Notification to the Association of O&C Counties Regarding Road and
Trail Closures, Travel Use Restrictions or Decommissioning
Proposals.
On August 9, 2006, the Bureau of Land Management (BLM) and the Association of O&C
Counties executed a Memorandum of Agreement (MOA) to facilitate effective communication
and notification related to management proposals that could result in possible road or trail
closures, travel use restrictions or decommissioning. The MOA established a process for
consultation among BLM districts, O&C County governing bodies, and the Association and
provided a standardized format for notification of management proposals.
The purpose of this Information Bulletin (IB) is to clarify road or trail closures, travel use
restrictions or decommissioning management proposals for notification, and to issue a revised
format for notification of management proposals to the Association of O&C Counties.
Notification Clarification:
Report all existing roads that will be subject to temporary, seasonal, long-term, or permanent
closure, to include all numbered roads and trails regardless of condition.
Temporary roads built for a timber sale and permanently closed immediately after are
exempt from reporting.
Illegal Off-Highway-Vehicle trails and logging skid trails are exempt from reporting.

Revised Notification Format:
The revised notification format has been coordinated with the Association of O&C Counties and
is effective immediately, see attachment 2. For further details on the established process for
notification see the MOA, attachment 1.
Coordination: This has been coordinated with the Association of O&C Counties, Sarah
Bickford, RROW Program (OR 936); David Roche, Forestry (OR931); District Forestry leads;
District RROW program leads; Brian Thauland, Engineering (OR959), Western Oregon
Transportation Team (WOTT), and Christopher Knauf (OR932).

MEMORANDUM OF AGREEMENT BETWEEN THE U.S. DEPARTMENT OF THE INTERIOR BUREAU OF LAND MANAGEMENT'S FIVE WESTERN OREGON DISTRICTS and Klamatb Falls Resource Area of tbe Lakeview District, AND THE ASSOCIATION OF O&C COUNTIES Representing Its Member Counties, REGARDING CONSULTATION ON ROAD AND TRAIL CLOSURES, TRAVEL USE RESTRICTIONS, OR DECOMMISSIONING The purpose of this Agreement is to establish the process for consultation among Bureau of land
Management (BLM) Districts. O&C County governing bodies, and the Association of O&C
Counties to ensure communication as early as possible, and to minimize misunderstandings and
potential conflicts regarding management proposals that would result in possible road or trail
closures, travel use restrictions, or decommissioning.
It is agreed that:
When any land management action is contemplated on the Revested O&C Grant Lands,
Reconveyed Coos Bay Wagon Road Lands, or Public Domain Lands on the BLM Districts or
Resource Area mentioned above, involving possible road or trail closures, travel use restrictions,
or decommissioning, the BLM contact will notify the Executive Director of the Association of
O&C Counties via e-mail.using the fonnat attached. The O&C Executive Director will then
notify the appropriate County Government Official of the proposed land management action.
Within fifteen (15) working days of BLM's notification e-mail, either the Executive Director or
the appropriate County Government Official will notify the BLM contact if the Association of
O&C Counties or the affected County wants to hold additional discussions on the proposed land
management action.
The BLM contact, the Executive Director of the Association ofO&C Counties, and an individual
O&C County representative can mutually agree on an additional notification process.
This Agreement shall become effective on the date last executed below and may be revised at
any time by mutual agreement. Changes to the e-mail notification form may be made at any time
at the request of either party in consultation with the other party.

Condition of the Road
TMP* - Revised 2010 Western Oregon Districts Transportation Management Plan
Types of Closure (2010 TMP): Temporary/Seasonal/Limited Access - Roads closed with a gate or barrier. Closed to public vehicular traffic but may be open for BLM/Permittee commercial activities. Decommission (long term) -Road segments to be closed to vehicles on a long-term basis, but may be used again into the future. Roads to be left in an erosion-resistant condition with a barrier for closure.
Full Decommission (permanent) - Road closed permanently to vehicles with an earthen barrier in a maintenance free condition. Generally, culverts will be removed and vegetation reestablished.
Obliteration (full site restoration/permanent) - Road no longer needed. All drainage structures removed with land reclaimed to near original topography. Exposed soil re-vegetated.
NOTE: Road decommissioning in the Final Decision Document might vary from what was identified in the Environmental Analysis.
