Historical Background
The Wagga Wagga School of Arts has held a prolific place in the community’s
cultural backdrop for over 150 years. Originally based on the British model of a
Mechanics’ Institute, an ideal that spread rapidly across Australian towns from the
early-mid 1800’s, the Wagga Wagga School of Arts Community Theatre (SoAct) as it
is known today has presented a myriad of artistic productions and has promoted
social, literary and creative enterprise throughout the regional town since its
inception in 1859.
While the initial concept of a Mechanics’ Institute was the diffusion of useful
knowledge among the working-class through educational lectures and classes
instructing practical arts and trade (Inkster, 1976), the School of Arts adopted a more
fragmented approach. Though their model drew upon the common provision of a
library and reading rooms as key amenities, they also offered a range of congenial
services including a billiards room and separate gentlemen’s and ladies’ rooms for
social activity. And though for 40 years after its inauguration the School of Arts
initially occupied a number of temporary premises including the offices of the Wagga
Wagga Express, 1901 was the year that would see educational platforms and
creative prowess take shape in the School of Arts building that still stands, or twothirds of it at least, in Fitzmaurice Street.
Over time the School of Arts began to develop a repertoire of sub-committees and
groups forming the foundations upon which it would flourish. While the movement
towards the creative arts from the early 1900’s negated the traditional Mechanics’
Institute ideals of practical education for the masses, this pragmatic shift brought
about a change that would see the School of Arts endure while many other institutes
were facing closure. The introduction of groups including the School of Arts Players,
Music Club, Recorded Music Society, Writers Group and Folk Club instilled a culture
of artistic inspiration and innovation among local citizens whose common interests
and talents generated a variety of productions, tours and festivals. This would in turn
see industry names such as Baz Luhrmann visit Wagga Wagga to adjudicate the
coveted Drama Festival (RW 3170/233), a School of Arts initiative which operated
under a multitude of names from 1954-1997 and drew in performance groups and
other School of Arts institutes from cities and towns across Australia to participate.

In addition to the introduction of the Drama Festival, the School of Arts’ major feats
include the continual presentation of performances since 1945, with the countless
success of their productions documented in the historical pages of their archival
collection, but also in its contribution to Wagga Wagga’s cultural platforms as we
know them today. As 1946 brought about the transfer of the School of Arts library
assets to the Wagga Wagga City Council who effectively assumed the role of public
library operations, the finalisation of a major historical agreement between the
School of Arts and the Wagga Wagga City Council came about in 1959. Effectively
contributing to one third of the cost, it was resolved that the Institute would sell their
historical premises and commit the funds from the sale to the construction of the
Wagga Wagga Civic Theatre, the cultural hub of the town. Though stormy
negotiations and out-cry are well documented in the collection, it is in the Civic
Theatre’s success and the School of Arts’ permanent home located in the Basement
Theatre of the Civic Theatre that we are able to recognise their ability to adapt and
endure for the good of cultural engagement.

Arrangement, Description and Disposal
As a Master of Information Studies student at Charles Sturt University, my own initial
and naïve perception of the archival project before me was that there would be
multiple clues of original order prescribed throughout this large collection. The
original 7 accessions deposited at the CSU Regional Archives (CSURA) together
comprised 64 type 1 archival boxes, 10 photograph folders, 2 oversized object
boxes, 13 oversized volumes and a few large format papers held within a map
drawer. This particular project differed to the initial scope of the Summer Research
Scholarship (SRS) in that I was not to carry out archival practices on an unprocessed
collection but instead amalgamate separate accessions, each processed in varying
measures and each now superseded due to the impending consolidation of the
records. The first week or two involved the gradual removal of box after box from its
allocation among the rows of shelving of the CSURA, placing them into the shelving
of a newly appointed work space and slowly unearthing the contents of each. With
an entire date range spanning from 1904-2010, each subsequent manila folder
began to reveal the true depth of the challenges ahead.
Challenges
Processing records from ensuing administrative eras and varying record-keeping
practices according to secretarial office holders proved to be the key challenge. With
respect to the archival principles of provenance and original order, the first task at
hand was to distinguish whether any evidence of the structured accumulation of
records when they were in active use was present. Examinations revealed varying
degrees of arrangement and chaos, though it was clear that certain series or
categories were emerging but not revealing a definitive original order due to the way
that the records had been deposited. As the principle of original order determines
that it ‘be preserved or reconstructed unless, after examination, the original order is
identified as a totally haphazard accumulation making records irretrievable’ (NAA,
n.d.), in consultation with the Collections Manager it was decided that the
implementation of artificial series was favourable in order to make this collection
usable and meaningful to future researchers and other parties with an interest in the
collection.

