Minority Serving Institutions
Report to Congress
A Minority Serving Institution (MSI) is an
institution of higher education (IHE)
whose enrollment of a single minority or
a combination of minorities… exceeds
50 percent of the total enrollment.
(474 MSIs)
The Secretary of Education shall verify this
information from the data on enrollments in the
higher education information surveys (HEGIS)
furnished by the institution to the Office for Civil
Rights, Department of Education.

Historically Black Colleges and Universities (HBCUs) are
defined as any IHE established prior to 1964 whose principal
mission was and is the education of Black Americans.
(105 HBCUs)
Hispanic Serving Institutions (HSIs) are IHE where 25% of
the undergraduate full-time equivalent student enrollment is
Hispanic and not less than 50% of the Hispanic students are
low-income. IHEs must apply for HSI designation.(193 HSIs)
Tribal Colleges and Universities (TCUs) are IHEs where
50% or more of student enrollment is American
Indian.(35TCUs)
