Roseburg, Or. The Roseburg District Bureau of Land Management manages 25 developed
recreation sites including campgrounds, day-use areas, watchable wildlife sites, and boat
ramps. Recreation use fees are charged at seven of eight developed campgrounds and three
pavilions for groups over 25 people.
With the passage of the Federal Lands Recreation Enhancement Act of 2004, authorization
was passed to retain fees at recreation sites where they are collected. Fees must be reinvested
in services, upgrades or maintenance needs. This legislation also resulted in the recent
formation of a recreation advisory committee to approve any changes or increases in the fee
structure. This council oversees U.S.F.S. and BLM actions beginning this year. They were
selected from among piers and come from communities throughout Oregon and Washington,
representing a variety of recreation interests.
This notice proposes fee increases at several BLM recreation facilities. Fees have not been
increased at these sites for seven years. This increase is to provide consistency with other
County and USFS recreation fees in Douglas County, and to receive fair return to the public
for recently upgraded facilities and services.
