Identification of Bare-Root and Container Seedling Requirements for Spring DD: 10/11/2004
Sowing 2005
Please make your best estimate of reforestation, restoration, riparian, wildlife, etc., seedling needs by October
11, 2004. Westside districts please coordinate your response with your district seedling coordinator. Eastside districts
can direct questions and responses to Dave Henneman, Medford District Office, at (541) 618-2237.
Identify your seedling needs in one of the two formats shown on Attachment 1 (Seedling Requirement Form) or
Attachment 2 (Sowing Schedule). Attachment 1 requires only general information such as species, amount, stock-type,
and nursery preference. Attachment 2 includes much more detail on the specific seedlots you wish sown. For those
offices submitting the general information required on Attachment 1, you will need to furnish detailed information
required on Attachment 2 (Sowing Schedule) once allocations are known for federal, state, and private nurseries. This
usually occurs in November.
Designate the desired conifer seedling size classes by specification codes (G. 1+1--etc.) as described on Attachment 3
(Seedling Specification Codes). For non-conifer species, please specify the general minimum desired height and
caliper requirements. For westside districts, your district seedling coordinator can help determine the appropriate
nursery, stock-type, size class, and cost of plants to meet your site conditions. Eastside districts can get assistance
with this information by contacting Dave Henneman.
In FY05, funding for baseline operation of the Bureau of Land Management (BLM) greenhouses at the Horning and
Sprague seed orchards will be held in OR-930 allocations. Conifer seedling production in three, four, seven, or ten
cubic inch volume Ray Leach cells, and five or eight cubic inch Styro-blocks are included in the baseline funding
allocation. Container configurations and/or plant materials other than conifer tree seedlings for reforestation should be
identified on
2
the attached forms so that space allocations can be made for BLM greenhouse production. However, districts should
budget funds from appropriate funding sources available to them to cover projected cost for these “other” plants and/or
services. You will receive, under separate cover, information about the services provided by the BLM greenhouses
and the associated costs. It is important that we get an accurate estimate of plant material needs from all programs that
are contemplating orders at BLM greenhouses to support their projects. Please make certain that the person(s)
responsible for coordination of fire restoration, wildlife, fisheries, watershed restoration, Jobs-in-the-Woods, botany,
etc., projects receives a timely copy of this Information Bulletin.
The cost estimates listed on Attachment 4 (Seedling Cost Estimates) are provided for reforestation seedlings to be sown
in FY05. Costs are an average of federal, state, and private nursery seedling prices. These costs will be applied to all
seedlings requested for reforestation, for the purpose of withholding sufficient 6320 program funds in OR-930.

Districts with Unions are reminded to notify their unions of this Information Bulletin and satisfy any bargaining
obligations before implementation. Your servicing Human Resources Office or Labor Relations Specialist can provide
you assistance in this matter.

SEED TESTING
If at all possible, do not plan to use conifer seed collected in 2004 for growing seedlings.
This is especially important for species requiring long stratification time such as Sugar Pine
and Western White Pine.
Seed testing for all seed lots planned for sowing should be completed by December 13, 2004.
