severe biological stress over major portions of
its western Oregon range.
• Northern spotted owl populations are already
at risk of extirpation in the Coast Range and
habitat protection alone will not change that
trend.
• Consistent with FWS modeling for Critical
Habitat designation and Recovery Plan:
“… it is becoming more evident that securing
habitat alone will not recover the spotted owl.”
