The Northwest Forest Plan (NWFP) Record of Decision (ROD) has a requirement for socio-economic monitoring.
Approaches to completing this requirement have been explored over the past several years by interagency staff and
scientists. The approach currently being considered involves using existing data from a variety of sources (e.g. US
Census Bureau, IMPLAN, literature review) to monitor regional, state, and local social and economic trends, and to
periodically conduct surveys and interviews in local communities.
We are preparing to test the use of community interviews in 12 communities across the NWFP area this year,
including each of the three states. Methods for selecting the sample communities are still being considered. The
current preferred method for this pilot is to select four National Forests/Bureau of Land Management (BLM) Units to
focus on, and to undertake fieldwork in three communities associated with each of the four Units. If you have an
interest in being a pilot Forest/BLM District, please let me know.
In addition, I am requesting your views on the need for social and economic information in Forest/BLM District
decision-making. I’ve attached some key questions to help with your response. We will use your responses to help
craft this year’s community interviews and to help shape the longer-term development of a socio-economic monitoring
plan for the NWFP (final draft socio-economic monitoring plan due FY04). I anticipate contacting you in the future
through other avenues.
Background: The ROD for the NWFP was issued in 1994, with an emphasis on local community well-being. Socio­
economic goals of the Plan include:
Produce a predictable and sustainable supply of forest outputs and services while supporting the health of the
forest and other environmental services

Provide a sustainable supply of goods and services over the long term that will contribute to social and
economic well-being at the local, regional, and national levels
Minimize adverse impacts on jobs, assist with long-term economic development and diversification in the Plan
area, and contribute to building community capacity
Provide forest outcomes that are consistent with public values regarding federal forest management
Improve relationships between agencies and communities, and promote the engagement of local communities in

forest stewardship.
It is the team’s charge to evaluate the degree to which these goals are being met. In developing a plan to address these
broad goals, I would like you to consider how this monitoring effort could support your local needs – especially as it
relates to:
Strengthening agency relationships with local communities
Decision-making for forest planning and management
Helping us to better understand how community well-being is linked to forest stewardship, and
Providing information useful to communities and stakeholders.
