The me~ting that led to the decision to create the pilots was initiated first by members of the Oregon congressional delegation. This was in response to the withdrawal of the Western Oregon Plan Revision and a concern about jobs and timber output on the O&C lands, e~pecially in Jackson and Douglas counties. It is our understanding that Dr. . Johnson and Dr. Franklin will attempt to create a project that includes adequate levels of timber yolume while working within the restraints and requirements of the draft spotted owl recdvery plan, survey and manage, and consultation. The Association believes for the pilots to meet the expectations of the congressional delegation and the stakeholders, certain outcomes must be achieved, including an acceptable timber harvest volume. From projected timber harvest volumes, the expected job creation and economic impacts can be calculated. It is imperative that the harvest volume .and subsequent job ·and economic impacts b~ ;'lpplicable proportionately to all other O&C BLM districts, If the pilots produce acceptable results only in isolated location~ that cannot be duplicated across the O&C landscape, the pilots will not provide ·a model for broader management on the O&C lands. It is clear these goals must be achieved within the federal regulatory process. It is also importarit to note that there is federal law that specificaliy directs how the O&C lands ====- - ------- - ----------- ---- Jay Orrison February 3, 2011 Page 2' are to be managed, and that the dominant use mandate of the O&C Act has been upheld in the Ninth Circuit Court of Appeals. The BLM must be mindful of these requirements as the pilot projects are developed.
