MMM Asphalt Plant – Larimer County
• County Commissioners authorized a special review
approval for gravel mining operations thru land use permit
process in July 1985
• Asphalt plant authorized as an accessory use
• County Commissioners approved a Special Review to
relocate plant and to exceed maximum structure height in
March 2009
• LC Dept. of Health and Environment conducts inspections
and responds to complaints for this facility. Last inspection
in July 2013

Recently renewed 5 yr. multi-million $ contract

Staff conducted analysis to inform contract decision

Staff and Councilmembers have visited site, and engaged with
citizens, operators, county, state

City collaborating with County on draft air permit review

City Manager advocated for public hearing
