Bureau of Land Management RMPs for Western Oregon: November 2013 The BLM Oregon has initiated a Resource Management Plans (RMP) planning effort to provide goals, objectives, and direction for approximately 2.5 million acres of BLM-administered lands in western Oregon in a checkerboard diverse landscape with multiple interests. The BLM has identified the scale of planning as six RMPs with a single Environmental Impact Statement (EIS). Once these plans are complete they will replace the current plans guiding activities on BLM lands in western Oregon. The RMPs for Western Oregon will determine how the BLM will actively manage the BLMadministered forests in western Oregon to meet multiple objectives, including: contributing to recovery of threatened and endangered species, to provide clean water, to restore fire adapted ecosystems, to produce a sustained yield of timber products, and provide for recreation opportunities. The BLM is preparing the RMPs to meet the social, cultural, economic, needs of western Oregon. Many people care about these lands and how they are being used. Whether it’s where you live, work, or recreate; the BLM recognizes that we need the public input on these complex forestry challenges. The RMPs may result in a different mix of resource protections and resource uses than currently exists. The new RMPs will need to consider relevant recovery actions from the June 2011 Revised Recovery Plan for the Northern Spotted Owl and the designation of critical habitat. The RMPs for Western Oregon is planning outreach in a series of phases to engage the general public, community partners, key stakeholders and groups to maintain an ongoing conversation and partnership towards a solution to some of the challenges facing western Oregon. Milestones and Upcoming Involvement Opportunities June 2013: The Purpose and Need Statement was shared and published on our website. Also, the Endangered Species Act (ESA) Consultation Agreement was signed by the BLM, U.S. Fish and Wildlife Service and the National Marine Fisheries Service. Summer 2013: This outreach phase was focused on the internal BLM staff and the Cooperating Agencies Advisory Group (CAAG) and the CAAG Work Groups. September 2013: The Analysis of the Management Situation (AMS) document was published and distributed to share the snapshot of our current management and status of natural resources. December 2013: This outreach phase is focused on community listening sessions to set the stage for more robust conversations in the spring on preliminary alternatives. In December, the BLM is providing an update on the project, sharing and discussing key issues. February 2014: Anticipated release of Planning Criteria document that will provide more insight on guidance for developing preliminary alternatives and the analytical methodology that will be used. March 2014: This outreach phase is in development and focuses on interactive discussions about the formulation of the preliminary alternatives and the planning criteria. More phases may be added as deemed necessary throughout the planning effort, feedback from the public and ongoing analysis of the outreach plan.
