Overview
TheInstituteforWorkingForestLandscapeswillbetheprincipalresearchengineoftheForestry
ResearchLaboratory.ItsbasefundingisfromtheStateofOregonandprivatecompaniesand
individualspayingharvest‐taxesintheStateofOregon.Leveragedfundingcomesfrommany
sources.
Theultimategoaloftheresearchprogramistoprovideinnovativeapproachestoenhancingpeople’s
liveswhilealsoimprovingthehealthofourlands,businessesandvitalecosystems,andtodoso
collaborativelywithactiveinvolvementofmultiplepartnerswithdifferentperspectives.Insupport
ofthisvision,theCollegeofForestryiscreatinganewresearchinstitutetodevelopadaptiveforest
managementtechniquesthatintegratesocial,ecologicalandeconomicobjectivesatthelandscape
level.
TheInstitutewillbefoundedonthepremisethatindividualandcommunitylivelihoodsare
intimatelylinkedtothehealthandproductivityofsurroundinglandscapesregardlessofownership
boundaries.Itwillseektodevelopandtestnewactivemanagementmodelsthatbridgepublicand
privateforestlandsinsupportofsustainableeconomic,biological,andsocialconditionsthatarethe
signaturecharacteristicsofhealthyworkinglandscapesandtheirassociatedcommunities.
Moreover,theInstitutewilladvancethepublic’sawarenessoftheimportanceofactivemanagement
insupportofbroadscalehealthyworkinglandscapesbyestablishingademonstrationresearchforest
whereon‐the‐groundresearchwillexplorehowpro‐active,managementofforestlandscanprovide
employmentstabilityandpublicaccessinruralcommunities,ecologicalintegrity,andlong‐term
protectionofkeyenvironmentalattributes.

aswellasexternalstakeholdersoverthelastyearinthefollowing

KeyOpportunitiestheInstitutewillAddress
1. IncreasingPublicTrustinActiveManagementofPublic&PrivateLands
Thereservoirofpublictrustthatforestryisconductedinasociallyandenvironmentally
responsiblemannerhasbeengreatlydiminishedoverthepasttwodecades,givingrisetolegal
challengesandcallsforgreaterregulation.Restoringbroadscalepublicunderstandingand
trustentailsmorethancompliancewithexistinglaws.Itrequiresproactive,transparent,and
collaborativelandmanagementsothatmultipleinterestsarevestedintheoutcomessought.
Today,nearlyallinterestsseetheneedtorebuildpublictrustinactivemanagementof
forestlandstowardbroadlysupportedoutcomes.TheInstitutewillprovideforumsforthatto
occur.
2. ImprovingtheHealthofRuralCommunitiesandCitizens
ManyNorthwestruralcommunitieshavelostopportunitiesforfamily‐wagejobsthatdrive
localeconomies,providebasicpublicservices,andsupportahealthysocialstructure.One
consequenceisdisappearingmanufacturinginfrastructurethatwouldotherwisesupport
futureforestrestorationactivitiesonpubliclands.Theeconomicbaseandfuture
opportunitiesofthesecommunitiescanbestrengthenedbyamorediverseeconomythatis
interwovenwithafullyfunctioning,workinglandscapethatproducesmerchantabletimber.
Newresearchendeavorswillexplorethelinkagesbetweenhealthyworkinglandscapesand
healthypeople,andexaminehowdevelopmentofnewforestproductsassociatedwith
restorationactivities,marketsforecosystemsservices,andtourism‐basedmarketscanbe
integratedwithactivelandmanagementtoaugmenteffortstorevitalizeourrural
communities.
3. IncreasingtheCompetitivenessofOregon’sPrivateLandownersandBusinesses
WhileOregonremainsthelargestlumberproducerintheUS,amorerobustandprofitable
valuechaincanbeestablishedbyproducinghigherquality,value‐addedproductsthat
capitalizeonthequalitytimberourforestsproduce.Healthybuildingsandbuildingmaterials,
certificationsystems,manufacturing,renewablematerialsandwoodengineeringanddesign
allhavearoletoplayinexpandingmarketsthatoffergreatopportunitiesforgrowing
Oregon’seconomy.Researchpartnershipswithprivatesectormanufacturerscandrivethe
innovationnecessaryforresurgenceintheOregonwoodproductssectorjustashasoccurred
inCanada,NewZealand,Chile,andthesoutheasternU.S.
4. EnhancingEcosystemHealthwithaLandscapeApproach
Factorsimportanttotheecologicalhealthofforestlandscapescrossallownerships–
catastrophicfires,at‐riskspecieshabitat,waterqualityofriversandstreams,wildlife
populations.Noneofthesedistinguishbetweenpublicandprivatelands,yetmanagement
decisionsforeachareoftenquitedifferentandwithsignificantimplicationsfortheother.
Manyofourmostintractablechallengescanbeaddressed,andourgreatestopportunitiesfor
meaningfulconservationrealized,byimplementingalandscapescaleapproachtoforestland
managementbasedonpartnershipsandcollaboration.Theinstitutewillconductfundamental
researchtoincreaseourunderstandingofecosystemdynamics,andappliedresearchtorefine,
validate,andscaleasuiteofadaptivemanagementtechniques.TheInstitutewillalsoprovide

