DESIGN & CONSTRUCTION PROCESS There are a number of steps in the design and construction process for a new or reconÀgured roadway. Each of these steps requires time and funding, so some projects can take more or less time than others to be constructed. The diagram below outlines the general process for a roadway project. Process Overview 1 BEGIN 3 *WE ARE HERE Conceptual Design Phase 2 Final Design Phase ~9-15 months ~24-30 months Results in a recommended design based on public input and the issues and needs identiÀed. A more detailed, Ànal design process to address any remaining issues and needs. Requires additional funding. Right-of-Way Acquisition Phase ~18 months (overlaps with design phase) Includes a combination of dedicated right-of-way through redevelopment and right-of-way purchases from individual property owners. See the “ROW Acquisition Process” board for a detailed description of this phase. 4 Construction Phase ~12-15 months per phase The Ànal construction of the new roadway may occur in phases, depending on funding and other constraints. END It is anticipated that the recommended design for the Prospect Corridor (Prospect Road and Lake Street) will be adopted as part of the West Central Area Plan. The Fort Collins City Council will consider the West Central Area Plan for adoption in spring 2015. At this time, funding has yet to be secured for Phases 2, 3, and 4 of the design and construction process. fcgov.com/westcentral RIGHT-OF-WAY ACQUISITION PROCESS When the City of Fort Collins re-designs a roadway, there is often a need to acquire public access easements or additional public right-of-way from private properties along the roadway. The City has an established process for working with property owners to acquire right-of-way, as needed. Process Overview BEGIN 1 2 Notice of Interest Letter Site Meetings between Property Owners & City Staff This letter is to ofÀcially inform you of the property interests needed by the City, as discussed in previous meetings with you. To discuss project design and acquisition needs. 5 City Offer of Fair Market Value 4 The City will present you with an offer in the amount of the fair market value for the needed acquisition areas and affected improvements. 6 Negotiations City staff will work with you to negotiate an agreement for the purchase of the needed acquisition areas. 3 City Appraisal / Value Estimates Appraisals and value estimates are completed for the needed acquisitions and any affected property improvements. Determination of Fair Market Value A fair market value is determined from the results of the appraisals/ value estimates. 7 Closing Once an agreement has been reached and any necessary releases obtained (mortgage liens, taxes, etc.), the City will hold a closing with a title company and funds will be disbursed to you for the compensation due. END Note: If no agreement can be reached, the City may initiate court proceedings, if necessary. Questions?
