remarked that the second change involves community dental health care
coordinators (CDHC). Dr. Manz informed the group that the CDHC will be either a dental team
member (hygienist, assistant) trained in public health or a public health individual trained in
dental. He added that with these changes it will address access to care more broadly and not
just through creation of additional providers. He also added that New Mexico is being looked at
by other states in regards to this area. Dr. Manz informed the group that there is a possibility
that training could take place at San Juan College within the dental department, but that it
would depend on the budget. He remarked that this would be a good opportunity for the
college and would include growth. He commented that if this would happen, it would require at
least 2 more full time faculty members. Josalyn inquired if the curriculum would be modular and
Dr. Manz replied the curriculum is already developed by ADA and that it isn’t modular but a set
curriculum. Linda Parks inquired about the realistic idea behind having more public health
positions opening up more because of more and more cuts being made in the health field. Dr.

Manz replied that yes he felt strongly that there would be. He added that more of these
positions have been opening up in Oklahoma and California. Lisa Jennings inquired if hygienists
and or assistants could apply and Dr. Manz replied yes. He also commented that he felt it would
be positive to bring students in and inform them of possible jobs opportunities after they
graduate from the Program. He informed the group that these changes could happen within 2 –
3 years based on the economy. Dr. Manz remarked that public health administrators are
excited, but not sure where it lies politically. Linda then inquired about counselors for the Dental
Program and Dr. Manz replied the possibility of a dual track and that students could do dental
hygiene and CDHC Programs. He commented that this would depend on a specific criteria and
academic stamina.
Dr. Manz informed the group that the Program received good feedback from dental students
stepping up and helping out in an emergency situation that took place in the HHPC.
Becky Miller informed the group that Sherry is doing a great job as the El Presidente of Tres Rio
Dental Hygiene Society. She also commented that she was very happy how well Josalyn and
Sherry both are doing with their involvement in the community.
Dr. Manz informed the group that Sherry has been accepted into a Master’s Program and will
start in the fall. Sherry added that Tammy is soon to finish with her Master’s. On the discussion
of education Oliver informed the group that Health Sciences has received x amount of dollars to
assist those employees that are finishing their degrees with a tuition reimbursement.

Friday October 7, 2011
Attendees: Julius Manz, Sherilyn Oldfield, Ron Johnson, Oliver Borden, Tyler Moline, Chuck Schumacher,
Becky Miller, Sherry Paxson, Kaycie Hatch, and Linda Parks.
1. Introductions
The Advisory Board members introduced themselves.
2. Program Highlights
Dr. Manz started of the meeting by informing the group members that Faculty and
Administrative Assistant offices have moved and are now located closer to the dental clinic.
Dr. Manz informed the group that the Class of 2011 graduated this past spring, May 14th. He
commented that this class received one hundred percent pass rate on their WREB and
Anesthesia and only one student hasn’t passed. Dr. Manz also remarked that eleven out of
twelve students are actively employed.
Dr. Manz informed the committee members that the senior class will be presenting their Table
Clinic topics on Thursday November 17th, 2011 at 6:00p.m. He added that he appreciates the
support from the community and invites them to come back again this year. Dr. Manz remarked
that the senior class puts a lot of work into these presentations and looks forward to the
upcoming event.
Dr. Manz informed the group that the Dental Program has a proposed a CE course which would
be a fund raiser and cover advanced Local Anesthesia techniques. He commented that the
course will include information on AMSA, Oversa, Malamed and that there will be a lab
component to this course which will be provided in the dental clinic. He also added that the
community members will receive a CE credit for attending the Table Clinic presentations as they
will for the Advanced Anesthesia course. Dr. Manz added that soon flyers on the Table Clinic
event will be made up. Chuck Schumacher commented back to the Advanced Anesthesia course
and hat this will be a good for Dentists and then inquired to Dr. Manz if the course would be
help on a Friday and he replied that it would. Dr. Manz then inquired to all the committee
members if Friday would work best for everyone and Chuck replied that it would. Dr. Manz
added that he would prefer to steer away from having courses on Saturdays, but that the
Program could provide CE courses if need be once in a while. Chuck commented that it would be
good to get the word out on this CE course to the Durango area and Dr. Manz remarked that
there will be a limit on how many can attend the hands on or lab portion of the CE course but
not for the lecture portion of the course. He then inquired to the members if they could think of
any other CE Courses or needs that possible the Program could offer or provide. Ron Johnson

