Replacement Geographic Biotic Observations (GeoBOB) Database
The purpose of this Instruction Memorandum is to request that Region 6 (R6) Forest Service (FS) and the Bureau of Land
Management (BLM) field units within the area of the Northwest Forest Plan (NWFP) complete their use of ISMS with the
following three tasks:
1. Complete the data entry of former Survey and Manage (S&M) Species data collected in FY04 per Information Bulletin
(IB) No. OR-2004-121, Implementation of 2004 Record of Decision to Remove Survey and Manage Mitigation
Measure Standards and Guidelines dated May 4, 2004.
2. Complete the correction of spatial and tabular data errors in the ISMS database preparatory for migrating data from
ISMS to the GeoBOB database.
3. Compile the last completed field unit-specific corporate shapefiles of ISMS sites and surveys for inclusion in the
regional corporate shapefile to be used for migration to GeoBOB and then Natural Resource Information System
(NRIS).
ISMS was the official database supporting the former NWFP S&M Program and is still being used jointly by the FS and
BLM through 2004. ISMS stores data from pre-project surveys, strategic surveys, research, Known Sites Data Base, and any
additional monitoring efforts undertaken on the S&M species. At a local level, the database provides information for pre­
project planning, project management, the National Environmental Policy Act analysis, management plans, and population
analysis. At a regional level, ISMS is used to provide regional adaptive management of listed species, conservation planning,
management recommendations and survey protocols, regional analyses, and the S&M Annual Report. This is changing at the
end of calendar year 2004.
Programming is concluding on the new replacement for ISMS (GeoBOB) to serve the Special Status Species Program (SSSP)
in the BLM. The FS will use NRIS in 2005.
The data in ISMS must be of sufficient quality to allow it to be migrated to GeoBOB. FS data will then be migrated to
NRIS. The FS and BLM field offices will need to do some final data entry and cleanup so that the ISMS/GeoBOB and NRIS
specialists can migrate the data. FS and BLM field office staff will not have to allocate time or money for data migration if
they participate fully in the shapefile merges identified in this memorandum. Data that are characterized by the quality issues
identified in the three attachments will not successfully migrate to GeoBOB and NRIS Fauna and NRIS Threatened,
Endangered, and Sensitive (TES) Plants, meaning that there will not be easy access to that data, and/or it will not support use
for local and SSSP regional analyses.

Action:
1. Data Entry: For FS R6 and BLM field offices in the NWFP area, enter all S&M species sites discovered before April
21, 2004, and all sites discovered between April 22, 2004, and November 1, 2004, for the former S&M species added to

the SSSP, and optionally, any of the other former S&M species. The data entry should include entering ArcView Sites
and General Surveys.
2. Cleanup: Each field unit will need to perform the actions listed in the High Priority Data Quality Issues (Attachment 1)
to identify and correct tabular and spatial data errors in the ISMS database. They will need to review their records
identified in Attachments 2 and 3 and make appropriate corrections in order to save the data for future use (these
include information on locations; records without locations cannot be placed in GeoBOB). It will be the responsibility
of the data stewards to prioritize and coordinate the data cleanup effort. Supervisors need to ensure that data stewards
are able to meet these requirements within the timeframe described below. Data stewards are requested to send a brief
summary of data cleanup tasks performed to Sarah Luce, Acting ISMS Regional Data Steward at
[email protected].
3. Merge/Send to ISMS Team the Field Office ISMS Shapefiles: Each BLM District and each FS National Forest will
need to gather ALL shapefiles associated with either the current data entry or cleanup effort or previous data entry work
into one official shapefile for the administrative unit and send them as described in the Theme Gathering Instructions
(http://isms.r6.fs.fed.us/Tools/GIS/gis_tge.asp). This is very important. If the administrative unit does NOT do this,
then every shape associated with an existing Site or General Survey record in ISMS not previously submitted in a
merged shapefile to the ISMS team would be lost, making the tabular data relatively meaningless. See the ISMS
website at http://isms.r6.fs.fed.us/Tools/GIS/gis_tge.asp for directions on how to do the shapefile merges.
The following are the completion dates for each of the above tasks, plus the tasks associated with data migration from ISMS
to the GeoBOB database:

This schedule represents a two-month slip which was recently implemented because some of the GeoBOB team resources
have been partly reallocated to help other efforts due to a shortage of persons/skills.
Note for Forest Service Personnel Only: ISMS will remain available in read-only format for FS use until data is migrated
into NRIS TES Plants and Fauna and they are available for Sensitive Species data entry and queries. It is anticipated that
training for and deployment of NRIS TES Plants will occur during winter 2004/2005. Migration of ISMS data into NRIS
TES Plants should be complete by spring of 2005. The timeframe for data migration to NRIS Fauna has not been
determined. It is crucial that former S&M species data needed for field level project planning during 2005 be entered into
ISMS by the data entry dates mentioned above.
ISMS has several levels of data stewards identified (see IB No. OR-2003-037 available at
http://web.or.blm.gov/records/ib/2003/ib-or-2003-037.htm). Local data stewards should be contacted with any questions that
may arise among users during the cleanup effort. The ISMS regional data steward is also available to answer questions that
the local data stewards are unable to answer. A list of all ISMS

table. Records with a description of “OKAY” have UTM coordinates with no errors. Records with a coordinate quality of “NULL”