Thebasicandappliedscienceconductedbytheinstitutewillbeorganizedinfourbroadthematic
areasframedtopromotetheCollege’svisionforhealthyforestlandscapes.Eachareawillhavea
researchbudgetandanannualcallforproposals.
TheForestResearchLaboratoryAdvisoryCommitteeestablishedinOregonlawwillserveasthe
Institute’sadvisoryboard.AlongwiththeDeanoftheCollegeofForestry,thiscommitteewillassume
anoversightrole,helpdevelopannualresearchpriorities,andseektoestablishactive,collaborative
researchpartnerships.
Additionalinstitutescientistswillbecomposedofresearchassociatefromrelatedinstitutesand
universities.EveryscientistintheInstitutecanhaveassociationwithanyorallofthefourthematic
areas.Overtime,incentiveswilldriveprojectteamstobuildcollaborationsthatoverlapmultiple
themes.
ResearchThemes

IntensivelyManagedForests
Researchwillfocusonincreasingtheproductivity,resilience,valueandmarketabilityof
privateandindustriallands.TheworkoftheCenterforIntensivePlantedForestSilviculture,
VegetationManagementResearchCoop,SwissNeedleCastCoop,NorthwestTree
ImprovementCoop,andthePacificNorthwestTreeImprovementResearchCooperativewill
beincludedinthisthematicarea.
Projectinitiativeswillexamineissueslikefinancialmanagementofplantations,growthand
yieldmodeling,reforestation,forestoperationsandbiodiversitymanagement,aswellashow
privatelandscanbemanagedmoreeffectivelytoachieveoveralllandscapemanagementgoals
byusingmarketsforecosystemsservicesandotherincentive‐basedsystems.Researchinthis
areawillformastrongconnectiontothe“ResilientEcosystems”and“Competitiveand
InnovativeProducts”themes.

HealthyPeopleandCommunities
Researchwillfocusonthemyriadofwaysthatlocaleconomiesandpeople’slivesare
interconnectedwithpublicandprivateworkinglandscapes,andhowtheseeconomiesand
livescanbeimprovedbyactivelyutilizingforestecosystemstoprovidebothtimberandnon‐

timberforestproductsfromourpubliclands(includingecosystemservices,recreationaluses,
andtourism)vianewandinnovativecollaborationsamongvariedinterestsandstakeholders.
Socialscientistswillexplorehowconservationcollaborativescanworkeffectively,how
communityforestscanimproverurallivelihoodsandaccesstonaturalresources,and
enhancingtheimpactsofrecreationusesofforestlandsonlocaleconomies.
Thisthemeisstronglyconnectedtothe“ResilientEcosystems”theme,providingtheresearch
tohelprebuildtrustinpublicandprivatelandmanagement.

