Introduction
The Green Guide has been produced jointly by the New Zealand Collection of the University of
Waikato Library and the University’s History Department for over twenty five years. Its target
audience was students attending courses in New Zealand History but it has been used by many other
people since its first appearance. To date, the various editions have appeared in print with a variety of
green covers (hence the name) illustrating different aspects of New Zealand life and history.
The guide no longer appears in print but is available to participants of several courses offered by the
University’s Department of History through moodle and to others as a web document available
through a link in the Library Catalogue.
The Guide has never pretended to be a comprehensive and exhaustive listing of works related to New
Zealand History. Instead, it attempts to provide a broad introduction to the many strands that make up
that history. The core of the Guide is made up of definitive (and timeless) works to which are added a
selection of new titles which represent the latest research, trends and opinions.
Originally, the Guide only listed traditional published material but gradually the print forms have been
supplemented by and now, in some cases, superseded by online versions. The Guide now offers a
blend of the two.
To mark the 100th anniversary of Gallipoli and extra page has been inserted at the beginning of
the guide with a selection of recent material about World War I.
This edition of the Green Guide has been revised in May 2015 by John Robson on behalf of the New
Zealand Collection and the University of Waikato History Department staff. Suggestions for
improvements and alterations would be appreciated. Please advise any of the New Zealand Collection
staff listed above.

The New Zealand Gazette is the official newspaper of the New Zealand Government. At different
times, the Gazette has included official notices and proclamations, a summary of Parliamentary
business, appointments to and resignations from the armed services, the Judiciary, Royal
Commissions and Commissions of Inquiry, and statutory notices dealing with the designation, taking
or reservation of land for public purposes, Land Transfer Act notices, bankruptcy notices and
miscellaneous notices such as decisions of the Chief Film Censor and the Indecent Publications
Tribunal.
The Gazette has also included, on an irregular basis, a Medical Register and Register of Specialists
and lists of Justices of the Peace, marriage celebrants, pharmacists, registered engineers and registered
primary teachers. Early indexes to the Gazette, contained in each volume, were comprehensive and
included even the names of individual appointees. Current indexes are less complete.

The Debates are often known as Hansard (after the printer of the equivalent British Parliamentary
Debates). They give the text of all speeches and debates in the House except those made when the
House is in Committee.
From 1989 until 2002 the written and oral questions were published as separate volumes. These are
located at the end of the sequence.
Each bound volume of Hansard is indexed and the last volume for each session includes a sessional
index. Indexes have changed over the years and you may have to search for your topic by the
Speaker’s name or the Bill it was associated with. The abbreviations used in the index (for example
“2r” for the second reading) are explained at the beginning of the index).
Throughout the nineteenth century and up to 1950, Hansard distinguishes between speeches in the
Legislative Council and the House of Representatives. The indexes for these pre-1950 volumes are
arranged accordingly.

Journals of the New Zealand Parliament
The New Zealand Parliament was constituted in 1852 and first met in 1854. It comprised of a
Governor and two chambers. The “Upper House” was the Legislative Council whose members were
appointed while the “Lower House” was the House of Representatives whose members were elected.
The activities of the two chambers were recorded in the Journals which were, in effect, the official
minutes describing the business of the day. They do not include the text of speeches which are
included in the Hansard reports.
The Votes and Proceedings contain Parliamentary papers that predate the Journals and the
Appendices. They cover the period 1854-1856. There were no sessions of Parliament in 1857 or
1859.
The Legislative Council was abolished in January 1951 since which time New Zealand has had a
unicameral Parliament, the House of Representatives.