replied and then suggested a course for advanced digital radiography. Dr. Manz commented
that it would be a really good possibility and that the Program could have Wren or Schick put on
the CE Course. Ron added he feels he course would be very beneficial with hands on training.
Dr. Manz informed the community members that Tyler, senior dental hygiene student along
with his class mates came together and came up with a proposed community project and then
turned it over to Tyler. Tyler then informed the group that the senior class had done research
and determined that they would like to donate hygiene care kits to the women’s shelters. He
commented that the seniors will put together general hygiene care kits but then will later find
out what some of the specific needs are of the women. Tyler remarked that there is a high need
for specific items but that the students cannot go into the shelters but that they can help. An
inquiry was brought up by one of the members in asking if donation boxes could be left at the
various dental offices in town and no one saw that to be a problem.
Dr. Manz informed the group members that M.O.M. is in March of 2012 and that the senior
class will be attending. Sherry then inquired if the dates for the Local Anesthesia Boards had
been changed and Dr. Manz replied that they had not. He commented that WREB scheduled
Albuquerque boards the same weekend at Mission of Mercy.
Dr. Manz discussed the future budget for the Dental Program and he commented that it looks to
be steady. He remarked that there is some equipment he would like to look into purchasing
such as a swerve and or a piazon. He also informed the Advisory Board member s that the clinic
floor is scheduled to be replaced before Christmas. Sherilyn also added that the department
bought clickers. Dr. Manz informed the group about the clickers and their technology and how
instructors can utilize them in the classroom by having students answer questions using the
clickers and then the instructor can get immediate feedback on what they answered. He
remarked that utilizing clickers is a good way to get the students to interact more with one
another. Sherry also added by saying that there has been research involving the use of clickers
in the classroom and how it increases student engagement. She also added that the clickers
work just as Kim’s infection control course. Dr. Manz then commented about other technology
involving white boards which allows the instructor to draw a picture and then save it to the fdrive. He remarked that this way it can’t be erased like it usually can on a typical white board.
Dr. Manz then inquired to the group members if any of them had any feedback or comments
they would like to add. Linda Parks commented that she read something in a journal in regards
to Bill 187 and inquired about that particular item. Dr. Manz responded by first congratulating
Dr. Chuck Schumacher for being . . . . . . Dr. Schumacher informed the group that they are in the
midst of writing rules. Sherry inquired to Dr. Schumacher if there are any Hygienists on board
and he replied yes. He went on to inform the Advisory Board Members about the rules being
written up and that a lot of it has to do with supervision and what Hygienist can do without
direct supervision or do while the dentist is away such as possibly dispensing all topicals like,
microbial, arestin etc. He also remarked that there are components involving caring and

restoration and what the role is involved with that as a Hygienist. Dr. Manz added that UNM is
interested in the restorative aspect and information for the B.S. Program. He informed the
group that San Juan College wouldn’t be able to support a B.S. Program and that the Dental
Program would not be able to add a restorative aspect into its curriculum but perhaps later a
certification course could be created and fit in. Dr. Schumacher discussed the topic of a third
Community Health Dental Coordinator and that this position would act a s a triage role in areas
that do not have dentists. He also commented this individual would have to get certified and
again he again mentioned that this is another one of the rules they are in the midst of working
on. Dr. Schumacher explained that his group could go in and develop a Program that would stem
down from ADA, but be more of an outreach type of position that would be temporary and deal
with trauma and treatment. He commented that a huge part of this CHDC is educating on
urgency versus emergency and that they sent ………..
Dr. Manz informed the Advisory Board Committee members that he brought the CHDC idea to
the Administration at SJC and that they are supportive, but the main issue is funding. He
remarked that the Program may possibly have to come out of grant funds and proposals be
written up, but there is the idea of looking at a pilot program. Dr. Johnson then inquired about
Kellogg…. Dr. Manz commented that he will be attending a meeting about that in Vegas. Dr.
Schumacher added that Minnesota has it in line already and that a total of nine students were in
the initial class to graduate but only two passed the licensure. He remarked that there is
obviously a gap in the educational process and that this will be a significant struggle. Dr.
Schumacher added that CODA is looking at it as an entity to qualify these Programs and that
they are maybe going to start looking at other states as well. He remarked that they will
implement all they can, but the biggest concern is keeping people safe and that it should deflect
the therapy model. Dr. Manz commented then that CODA needs to demonstrate and be viable
and that he hopes they put the brakes on it before they accredit it. He remarks that it needs to
be viable and consistent. Tyler added that there is data being pulled from Alaska and Minnesota
to show how viable it is. Dr. Schumacher added that in the remote areas like Alaska the people
living there want local people coming in not outsiders working with them. Linda parks then
thanked Dr. Schumacher for all of his help with working with working on the rules and his
involvement.
Oliver informed the group that that eventually SJC is going to move all the labs into the Health
Science building and that there is some high tech installation being worked on today. He added
that Sherry is helping with the 3G Sim Man as well as Vickie and he wanted to thank them both
and appreciates their help. He also commented that since Sherry has been working and getting
the Sim Man up and running that more and more people want to utilize it. Dr. Schumacher
thanked Oliver for allowing the community, which also included his daughter in High School to
utilize the facilities in the Health Science building. Oliver commented that Mike, the Interim
President for SJC is really focusing on re-engaging the community with the college as much as
possible. He also informed the group along the discussion of Mike that the college did approve a
company to begin a search for a new President and to start advertising as soon as possible.

