West Nile Virus Technical Advisory Committee Meeting December 11, 2013 Minutes Members in attendance: Lars Eisen, Adrienne LeBailly, Eric Levine, Greg McMaster, Chet Moore, Roger Nasci, Liz Pruessner, Meghan Williams (recommended member) Staff in attendance: Timothy Allen, Mike Calhoon, Matt Parker, Shannon Schultze, Dan Weinheimer, Pam Weir, Jessica Schurich Guests: Rich Fisher Updates Next Council Work Session on WNV will be rescheduled from March 11, most likely will take place on March 18. Committee Operating Agreements 5 minutes of public comment at the beginning of each meeting will be added to future agendas TAC meeting minutes will be approved each subsequent meeting and posted publicly on the WNV webpage (www.fcgov.com/westnile) along with all agendas and agenda materials Names of TAC members will be posted to the WNV webpage Meetings will occur from 4-5:30pm, four additional meetings have been scheduled: 1/8/14, 1/22/14, 2/12/14, 2/26/14 Staff will look to create a subscription service to provide updates and information to interested community members City Council Direction Staff discussed the three principal directions from the City Council work session o Increase community representation on the TAC Meghan Williams is a new member representing urban agriculture Staff is working to identify a new member to represent pesticide sensitive population o Create a comprehensive document explaining West Nile virus program o Examine the City’s program response guidelines (operational practices) and recommend revisions to City Council TAC Work Items Holistic examination of the City’s response program Examine the role of adulticide in City’s response to West Nile virus Determine efficacy of past adulticiding applications Seek data from similar communities to compare outcomes Consider program steps to mitigate the need for adulticiding Proposed Ideas Have advisory panel members at the TAC meetings or hold a meeting in Spring between TAC and advisory panel Increase communication between the TAC and advisory panel 1 Shift the trapping season a few weeks later or, depending on budget , expand it Expand larval treatment and source reduction program Utilize weather information in larval treatment program Compare data from weather stations closest to each trap with the activity of that trap Reconsider indicators used to make decisions about response—human cases of WNV are a lagging indicator Presentations Jessica Schurich with Colorado Mosquito Control (CMC) presented a summary of the 2013 season o Highlights included details of the City’s trapping network and testing regime Dr. Chet Moore presented some of the health findings from the 2013 season Future Meetings Conduct detailed analysis and discussion of the data from the past season Critically examine conclusions and the indicators used Operations: trigger points, role of the advisory panel, expansion of larval program Community involvement 3 key questions: o Did adulticiding reduce the risk of WNV transmission in the community? o Are there alternatives to adulticiding that could have similar outcomes? o Are the thresholds set correctly for responding to an elevated risk of WNV for the community? 2
