2. None of these "Vision Directions" ever leads to results because they are
meaningless to the staff and council not directly involved in developing them. Since
thats the majority of people, the business of government will continue to deal with
its daily business as it comes along.

9. Tax Dollars should not be used for these non-essential programs especially in light
of the poor economy and need to raise taxes to pay for basic fire, police, streets
and maintenance servies. Perhaps once the city budget is funded with a surplus,
new programs can be evaluted, but this is the wrong time to expand nonessential
city services or to increase taxes to provide for these programs.

10. The Triple Bottom line is the guiding force behind true sustainability. To be truly
effective all three need to be in balance. This is a dynamic process and requires
continuous management. As a long term vision this makes perfect sense.
If the new organizational structure is as described the City administration should be
in alignment organizationally with these 7 categories.
11. I have some concerns about the potential economic impact of the following
referenced areas:
-The reference to a "livable wage". It a vague term that can mean many things and
create controversy depending on how it is implemented.
Reducing the carbon footprint with no reference to economic impact.

12. I would like to see more along the lines of four or five smaller neighborhood
gathering centers for parks, shopping, and entertainment so people don't always
have to drive downtown. A park with a small lifestyle center would encourage local
neighborhoods to congregate, play, eat, and enjoy close by, walking or bike riding
instead of driving downtown. Also, parks have no eateries or shopping next door,
defeating the idea of playing and shopping/eating in the same area.

13. An obvious move forward towards the stated objectives for the Poudre river group
would be a whitewater park. The summary did not reach this level of specifics, but
a whitewater park would be a centerpiece for the city, encourage foot traffic and
development north of Old Town, and work within the existing brownfields/flodplain
constraints. Golden and Lyons, among other Front Range communities, have
documented notable economic benefits that far offset the initial costs. A whitewater
park would also provide additional initiative and justification for instream flows,
which are critical for a healthy river/community interface. A whitewater park could
easily be integrated into parks/rec and open-space infrastructure, and the hydraulic
features could be designed to improve habitat/refugia for the existing population of
cold water fish, and provide fishing opportunities for able-bodied and disabled
fisherman. Interpretive signage could also be integrated to provide a sense of Ft
Collins history and the natural ecology of this rich and diverse interface between
the mountains and plains.

make it a stand out vision. The words "livable wage" and "broadly shared
prosperity" sound like socialism instead of "if you don't sow, you don't reap". I'm

plan of action that we all agreed upon when it was created. It seems that whenever
finacial interests, primarily, have ideas that differ with our "plan", we simply change
the rules to accomodate those interests. If we continue to do that, our City will
resemble other big cities, full of strip malls and big box stores and we will lose the
quality of life that makes this such a special place. If we are to have true vision we
must create a specific plan with rules, and be willing to adhere to them out of
principal and not be swayed by those with money who don't care about our vision
or quality of life.

Planning like this will never be a substitute for leadership. It is a conceit that
planners, like our City Manager, share. We saw the same conceit embodied in the
Climate Action Plan, as demonstrated by the 32 car pile-up known as the Pilot
Trash District proposal. That one example underscores what I am talking about in
spades.
Plan Fort Collins might have produced a useful work procuct to date if the
Pollyannism had been left behind and a dose of reality had been injected in its
place. Example: What in the world is a Zero Energy District? A blackout? An island
of extreme achievement.
However, the most compelling argument to suggest you all have your head in the
clouds is the headlines in the papers this morning. How do you create a world class
community in a city where justice is a game?
History has given us many attempts to define utopia. Horace Greeley wrote a
chapter here in Northern Colorado. Would my attempts to define a future for Fort
Collins be much different than "Community Vision in Focus"? Probably not. Alot of
people could have written this. But you are not asking for literary criticism here and
Fort Collins needs much more than a description of shangri-la updated for the 21st
Century.
Despite all this criticism, I'm going to encourage you to keep it up. Change often
comes in radical shifts in response to obvious problems. Plan Fort Collins could not
be a better portrait of the gulf that exists between Fort Collins City Government and
reality. It is not because the planning process does not identify many, many issues
that require attention, but it ignores the complexities and outside forces that make
solutions and improvements extremely difficult.
You could not be crafting a more compelling argument for a sea change in Fort
Collins if you tried. You could not be documenting the overarching arrogance that
characterizes our municipal corporation with more finality.

1. dI embrace the triple bottom line. Greater improvements need to be made in the
"social" arena. Greater balance needs to be applied re: subsidies. Currently TIFs
promote development while costing city revenue which could be applied to basic
services which address all residents.