These are also known variously as the A to Js, AJHRs, Appendices or the Parliamentary Papers.
They consist of papers that have been tabled (i.e. they have been literally laid on a large table in the
centre of the debating chamber of the House of Representatives). They include the annual reports of
virtually all Government departments, international agreements and conventions, Budgets, reports of
Commissions and Royal Commissions of Inquiry.
Since 1999-2000 they have been known as Parliamentary Papers presented to the House of
Representatives of New Zealand.
Each report has a shoulder number on the top right hand side of the page. This consists of a letter and
a number. For example the Annual Report of the Minister of Education usually carries the shoulder
number E.1.
A fuller description is available in An Introduction to New Zealand Government by J.B. Ringer, pp.
159-62 (JQ5811.R581 1991; also held NZC Info. Desk)
Indexes to the Appendix to the Journals
Five subject indexes, covering time periods from 1854-1964, are available adjacent to the AJHR
volumes. They provide shoulder numbers and years. Later bound volumes contain their own indexes.

Royal Commissions, Commissions and Committees of Inquiry
The reports from Royal Commissions, Commissions and Committees of Inquiry are one example of
the type of material included in the Appendix to the Journals. A separate, selective checklist was
published in 1982 listing the reports to that time. Reports are listed chronologically. There are also
separate indexes, one by chairperson and the other by subject.

Law
The Statutes of New Zealand are sometimes referred to as the Acts. They are the final version of Bills
which have been passed by Parliament to become the laws of New Zealand. (Recent Bills are held in
the Law Library, Level 4). The Statutes are shelved in chronological sequence. If you know the date
of the Act you are looking for, go straight to the volume that covers that year and use the index in
front to locate the Act. Some volumes may deal with several years and have more than one index.
Although there is no overall index to all statutes, there are indexes for different time periods. These
are shelved alongside the relevant volumes. There is no subject index to the Statutes and it is
sometimes necessary to use other sources to discover the name of the particular statute you need.
A wall chart listing all current Statutes in force is fastened to the end of the shelving. You can search
the online index to current statutes by keyword in the Law Library (Level 4).
All Statutes in force are annotated with amendments every six months.

as yet available (January 2012). Newly digitised material will gradually be added.
It is available via:
http://digital.liby.waikato.ac.nz/bppnz/
The British Parliamentary Papers (BPPs) comprise the correspondence between the Governor /
Governor-General of New Zealand (and his agents) and the Colonial Secretary in London responsible
for New Zealand. As such they cover the New Zealand Company, the various land wars and many
other events in the emerging colony. Maps accompany the documents.
The Irish University Press published a facsimile set of the material relating to New Zealand in 1968
and 1969. I.U.P. also published an index covering New Zealand and Australia in 1974. The index
(which is not easy to use) provides access by subject headings and the following information: IUP
volume number/session/paper number/page number.
eg. NZ3(IUP volume number), 1842(session), 569(document or paper number), 95-96( page
numbers).
Reports of the Waitangi Tribunal / Ngā Ripoata o te Taraipiunara o Waitangi
made in the Treaty of Waitangi
The Waitangi Tribunal was established in 1975 by the Treaty of Waitangi Act 1975. The Tribunal is a
permanent commission of inquiry charged with making recommendations on claims brought by Māori
relating to actions or omissions of the Crown that breach the promises made in the Treaty of
Waitangi. Having inquired into a claim, the Tribunal produces a report of its findings for the
claimants and Crown and by 2009 there were over 100 published. All Waitangi Tribunal Reports are
added to the collection as they appear.
Other Waitangi Tribunal published material comprises: District reports; Miscellaneous papers;
Reports of evidence; Research reports; and Occasional publications.

The Yearbook ceased publication in 2010. Information previously offered is now available online.
The Yearbook has been a source of official material and basic statistical data. As it has contained a
wide range of well-indexed statistics it is a good place to start a search. The volumes are divided into
chapters covering broad subject areas. At the end of each chapter, under the heading ‘further
information’, is a list of other publications which may be helpful for subsequent searches.
Both the 1990 and 1993 editions have a wealth of historical material on many different topics, much
of which has been gleaned from earlier editions. Other volumes contain special articles on a range of
subjects
eg. 1963: “The development of New Zealand’s railway system 1863-1963”.
1972: “Evolution of social security in New Zealand”.
Complete lists of special articles were published in the 1976 and 1990 Yearbooks. Subsequent
Yearbooks list special topics of recent years.