ResilientEcosystems
Thescienceundertakeninthisthematicareawilllearnhowthecomponentsoftheecosystem
work,individuallyandtogether,suchthatwehaveadeeperunderstandingofwhatconstitutes
ahealthyecosystem.Thisfundamentalknowledgewillhelpusdevelopandrefineactive
managementtechniquestoimproveecosystemhealth,resilience,andfunction.Researchwill
takeabroad,landscapeviewtonotonlydevelopmanagementstrategiesthatmeetvital
ecosystem‐healthgoals,butalsostrengthentheconnectionbetweencommunities,peopleand
thelandscapestheyinhabit.
Becauseintensivelymanagedprivatelandsareoftenpresentinamosaiconthelandscape,
researchinthisthematicareawillbecloselyconnectedtothe“IntensivelyManagedForests”
themewithresearchersexamininghowtheselandscanbeaffectivelyco‐managed,orhow
landswapscouldtakeplacetoimproveoveralllandscapeandcommunityhealth.Fireecology
andecosystemsmanagementaretwocriticaltoolsinthistheme.

CompetitiveandInnovativeProducts
Researchwillexamineandpartnerwithindustrytodevelopnewproductsthatarewellsuitedto
Oregon’snaturalresourcesandcompetitivepositionintheglobalmarketsthatnowdefine
manufacturingandsaleofwoodandotherrenewablematerials.Thisthematicareaseekstonot
onlyincreasethevalueofOregon’snaturalresources,butalsoenhancetheoverallvalueaddedin
productsmanufacturedinOregon’scommunities.
Healthybuildingsandbuildingmaterials,certificationsystems,managementscience,
manufacturing,andwoodengineeringanddesignwillbeimportantcomponentsofthis
researcharea,aswillidentifyinginnovativemechanismsforexpandingcurrentmarkets.
UniversityofOregon’sCollegeofArchitecturewillbeanaturalpartner,aswilltheOSU
CollegesofEngineeringandBusiness.Wewillalsostudytheimpactsofnaturalbuilding
materialsonpublichealthinassociationwiththeCollegeofPublicHealthandHuman
Sciences.ResearchinthisthematicareawilloverlapwithbothIntensivelyManagedForests
andHealthyPeopleandCommunities.

inputonresearchprioritiesnecessaryfortheannualcallforproposalsinthefourthemes,and
monitoringsuccessoftheresearchprogramsoftheInstitute.

2. ResearchNetwork–AnetworkofresearchscientiststhatincludefacultyfromtheOSU
CollegeofForestryaswellasfacultyassociatesfromotheruniversities,collegesandrelated
researchinstitutes.
3. GrantingProgram–Anannualcallforproposalswithresearchfundsfrompublicandprivate
sourceswithadvisoryboardandscientificpaneloversight.Researcherswillalsoapplyfor
competitivegrantsthroughNSF,USDA,AFRI,NIH,andothergrantingagenciesaswellas
foundationsandprivatesources.
4. ResearchForest–TheCollegeofForestrymaintainsapproximately15,000acresofforestsin
Oregonforthepurposeofconductingteachingandresearch.AdditionallytheCollegeis
seekinganadditionalresearchforestofmixedfederal,stateandprivateownerships
designatedasaresearchareaandactivelymanagedinaholisticwayforlong‐termsocial,
ecologicalandeconomicstudies.Activitiesontheforestwillbeguidedbyacollaborative
boardofstakeholdersbasedonclearlydefinedprotocolssetforthinalong‐termresearch
plan.
5. ForumonWorkingForests–Apublicforumfordisseminationofresearchresults,white
papers,opendiscussionsandconsensusbuildingonactiveforestmanagementinthePacific
Northwest.Thegoalsaretoincreaseawarenessofthemultitudeofbenefitsprovidedbyour
workinglandscapes,andtoprovideasoundingboardforpublicinputintothemanagementof
northwestforests.