4. I fell that this plan effort is a visioning process....and with the attendance at the
event I attended on 6/30....not many in the City are participating. That being
said...please add "water supply" into the Environment indicators section. Do you

environmental return. We appear to be promoting a "green bubble", whereunder
the objective value of these policies can't be supported in the long-term by the near

Apparent throughout this document is a strong presumption that all environmental
objectives can be attained without detrimental economic consequence. Further,

vigorous, comprehensive and free of financial constraint.

14. It looks to me like 'sustainability' will be the trump card that will have veto power
over everything else.
Who gets to decide what is 'sustainability'. The definitions in the documents are not
concrete at all, but
seem to be watered down just enough to let bureaucrats decide what they like and
don't like, and call
whatever they like 'sustainable'. It sounds ripe for corruption.
I'm not for encouraging polluters, but there is a big difference from restricting
pollution and forcing people
to drive certain cars (or to drive at all), forcing local owned preferences, avoiding
"larger corporate and franchise retailers" - It is not governments job to pick who
they want to win or lose.

Per capita measures are a better measure.

17. If all three were actually given equal weight perhaps, however that is never the
case. In reality, money always talks and is given the highest consideration.......a
good example is the BP oil disaster. Had proper safety measures been put in place,
the disaster may well not have happened, however, the economic bottom line won
out and now we all will suffer. Sometimes, the environmental and/or social sides
need to be given the most weight, and I don't see that happening without
tremedous public outcry or demands and even then, money typically buys it's way.

successfully and reasonably has yet to be proven.

We live in an unsustainable world. That is not pessimism. It is science. Nobody
would care one wit about the word sustainability if the prospect of unsustainability
were not writ large across the entire global predicament.
This one section alones demonstrates the appalling sophistry practiced by the city
management and their very expensive consultants. Certainly, most of the rest of
the thinking community has already moved far beyond the paradigm of consultants
pretending to offer solutions to very scary and very compicated problems. Judy
Dorsey and the Brendle group keep up the facade though. It is as if continually
refreshing the langauage used to gloss over the frightful prospect that we are not
leaving our children the same opportunities we inherited is a sufficient work
product.
There are people in this community that have worked very hard to create a less
unsustainable world. I am one of them. On the whole, City Government has been
an impediment, not a source of help. It is hard to imagine that Plan Fort Collins is
going to do much to change any of that.
Election 2011 might though. Please keep up the good work.

The on-line segment is nicely done.
Regarding the POUDRE RIVER
I am concerned that public input to policy relies on such a small sample (roughly 20
at the most recent River Focus Group.) No great recommendations about how to
substantially increase that,but I do think more could be done (with pretty modest
investment) by providing links to other similar efforts.
We need to present the community, the planners, and the policy makers with
options that show something other than STATUS QUO and SAN ANTONIO
RIVERWALK.
Flood plain planning. I believe that one policy for the entire river segment in FC is
unduly restrictive. The river has some obvious floodway distinctions (using the map
presented at the 7/8 focus group). For example, the stretch between the Power
Plant and Lincoln street is distinctive.
5. I really appreciate the opportunity to be heard. I'm concerned that comments to on- Fri, Jul 9, 2010 1:43 PM
line surveys may not be a balanced sample of the community's opinions. I've
attended several of the Plan FC meetings and it often seems like a large contingent
of no growth antibusiness activists are in the meetings. How do you guaranty that
they don't stack the deck by completing surveys like this one mulitple times?

7. This policy exercise entails a significant departure from the current City Plan
document under a timeframe that precludes a reasonable discourse of its content
and objectives. This appears to appease the majority of the current Council and a
select constituency as sole beneficiaries rather than a reflection of the larger
community and collective vision. To wit, a 99-page document is released a week
before the 4th of July holiday with expectations of informed and comprehensive
feedback 3 days later in person, or 2 weeks later via online survey. Given the
comprehensive and intricate influences of this document, each policy area is
deserving of greater consideration. However, the Council has directed staff to push
this process in its totality at such a brisk pace so as to limit the level of
consideration the community is allowed to provide.

- both intended and adverse. Two community meetings immediately prior to a major
holiday weekend is hardly reasonable if integrity of process is considered. When
the Plan is eventually exposed for what it truly intendes to deliver, considerable
time and energy of staff will be rendered as lost during a time in whiuch the City is
claiming poverty.
8. The process for undertaking a major revision of this critical planning document has Mon, Jul 5, 2010 7:34 PM
failed citizens by its highly charged predisposition to a narrow political objective.
The document clearly attempts to redirect public resources from basic services and
measured urban development towards actualization of uptopian ideals free of
economic constraint. Retirement of this Council is an extremely questionable
motivation for this process.

