Governor Quinn signed the Illinois Dream Act on August 1, 2011. This created an
Illinois Dream Fund commission that has various responsibilities. One is creating a
nonprofit that gathers private donations for the Illinois Dream fund which provides
scholarships to undocumented students. This also made it available for students to
participate in the prepaid college tuition 529 plan. You can visit these websites which

for Childhood Arrivals (DACA).