Another challenge was the introduction of new communication technologies
throughout later accessions. As the early years were identifiable in their neatly piled
telegrams, typed correspondence and cursive hand written minute books, the
Institute’s later administrative periods saw the introduction of the electronic
typewriter, fax machine, photocopier and computer. This left processing further
complicated by substantial amounts of duplicate correspondence and fliers, piles of
foolscap and continuous paper, and printed out emails revealing nothing of ongoing
interest to the organisation, i.e. pages of instructions on how to do a bulk mail-out in
Microsoft Outlook. Another trial to note is the innocent neglect in maintaining archival
value including the recycling of records in order to remain resourceful. This is
exemplified through the partial re-purposing of a historical cash book dated from
1928-1944 as a press book containing clippings from later decades glued over the
pages, making it difficult to discern whether this record held more value as a cash
book or press book.
Building the Series
Once all contents had been roughly sorted, colour coded post-it notes were used to
identify ten initial series to build upon: Administrative; Financial; Building; Library;
Bulletins; Correspondence; Productions; Photographs; Press Clippings; and Audiovisual. These were the categories that were easily definable and the first five were
relatively simple in terms of following a plan for arrangement and disposal. Little
bouts of fulfilment would hit as arrangement took shape and puzzles were pieced
together. This includes identifying an almost complete collection of bound financial
statements scattered throughout the collection meaning that the piled majority of
loose balance sheets and profit and loss statements made a rather satisfying trip to
the disposal trolley along with the mass of invoices, tax receipts and deposit/cheque
books. The disposal of these records steered the Financial series into a consolidated
and functional progression of books and folders of significant archival and historical
value.
Contributing to the unexpectedly exciting series in the collection, the documentation
of renovations to the School of Arts building and proposed new premises left an aweinspiring collection of architectural drawings and documentation from locally
celebrated architects S.J. O’Halloran, architect for the Wagga Wagga Civic Theatre,

and Stan Tapscott. Quite literally illustrating the evolution of the 1901 building and
the decisions that saw the movement towards its current less majestic state,
proposed plans for grand renovations including additions to the building and new
theatrettes, to the subdivision and sale of lands paint a historic picture of the
Institute’s penchant for progression, though finances quite often stymied their plans.
These drawings are also depictive of the architectural features that characterise
Wagga Wagga as we still know it today such as the decorative buildings of the
1930’s and 1940’s. Other features of this series include lease agreements and
correspondence with businesses such as Fossey’s and Walter Westbrook Anstice both tenants of the lower level of the School of Arts building, as well as
correspondence relating to the sale of the building and transfer of assets.

While the Library, Administrative and Bulletins series were quite easily arranged and
described with minimal disposals made from each, the remaining series involved
many conflicting decisions and interpretations. As the Productions series was further
broken down, sub-series had emerged which posed the question as to whether it
would make sense to define more series in order to increase the research
functionality of the collection. From Productions the following series were created:

Programmes
In deciding to create further series it was felt that archival principles allowed for a
more purposeful arrangement to the collection as the original order was unidentified.
This in turn allowed for better arrangement, description and disposal of items,
including the removal of duplicate programmes and bulletins as well as ephemeral
items such as ticket stubs, theatre seating layouts and catalogues, all considered to
be disposable under the archival guidelines of Normal Administrative Practice (NAA,
n.d.).
The ongoing reluctance to touch the chaotic masses of general correspondence
throughout the whole project combined with the realistic notion that to organise this
series chronologically would take more time than could possibly be committed,
meant that the piles were roughly sorted as close as possible into decades, loosely
described as correspondence and chronologically given larger date ranges.
Finalising the project was met with the final three series that were initially set aside in
the ‘not sure’ pile. Audio-visual, Photographs and Press Clippings were fortunately
already arranged, described and presented in such a way that my task was reduced
to simply describing and listing them within the finding aid in a logical order and date
range.

Conclusion
Throughout its 157 year history, The Wagga Wagga School of Arts Community
Theatre has driven the growing community of Wagga Wagga through an evolution of
education, social presence and creative interests. It has recognised and featured in
the town’s cultural engagement activities and has since deposited its records at the
CSU Regional Archives so that researchers can discover and acknowledge the
integral ties between this Institute, the town and community members.
Though the choice of project was one of personal interest in connection with the arts
as well as a small curiosity for finding out why a beautiful building was missing onethird of itself, the venture involved more difficulties and practical archival lessons
than I could ever have initially imagined. While removing all metal such as staples,
binders and folding clips from the pages of records proved part of the battle,
personal conflicts were met when making arrangement and disposal decisions,
ultimately resulting in the need to relinquish organisational and minimalist tendencies
in order to comply with the archival regulations that enforce full and accurate
records. As a result, the collection was reduced to 43 type 1 archival boxes, 13
oversized volumes, 1 oversized object box, 10 photograph folders and 1 map drawer
distributed across 14 series and spanning 9.6 linear metres – still a great
accumulation of records but a necessary amount in order to maintain the integrity of
the collection.
