by the Bureau of Land Management (BLM) within the Salem District. It is our intent to increase the public’s
awareness of BLM issues, activities and opportunities, as well as generate ideas and comments from those who
may be affected by our multiple-use management programs. Your ideas, comments, and participation help us
make informed decisions and implement better projects.
This Project Update is organized by resource area, and within each resource area, by type of project. Additional
information can be obtained from the BLM staff listed as contacts. Please send written comments, including the

Current projects are described in Tables 1 – 4.
Fiscal Year 2011 timber sales are described in Table 5.
Explanatory comments concerning Tables 1–4:
Projects are organized by project type, project name/description, location, planning status, and contact person. A
project may include the following stages:
Developing Proposed Action – A site-specific proposal, called a proposed action, is developed to move the existing condition of an area towards a desired condition or result.
Scoping – Public comment is sought on the proposed action. Comments are used to refine the proposal, or to
identify issues which will define the scope of analysis and alternatives to be considered.
Developing Alternatives – A range of alternatives is developed based on the issues raised during scoping, while
addressing the purpose and need for the project.
Analyzing Effects – The effects of implementing the alternative(s) are determined and documented in an EIS
(Environmental Impact Statement), EA (Environmental Assessment), CX (Categorical Exclusion), or DNA (Determination of NEPA Adequacy).
Comment Period – Comments are generally sought for 60 days on a draft EIS, and for 30 days on an EA, and
FONSI (Finding of No Significant Impact). There are no established comment periods for a CX or DNA. Comment periods are established commensurate with the anticipated level of public interest.
Notice of Decisions – Notice of decisions from an EIS and EA will be published in a newspaper in the area
where the lands affected by the decision are located. They will be sent to those who have requested such notices. Notices of decision from an EIS will also be published in the Federal Register. Notice for projects which
qualify as a CX or DNA will be available for public review at the appropriate field office.

Vegetation Management Actions
Airstrip Thinning (DOI-BLM-OR-S040-2009-0004EA): The proposed action is to thin approximately 290
acres of 40-70 year-old forest stands within the Matrix
and Riparian Reserve land use allocations (LUA). The
project was named for an old abandoned airstrip located
near the proposed thinning project.
Crab Race (DOI-BLM-OR-S040-2011-0002-EA): The
proposed action is to thin approximately 550 acres of
30-60 year-old forest stands within the Matrix, Riparian
Reserve and Late Successional Reserve LUA as part of
density management and habitat improvement.
Evan's Mountain Thinning (DOI-BLM-OR-S0402010-0006-EA): The proposed action is to thin approximately 252 acres of 35-106 year old forest stands within
the Matrix and Riparian Reserve LUA.
Even Keel Thinning (DOI-BLM-OR-S040-2010-0005EA): The proposed action is to thin approximately 540
acres of 50 to 65 year old forest stands within the Matrix
and Riparian Reserve LUA.
Mini Flats Thinning (DOI-BLM-OR-S040-2011-0013CX): The proposed action is to thin approximately 70
acres of 60 year old forest stands within the Matrix LUA.
Power Mill (DOI-BLM-OR-S040-2010-0007-EA): The
proposed action is to thin approximately 615 acres of 4578 year old forest stands within the Matrix and Riparian
Reserve LUA.
Roadside Salvage (DOI-BLM-OR-S040-2012-0005CX): The proposed action is to fall and/or remove
individual trees or small groups of trees which are dead,
diseased, injured, windthrown, and which constitute a
safety hazard. Ninety percent of the trees to be removed
are within or adjacent to existing road rights-of-way.
Special Forest Products (DOI-BLM-OR-S040-20110012-CX): The proposed action is to harvest (sell)
Special Forest Products such as conifer boughs, floral
greenery, fungi, native plant cuttings, seed and cones,
transplant stock, and wood products (firewood, fence
posts).
Take 3 Thinning (DOI-BLM-OR-S040-2011-0004EA): The proposed action is to thin approximately 360
acres of 30-87 year-old forest stands within the Matrix
and Riparian Reserve LUA.

Fall-Cole Early-Seral Enhancement (DOI-BLM-ORS050-2012-0005-CX): Density management of three forest
stands aged 37-46 years, totaling 68 acres, in LSR and RR
LUA. Approximately 5.5 miles of road maintenance would
occur, including replacement of several culverts.
Gotaway Hardwood Conversion (DOI-BLM-OR-S0502012-0002-DNA):
This project includes thinning seven acres of 45 year old
red alder dominated stands in the Matrix LUA to release the
minor conifer component.
Mainline II Salvage (DOI-BLM-OR-S050-2012-0006CX): Salvage of 60 year old Douglas-fir trees blown down
in Mainline II thinning project area in 2011. The area totals
4 acres in GFMA and RR LUA. Downed trees in excess of
those needed for coarse wood would be salvaged.
Revised Rickard Creek EA (DOI-BLM-OR-S050-20110002-EA):
The proposed action includes regeneration harvest on approximately 92 acres of 80 year old stands and commercial
thinning on approximately 4 acres of 74 year old stands in
the Matrix LUA. Density management is proposed on approximately 15 acres in RR. Road construction, renovation,
and decommissioning are also proposed.
Rickreall Creek Watershed Enhancement (DOI-BLMOR-S050-2010-0004-EA): Project 1 (Mid and Late-Seral
Enhancement) areas are within approximately 1,200 acres of
LSR, RR, and AMA. The project would include density management, road construction and decommissioning, and would
be implemented through six timber sales. Project 2 (Legacy
Tree Release and CWD/Snag Creation) areas are within
approximately 287 acres of LSR and RR areas. The project
would include felling, girdling and topping of individual
trees or creation of gaps (1/4 acre to one acre in size). Project
3 (Large Woody Debris Enhancement) would place large
woody debris within the mainstem Rickreall Creek above
Mercer Reservoir, the South Fork Rickreall Creek, and North
Fork Rickreall Creek.
Rockhouse Early-Seral Enhancement (DOI-BLM-ORS050-2011-0004-CX): The proposed action is density management in AMA and RR on one forest stand approximately
38 years old and 54 acres in area. No road construction will
be necessary.
South Yamhill River Watershed Enhancement EA
(DOI-BLM-OR-S050-2012-0001-EA): Project 1, Density
Management, would thin approximately 1,832 acres of 37-99
year old stands in the AMR and RR LUAs. Project 2, Legacy
Tree Release, would include feeling, girdling, and topping
of individual trees or creation of gaps to release legacy trees
from competition of densely stocked conifers.