Be realistic about how folks will get from point A to point B - cars are and will
continue to be a primary mode!
Need to invest in key corridors and not be distracted with vehicle alternatives/trails
and system management/mobility management.
Need to look at the transportation utility fee as an option for funding!
Reducing services prevents Ft. Collins from attracting and retaining businesses
(jobs) and makes Ft. Collins less desireable for citizens/potential citizens.
12. My comment for future meetings, work on visuals. Difficult for folks in the back to
see!!
Also, survey somewhat difficult to follow. May be helpful to provide some detail
regarding options.
13. I have 30 years Commercial Real Estate experience and I know most lenders,
including those making low income housing loans. I gave my card to at least one
staffer at the meeting and I am happy to do what I can to help.

15. I attended the Plan Fort Collins conference June 29. I would suggest that in the
future the city demonstrated its ability to plan and manage by keeping to the
published time schedule. The introductions (which were not that essential and
could easily have been done in less time) ran way over time, so that the first
session started 15 minutes late. I went to the Transportation session. It was
scheduled for 6:30-7, but ran from 6:45 to 7:25. So when I got to the second
session on Budget Resourcing it was almost over.
(apparently somebody was staying on schedule).
The key pad idea was interesting, but in the Transportation session the structure of
it was difficult: each time we had to say if we liked something BEFORE we knew
what the other options are: makes more sense to me to let us see all options, then
rank them. The only part of this that the leaders hurried was deleting the answers
before many of us in the audience could see them.

The phrase was first used by private sector companies that were attempting to
redefine their corporate mission beyond simply making profits. This development
did represent a real step forward. It was a recognition of a world where corporate
power had become so omnipotent that business decisions could play a significant
role in the evolution of society and the planet. It was also a recognition of the fact
that delivering on more than customer demands could improve the returns for the
equity holders of the enterprise. Wealth has become so concentrated in the United
States and the world that it became obvious that monetary enrichment might not be
very rewarding if the world we live in suffered significant degradation.
In this role, "triple bottom line" thinking became something of a reincarnation of
other historically significant concepts such as "noblesse oblige". However, it was
also an homage to the success of public institutions that had created enormous
prosperity in the modern world as a result of collective enterprises which served a
very broad public interest; schools, roads, land reclamation.. you name it.
In short, it has always been about the "triple bottom line" where the public sector
has been concerned. We are all the beneficiaries of a rich history which embraced
this concept in nearly every aspect of public life. If the "triple bottom line" was not
the objective in the last 1 1/2 centuries of Fort Collins' history, what was the
operational paradigm? Why did John C Mathews and others give their fortunes
away to land Colorado Agriculture and Mechanical here?
This is why it is absolutely, revoltingly absurd for Fort Collins City Government to
somehow be co-opting a phrase from the private sector - that was previously lifted
from the public sector - to somehow redefine the mission of a public agency in the
21st Century. It is the most ugly, obvious indication of the muddy, oily gulf that
separates City leaders from reality.
In the specific example of the city's electric utility, I can state my case with the
comfortable understanding that the heavy lifting required to prove my point will be
done for me every time utilities officials take a seat in City Hall and begin to move
their teeth. They not only miss the sweet spot time after time, they are out in orbit.
PRPA is the City's largest vendor by at least a factor of 10. The largest checks that
are written go to PRPA, which, by the way, is partly owned by the ratepayers of
Fort Collins. What does it say that the people signing the checks, and I mean all of
them - the City Manager, the CFO and the utiltities director - are so ignorant of the
cost structure of PRPA as to suggest that merely reducing demand charges
somehow equates to a cost savings? It says ya all needs to do some think'n. There
is no kind way to say it.

1. I support job creation in the "green" job category where say remodeling permits for
residents are waved. I don't support for-going taxes to encourage development.
The City must be cognizant of resource consumption. Improved conservation of all
materials is a win win for all including future generations.

1. Incentives for targeted businesses make a lot of sense. A combination of incentives
including fee waivers, expedited review, and an ombudsman to help assist in moving
a project through the process could be very helpful. Ther also should be team
approach to attracting targeted industry. A collaboration between bankers, chamber,
city economic development liaison, the university, and appropriate business people
shold be available as a team to meet with appropriate businesses.

