Acquisitions and Leases and Permits
Regulations implementing the Uniform Act of 1970, as amended, can be found at Title 49 of the Code of
Federal Regulations, Part 24 (49 CFR 24). The regulations provide Interior agencies and bureaus the
ability to adopt rules governing the use of appraisal waiver provisions, excluding certain low value properties from requiring an appraisal or submission of an appraisal request to the Department of the
Interior, Office of Valuation Services (OVS) for the qualifying property.
In discussion with the OVS, it is uncertain who has the authority to certify employees to complete appraisal waivers. Therefore, until a final determination has been made, those employees who attended
the Basic Appraisal Principles training hosted by the Appraisal Institute have limited authority to complete appraisal waivers, i.e., the authority to determine that a property would most likely be valued at
$10,000 or less is limited to qualified personnel. Attached is the list of certified staff authorized to complete appraisal waivers through September 30, 2015. Certified staff must continue to comply with previously adopted policy found at OR-Instruction Memorandum (IM)-2006-048 and OR-IM-2006-050.
Districts with Unions are reminded to notify their unions of this information bulletin and satisfy any
bargaining obligations before implementation. Your servicing Human Resources Office or Labor
Relations Specialist can provide you with assistance in this matter.
