Introduction This document provides a guideline for using the Resource Management Plan for Western Oregon (RMPWO) viewer to submit comments about resources that are important to you. The viewer provides input to the BLM’s planning process and the potential to influence decision-making from a desktop, laptop, or hand-held device. CAUTION: 2. Google Chrome is the recommended browser for the Resource Management Plan for Western Oregon (RMPWO) viewer. The RMPWO viewer is not supported by Internet Explorer 9. Initial Startup Access the RMPWO viewer and display the Welcome page shown in Figure 1. Read the Welcome page carefully. The page provides important information for using the web site. Click Figure 1 Version 1.0 to display the Home page shown in Figure 2. Map Layers 2. Map Function 3. I Want To.. Tool Menu 4. The Area of Interest 3. Map Layers Menu The Map Layers menu provides the ability to view the location of resources on the base map. The menu contains three selections BLM Recreation Resource, Other BLM Resource, and Base Map. The menu opens fully expanded. Click the to collapse the menu or the to expand the menu. Checking the box next to one of the three selections turns on that map layer and makes it visible in the Area of Interest. In the example, “No Action - LUA With Riparian Reserves” is not visible in the map unless checked, even though the parent group is checked: Some layers have a transparency slider: 4. Map Functions Menu The Map Functions menu provides a method for changing the Area of Interest view. Table 1 provides a description of the icons in the Map Function menu. Table 1 Icon Map Function Icons Definition Click or tap the Zoom + icon and map will zoom in predetermined increments depending on the beginning scale. The tools include: • Zoom to an Area of Interest • Make a Comment • Remove Layer Filters & Highlights • See and Modify Layer Visibility • View Data on the Map • Return to Initial map Extent • Print a Map Version 1.0 Page 6 Resource Management Plans for Western Oregon (RMPWO) Interactive Map User Guide 5.1 Zoom to an Area of Interest Selecting Zoom to an Area of Interest opens the dialog box in the left panel, replacing the Map Layers men. 1. Click and select Zoom to an Area of Interest to display the menu shown here. 2. Click the radio button to make a selection and click . 3. When the appropriate list displays, make your selection and click . 4. The tool displays your selection in the Area of Interest. 5.2 Make a Comment We value your input to the planning process (See Personal Information on page 10). To enter a comment: 1. Click move the cursor to highlight Make a Comment About the RMPWO and select. 2. The tool displays the dialog box shown in Figure 3. Click a radio button to make a selection and click . Figure 3 Make a Comment Menu The valid file types for attachments only include pdf, jpg, jpeg, png, tif, tiff, doc, docx, txt, ppt, pptx. The tools three types of entries function differently to display the Alternatives dialog box shown on the right. A. If you selected A general comment about the plan, click the Alternatives dialog box. to display B. If you selected A general comment about a specific location: i. Click to display the Click on point of interest dialog box. ii. Place the cursor over the point of interest on the map and left-click once. iii. A circle appears on the map and the tool displays Geometry captured in the dialog box. iv. Click to display the Alternatives dialog box with the coordinates of your selection displayed at the top. C. If you selected A comment about a Recreation Management Area: i. Click to display the Zoom to Recreation Man… dialog box. ii. Choose a Recreation Management Area (RMA) from the pick list. iii. Click to display the Alternatives dialog box with a link for more information on your selection displayed at the top. iv. The Area of Interest zooms to the map location of your selection. v. The Place Names map data displays below the Area of Interest. 4. Complete the Alternatives dialog box by selecting an Alternative. If you do not know the Alternative, select All or I Don’t know 5. Enter your comment. 6. If available attach a file to the entry, Attachments are optional. There is a 20MB attachment limitation. You ca n choose more than one, as long as they do not exceed 20MB in total. These documents or images should support a comment. 7. Select Version 1.0 to complete the form. Page 8 Resource Management Plans for Western Oregon (RMPWO) Interactive Map User Guide 5.3 Remove Layer Filters As mentioned in the “Zoom to an Area of Interest” tool above, if a filter is applied, the “Remove Layer Filters” tool will delete them. 5.4 See and Modify Layer Visibility This tool opens the Map Layers panel on the left hand side to allow a user to toggle layer on and off. 5.5 View Data on the Map Use this tool to get more information on RMPWO layers. This does not include information on the “RMPWO BLM Base Data” layer, but includes information on ACECs, RMAs, LUAs, etc. If the tool finds features, a table will appear at the bottom with attributes of the data. 5.6 Return to Initial map Extent Sets the map extent to the initial extent 5.7 Print a Map Use the menu to print a screenshot of the area of interest. Personal Information A Personal Information dialog box shown in Figure 4 will display the terms and conditions for giving personal information in a comment. A user is able to submit a comment without providing any personal information. Figure 4 o o Version 1.0 Personal Information Dialog Box A user must check the box, acknowledging the terms and conditions in order to proceed with making a comment. If you provide an email address, the email address will be cc’d the comment email we receive. Page 10