1. Until the transit options are better and the density of the city supports a viable and
comprehensive transit system private vehicles are going to be the means of travel
most used by our citizens. If parking is not available and convenient downtown
business will suffer. I think the bicycle racks being placed in parking stalls was a big
mistake. Sure they only take up a half dozen or so spaces, but those spaces are
important at business times downtown. Those bicycle racks could have been located
in other places so as to not remove parking spaces.

parking garage gets full is during large events like New West Fest. It is important to

• What happened to Shop Fort Collins First? The SFCF program makes sense for
the City to support because it is inclusive of all retail and services – not just local.

out sourcing, down sizing and layoffs are make by corporate management with little

is the dedicated revenue stream for this purpose or here is the fund (trust or other
type of thing) that will pay for it or some other mechanism that can be used to as a
teaching tool for citizens on how to improve their own financial health.
13. The city needs to have a better understanding of the costs and revenues
associated with new growth and development. New growth often costs taxpayers
more then the revenue provided. We should not be pursuing growth for growths
sake. As it stands now, new residential development is clearly driving the need for
more services which cost more then the revenue being provided. Growth is not a
panacea!!

I employed passive solar design, daylighting and a solar water heating system
when I built my home a year ago. My experience is that those features could/should
be included in any new construction. With a little knowledge and planning they can
easily be incorporated at little cost and with a short term pay back. It is absolutely
foolish that we continue to construct buildings dependent on petrochemical "life
support" when there is simple well proven technology available to harness
abundant free light and heat from the sun.

I support efficiencies for clean air. This would be encouraging bicycling, walking
and an efficient mass transit system. Given projected population increases, the cost
and resources needed for roads, mass transit is the sustainable way to go and is
socially neutral.

need an electric go cart to get around town. There is no such thing on the market
really. And no real road way for it either since we allow excessive speeding and
other poor behavior from huge heavy vehicles that periodically kill bicyclists and

We have several Community Supported Agriculture farms in the local area. Yes,
let's move our food less miles. Not sure how government can help. Good thing to
explore if and how other communities are tackling this. Our farmer's markets, really

between supply and demand, and while the city has made great strides in the
conservation side, a great deal more work remains. We live in an arid climate, and
greenery is a luxury that should be treated as such. Incentives and requirements
should be deployed to ensure that our water supply "needs" do not outstrip the
available resources, within the context of global climate change.

absolutely. I like how the City is using smaller vehicles for parks work downtown

of most other policy objectives. There is no mention whatsoever of economic and
fiscal constrain to these policy choices which leaves the reader to believe we can

10. I live in southeast Fort Collins and work in either the southeast or in midtown.
Outside of the neighborhoods the southeast is developed in a very unsustainable
way. It strongly favors vehicle traffic over other modes and as a result drivers are
much less sympathetic to pedestrians or cyclists. I like the idea of emphasizing
activities centers throughout the city to benefit the most people. The spine
emphasis is good too, but won't help children and those not working or shopping
the "spine".

3. There was good discussion about this topic at the June 29th session with regard to Sun, Jul 11, 2010 10:17 PM
identifying existing vacant space within the city that could become higher density
housing. Letting neighbors have a voice about where there is opportunity for re-use
would be a great idea for a future survey (similar to the pedestrian and bicycle
surveys). While living in another state I resided in a multi-unit building amidst single
family homes and everyone co-existed very well. I've seen this work well and
believe it has a place in the future of Fort Collins, as opposed to mega-apartment
complexes that currently exist.

strong opinion. My first impulse is to leave the government out of the free market

5. I somewhat support, however I am torn and don't want the City to limit me on how I
can remodel my house. Flexibility would be nice. If my house is old, but I want
double pane and a compromise would be to make them double pane but look
attractive and fit with the older house I'd like that option. If I want to add more
period detail to the outside than originally was there, I want to be able to do that
too. Bull dozing the building down is an extreme option, but buildings need to
change over time to some degree. I don't like a cute old craftsman being replaced
by a low quality new house with no architectural character at all.

ditch, not a river. Keep the river as natural as it can be and we can make it a selling

downtown. This is an urban area and the river should reflect that with balance to

1. We need to be sure to build flexability into the system. Our city is different in
geographical areas and a "One size fits all" approach is flawed. New policy is
appropriate but staff needs the flexibility to deal with each project on an individual
basis always considering "common sense" with development standards.

