The Decision Record, FONSI and EA can be downloaded at http://www.blm.gov/or/districts/prineville/plans/index.php. The Prineville District selected Altem ative 2, and included elements analyzed in other action altematives based on the purpose and need of the project along with public input. The Decision provides management direction for trails, trailheads, sp ecial recreation permits, livestock grazing, cultural resources, wildfu·e, an d allowable activities within the Oregon Badlands. The direction contained in the EA will be incorporated into the Oregon Badlands Wilderness Management Plan. BLM p olicy requires that a wilderness plan be completed for each designated wilderness. The plan provides guidance for preserving and enhancing wilderness values, while offering opportunities for solitude and primitive recreation, and managing other land uses and activities. Congress designated the Oregon Badlands Wilderness Area in 2009 as an ru·ea "where the earth and community of life ru·e untrammeled by man, where man is himself a visitor who does not remain" (Wilderness Act, 1964). The wildemess management plan will provide guidance for preserving an d enhancing wilderness values while offering opportunities for solitude and primitive recreation. Any person adversely affected by tllis decision may appeal to the U.S. Department of the Interior, Office ofHeru·ings and Appeals, Interior Board of Land. If you file an appeal, an original, signed hardcopy notice of appea l must be filed at the Prineville District Office (3050 N .E. Third Street, Ptineville, OR 97754) within 30 days from receipt of this decision.
