Thursday, May 14, 2015 Issue Paper: Trails and Travel Management Resource Management Plans for Western Oregon Background: While the decisions about which specific routes should be open or closed won't be made until after the completion of the Resource Management Plans (RMP) for Western Oregon planning effort, during this effort the BLM will be making decisions about how off highway vehicles (OHV) will generally be managed in different parts of the planning area. In the final plan, areas will be identified as entirely open to motorized vehicles, entirely closed to motorized vehicles, or open to motorized vehicles with some form of limitation e.g., limited to existing routes, limited seasonally. The Implementation-Level Travel Management Planning (TMP) is being deferred during the current RMP planning effort. Implementation-Level TMP is the process of establishing a final travel and transportation network that includes route-specific designations within the broader land use planning level area designations. Key Points: • • • • • All BLM-administered lands within the planning area have OHV area designations established. Area designations include open, limited or closed to motorized travel activities. Under all action alternatives the BLM would increase the acreage closed to off-highway vehicle use and decrease the acreage open to off-highway vehicle use when compared to the No Action Alternatives. The increase in closed areas is reflected in Areas of Critical Environmental Concern (ACEC) and Recreation Management Areas (RMAs) where the emphasis is on resource protection and nonmotorized recreation activities. Alternative D provides the greatest number of trail based opportunities for motorized recreation activities. The Resource Management Plans (RMP) for Western Oregon will determine how the BLM-administered lands in western Oregon will be managed to further the recovery of threatened and endangered species, to provide for clean water, to restore fire-adapted ecosystems, to produce a sustained yield of timber products, to coordinate management of lands surrounding the Coquille Forest with the Coquille Tribe, and to provide for recreation opportunities.
