The volume of all other species has been determined by individual tree measurements using a 100% cruise. The average tree is 25.8 inches D.B.H.O.B., the average log contains 180 bd. ft., the total gross volume is approximately 5348 M bd. ft., and 82% recovery is expected. CUTTING AREA: An area of approximately 113 acres in 3 units are to be regeneration harvested. A right-of-way of 1 acre must be cut. ROSEBURG SALE NO. 06-08 Sale Date: August 22, 2006 Screen Pass DIRECTIONS TO SALE AREA: From Roseburg, proceed south on Interstate 5 approximately 37.5 miles to Exit 86 (Quines Creek). Turn right and proceed approximately 0.2 miles to the intersection with County Road No. 12. Turn left and proceed approximately 3.5 miles to BLM Road No. 32-5-20.0 (Fortune Branch). Turn right and follow the 20.0 road approximately 0.6 miles to its junction with BLM Road No. 32-5-17.0. DURATION OF CONTRACT will be 36 months for cutting and removal of timber. Log scaling may be required under the terms of this contract. NOTES: 1. A new Special Provision has been added to the contract which enables the Contracting Officer to suspend the contract to facilitate protection of a certain plant or animal species, and/or to modify or terminate the contract when necessary to comply with the Endangered Species Act or a court order. This contract provision limits the liability of the Government to the actual costs incurred by the Purchaser which may have not been amortized by timber removed from the contract area. 2. There are seasonal restrictions on this sale. No yarding, loading, hauling, road construction or road renovation shall be conducted on the contract area between October 15 of one calendar year and May 15 of the following calendar year, both days inclusive. In addition, no timber harvesting, road construction or road renovation may be conducted on Harvest Area No. 1 between March 1, 2007, and September 30, 2007, both dates inclusive, due to the potential to disturb nesting spotted owls. If notice of intent to operate during the above time period is received in writing by February 1, 2007, the restriction may be lifted by June 15 if surveys determine non-nesting or that no young have been produced. Refer to attached seasonal restriction matrix for specifics. 3. For appraisal purposes, hand piling and burning is planned for all Harvest Areas. The amount of acres to be treated will be determined by the Authorized Officer. Pile covering is to be done concurrently with hand piling. There is no buyout option available. No. 2, No. 3 and No. 4 will be accomplished in the same operating season in which they are used for harvest activity. Spur No. 1 is intended to be an operator built spur as directed by the Authorized Officer. BLM will perform all decommissioning operations. 5. Traffic delays on Road No. 31-5-15.0 shall not exceed thirty (30) minutes. Flaggers are required for traffic control whenever falling or yarding operations pose a hazard to traffic passing through Harvest Area No. 1. 6.