Oliver remarked that this outside entity will come to the college and have focus groups which
will help them determine what SJC is looking for in a President.
Dr. Johnson inquired if the students with the Dental Hygiene Program are receiving higher
marks/grading on a National level and Dr. Manz replied that he would love to say yes, that our
students are higher on a national level, but that the national data compares cohorts and norm
the exams and that it also depends on what group take it. He commented that in general our
students are doing very well with their National Board Exams. Dr. Johnson remarked that there
is a higher quality of teaching with the Dental Program and Dr. Manz commented that Dental is
very happy with the outcomes with clinical, local anesthesia and national. He also added that
the results received from the employer surveys on students’ performance etc., were positive.
Linda Parks inquired about next year as far as students applying to the Program and how it is
going. Sherry replied that there have been a lot of advising appointments. Dr. Manz informed
the group that after Tammy Honold had left, the advisement process was changed which
involved a more group collaboration and effort. He commented that he felt the change works
extremely well and Tammy, Sherry and he all take turns with appointments. Sherry added that
Fridays can be busy for advising but overall, she feels it has been positive. Becky Miller inquired
if the Program is recruiting outside of New Mexico and Dr. Manz replied yes, all over.
Dr. Manz then congratulated Tyler Moline for becoming the senior class President and then
asked for him to go ahead and take the floor. Tyler informed the group that the senior class is
trucking along and that soon they will be giving their table clinic presentations and also be going
to Albuquerque for the Scientific Session which will be an overnight trip which they are looking
forward to. He then informed the Advisory Board members that the biggest difficulty is
recruiting Board patients. Dr. Manz commented that recruitment is the biggest stress right now
for the senior class. Tyler then went on to inform the group about rotations they will be doing
next semester and how some of them are at Head Start and at other facilities, but that they will
get to crank out a lot of varnish. Dr. Manz added that the seniors will go to Head Start, public
schools, Indian Health Services at DZ, Life Care, and the work with the Sealant truck from
Shiprock. Becky Miller then inquired about Life Care and Dr. Manz replied that it is a nursing
home in Farmington and that there is an operatory set up or else the students can go to the
patient’s room. Sherry added that Josalyn is in charge of the Life Care rotation and commented
that she is looking at writing a grant so that more can be done that just perio but also additional
help. Dr. Manz remarked to the members if they know of any dentists interested they may need
some additional help. Becky Miller inquired if it would be possible to educate the staff at Life
Care and Dr. Manz replied that some of that is done, but that overall it is difficult to schedule
time with their staff. Dr. Schumacher then inquired if there was a certain day the students went
on rotation and Dr. Manz replied that it is split up but that it is on Tuesdays during the entire
spring semester. He added that when the students go to DZ, they actually give the students
more room to run and that they get to go as Hygienists and that it is a really good experience for
them. Sherry added that there have been difficulties involving the rotation with the sealant

truck this year. She informed the group that in the past the sealant truck would go to various
school districts, but this year the schools are utilizing other organizations so the sealant truck is
not coming to Farmington schools. Dr. Manz added that the Program is looking at other options.
Dr. Schumacher commented that he heard that…… is a hit or miss and Dr. Manz added that it’s
a private company and doing that, State will work with them. He also commented that Arizona
has a full-fledged Program, but not in New Mexico. Dr. Schumacher then inquired if IHS is fully
staffed or if they are looking and Sherry replied that it depends on personnel, but they do hire
Hygienists that have Bachelor’s degree and then train assistants, to use ultra sonics and other
expanded functions and that it has been pretty successful. She also commented that they ran
four to five chairs of supervising, and did a basic six mouth, expanded function system.
Kaycie, first year dental hygiene students informed the group of what the junior class is up to
and how they are now observing senior clinic. She also remarked that staff with the Dental
Hygiene Program have been very helpful and patient. Dr. Manz added that on Thursday
afternoons both classes are together in clinic and he remarked that it is the most fun for him as
instructor, especially seeing how far they’ve come. He also added that the students have
rotations and the senior class gets the opportunity to teach the juniors in clinic. Dr. Manz
remarked that the really don’t know something until they try and teach it and that it is a good
experience for them. Kaycie added that having the seniors teach also gives the juniors a
different perspective when it is taught by someone else.
Sherry informed the Advisory Board members that next year she will be assisting with making
plans for the Scientific Session and that she is doing this because she will have to have one
hundred hours of practicum for her Master’s program and this will count toward that. Dr. Manz
then added that he felt it would be a good idea to combine dental and dental hygiene
ce’s/seminars into one big event and feels it is worth the while to look into. Dr. Schumacher
inquired if the Scientific Session is a fund raiser for NMDA and Sherry replied that yes, it is, that
it is one of their big money makers. Becky Miller then added that it may be it is a good idea to
combine the two events together so it would help eliminate people from having to choose
which one to go to. She commented that there are advantages to it.
Dr. Manz informed the group that Mission of Mercy (M.O.M.) is planning to hold its event in
Farmington in 2013, but that the officials need the North West district to approve it. Dr.
Schumacher then inquired when the next NW District meeting is and Dr. Johnson replied that he
wasn’t sure of the exact date but that traditionally they have been held in November. He
commented that it would be good to coordinate the meeting and table clinic presentations. Dr.
Manz remarked that he will find out when the next meeting will be.