Statistics of New Zealand for the Crown Colony period, 1840-1852 is a twentieth century compilation
which brings together statistical information published in many different sources while New Zealand
was still a Crown Colony. It is considered the best source for tracking early statistics without having
to use the different official publications individually.
Annual official statistics for the Colony were first published in 1858 and continued through to 1920
(in 1908 the Colony became the Dominion of New Zealand). A single volume was published until
1912 after which the statistics appeared in four volumes. The volumes covered population statistics
(nationality, religious professions, age distribution, occupation, migration, births, deaths and
marriages), as well as statistics on building, farming, trade and industry, financial information, wages
and prices. Most of the statistics are given by region or settlement.
After 1920 the annual volumes were replaced by the Monthly abstract of statistics (see below).

The Monthly abstract of statistics began in 1914. Whilst coverage was limited in the early years it
gradually improved and expanded, providing more statistics on trade and commercial figures. During
the 1950s through to the early 1980s a 'Graphics Supplement' was produced, illustrating major
economic and demographic trends. Supplementary articles on statistical subjects were also
occasionally included.
Key statistics replaced the Monthly abstract of statistics in February 1989. It is a monthly compilation
of the latest economic and demographic national statistics and includes some regional statistics.
There are tables on banking, building, employment, migration, trade, finance, incomes, wage rates,
manufacturing, national accounts, population, prices, production, retail trade, social welfare, transport
and wholesale trade. It is now only available online via the Statistics New Zealand webpage.
Most of the data presented goes back at least three years, usually in quarterly time sequences. Key
statistics also includes short articles on recent statistical trends, graphical presentations of major
economic indicators, and features on products and services available from Statistics New Zealand.

New Zealand Census of Population and Dwellings
Since 2006 the New Zealand census of population and dwellings has only been available
online. Data from the 1996, 2001, 2006 and 2013 Censuses is available from the Census page
at Statistics New Zealand:

National Censuses have been undertaken in New Zealand since 1861. They were subsequently taken
in 1864, 1867, 1871, 1874, 1878 and 1881, and then at 5 yearly intervals, except for 1931 and 1941.
The latest census was taken in 2013 (2011 was cancelled owing to the Christchurch earthquakes).
The first census included questions on name, sex, age, marital status, employment, birthplace, length
of residence in New Zealand, religion, literacy, standard of education, infirmities, and materials from
which the respondent’s dwelling was made. These have mostly been standard questions since,
although the question on infirmities last appeared in 1921, and the question on education was omitted
between 1926 and 1961. Since 1945 questions on housing and household facilities have become
progressively more detailed. Mandatory questions today include the name address, gender, age, date
of birth, ethnic origin, and marital status of all people residing at a particular address, particulars of
the dwelling, the number of rooms, ownership, number of occupants, and their relationship to the
occupier or person in charge of the dwelling

Census of Māori.
The first census of Māori was taken, separately from the rest of the population, in 1857/8, becoming
regular from 1874. Māori censuses were less comprehensive in scope and coverage than for the
Pākehā population.
The definition of 'Māori' has changed over the years so current ethnic statistics are not strictly
comparable with earlier statistics. Prior to the 1986 census, questionnaires asked respondents to
describe their descent using fractions of descent. In the 1986 census, the criteria changed from a
biological one to one of cultural affiliation, which it remains. The Māori censuses between 1874 and
1901 contained iwi or tribal details, as did the Māori volumes of the general censuses between 1926
and 1951.
For particular coverage of Māori population issues see Pool, Ian, Te Iwi Māori: a New Zealand
population, past, present & projected (Auckland, Auckland University Press, 1991) (HB3202.5.P64
1991 NZC).