Livablity is inheranly tied to employment and transportation. Can I walk to the store?
Ride my bicycle to the library? Take the bus to work? Do my kids have a place to
play nearby?
Today's families have much less time to maintain traditional single family homes,
however FC is today a singular family friendly town, with lots of indoor and outdoor
activity centers for families and young people. This unique character can not be
lost.
Employment opportunities are also critical to deciding where to settle down and
raise a family. This must be addressed either by attacting more employers or by
facilitating transportation to major employment centers.
As FC thinks about its future, it can no longer think in terms of a stand alone
community. It must consider both its regional limitations and opportunities. Only in
this way can it really afford to dream its big dream and turn it into reality.
6. Do you believe in infill or don't you?
Since past councils have ringed the City with open space, we can't grow out so we
need to grow inward and upward. Rhetoric about supporting infill now comes faceto-face with reality. Many of the infill projects will not be economically feasible
unless buildings get taller - they don't pencil out.
7. Change Mason Corridor to 5 stories; it should not be 7.
We should note that a negative of allowiing >5 story buildings is loss of viewsheds
(environmental impact)

10. In an effort to increase wellness, have more health training available for very low
fees or FREE. I.e. - CPR training, Basic First Aid.
Can we have more prevention things? Better lighted streets in high traffic crime
prone areas i.e. downtown at 2:00 AM, too many young women at risk. I don't think
we need MORE police, just more in more crime prone areas. Too many in SE
quadrant, not enough in NE (saw 11 police cars in 20 minutes on Timberline, at 5:30

Make Canyon street into an urban park or something else. the intersection of
mulbery is really dangerious and the amount of traffic on Canyon doesn't seem to be
very high for such a wide paved area. Make this an urban park.
Linear parks like Golden Gate and Lithia Park in Ashland Oregon when well
designed provide a more rich experience than an open turf and tree area. Design
with more surprise in mind can use space more efficiently.

The trail system needs to be a priority goal, as it serves many different interests
(recreation, transportation, air quallity.)

Need to take a look at suspending the natural areas tax for a few years and move
some additional funds to recreation & parks maintenance while the city figures out
how & whether it will have the funds needed to keep maintenance up. Stop building
larger community parks and work on streetscapses, pocket parks, medians, etc.
More diversified multi-cultural activities that are visible to the community in opne
spaces like downtown also help to educate all of us white homogenous folks. If
people keep asking for diversity, we need to provide the experience to help educate
folks.

towards combining it with future looking choices as outlined in some of the other
proposals. The tiered pricing idea is interesting when considering Old Town - it
would be easier (not looking for parking) and cheaper (not paying for a garage
spot) if I could ride my bike there, but currently the trail system is hit or miss to get
me there. That's why I think combining this with other choices is important.

I think treating transportation as a utility is essential for the future. This would be a
transportation utility fee, that includes transit. The cost savings for the community as
a whole, relative to the costs of owning and operating automobiles, would be large.
High quality transit service could offset the need to own and operate so many
automobiles.

1. Do whatever it takes to bust the railroad trust/monopoly and impose huge fees on
trains passing through and moving in Ft. Collins and apply all fees generated to road
maintenance!! Reuse/reform taxi-jitney laws, bus transportation laws and don't even
think about passenger rail, mono or bi!!! Start using sound innovative science for
energy decisions, carbon based, nuclear, hydro, solar, wind, bio fuels, etc. Stop the
cocooned feudalism, and loss of sovereignty to state, federal and international.

drifting into bike lanes etc. Penalty for running a stop sign $500. Penalty for 5 mph

3. I would like to see an integrated plan that includes infill redevelopment and regional
transportation.coordination.
I have yet to see anything resembling a regional transportation strategy.(e.g. RTD,
Light Rail, Fast Rail, Greely/Loveland Coordination. etc)
The report could strengthn the point that mobility impacts quality of life. People sitting
in traffic would not say it adds to their quality of life.
Do NOT impose a transportation maintenance fee on business-very conter-productive
to keeping/creating jobs and expanding the tax base.

1. Transportation networks are the key. I rode my bike yesterday on LaPorte between
Overland and Loomis....oh my, what a mess. When folks have disposable income
they support the arts....therefore the economy is key. Don't get in the business of
others....e.g. jobs development...partner with the workforce center. Don't mandate
everything....most of the time government should get out of the way. too bad you
didn't ask about police/fire. It might help you to understand the feelings of those who
participated and your probably 1% sales tax increase. When you proposed these
items that sound like we are enlightened stewards of our lands, community, farmers,
stormwater, green street run off.....can you provide a cost/benefit analysis? Other
wise they sound like higher ed rhetoric without substance.
