The previous inventory concluded the unit did not appear to be in a generally natural
condition where the works of man were substantially unnoticeable. The lakebed
developments, ways, and 500 KV power lines on the eastern boundary had a significant
impact in the area to a degree where the works of man were substantially noticeable from
most places within the unit.

(1) Is the unit of sufficient size? Yes X
No
Boundary Determination: In 2008, 2009, 2010, and 2011 the BLM conducted field inventory of
the area to update its road and wilderness inventories. This field work included photo
documentation of the boundary routes. Using BLM photos, field logs, and staff field
knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the motorized routes
within the area in February of 2011.
On the west, the unit is bounded by Unnumbered Road #1. On the north, the unit is bounded by
BLM 6171-CA (Walker Cabin Road). On the south, the unit is bounded by Unnumbered Route
#3, and Unnumbered Route #2. On the east, the unit is bounded by the 500 KV BPA power line
corridor. (See Map 2, road analysis forms, photos, and photo logs in the wilderness inventory file
for additional supporting information regarding these boundary determinations).
Additional background on the process that the BLM ID team followed during this evaluation is
contained in the document, Wilderness Inventory Maintenance Process for the Lakeview
Resource Area, BLM, contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS:
Inventory unit OR-015-004B is comprised of approximately 9,268 acres of BLM administered
land and is located about 12 miles north of Christmas Valley, Oregon. The terrain is mostly
rolling with small hills. Most of the unit is populated with moderate to dense juniper.
(2) Is the unit in a natural condition? Yes
No __X____
Primitive motorized routes exist within the unit totaling about 2.3 miles. Additionally, there is
one water development located near the eastern boundary. On the east is the 500KV BPA
power line corridor which forms approximately 5 miles of the eastern boundary and can be seen
from one half mile away in some places, and from greater distances in others. A 326 acre private
inholding exists near the western boundary (See Map 2a).
The density of human disturbances within the unit as a whole is low. The water developments,
related ways, and undeveloped private inholding within the unit would be relatively unnoticeable
to the average visitor. However, the 500 KV BPA power lines to the east is a major outside
impact and significantly detracts from the overall apparent naturalness of the unit as a whole.
2
For the reasons specified above and based on a review of all of the available information
including BLM photos, staff knowledge, and field review, the ID team concluded that due to the
major outside impact of the power lines, the unit is not in a natural condition primarily affected
by the forces of nature.
(3) Does the unit (or the remainder of the unit if a portion has been excluded due to
unnaturalness and the remainder is of sufficient size) have outstanding opportunities for
solitude?
Yes
No
N/A____X____
Opportunities for solitude were not evaluated because the unit failed to meet the naturalness
criteria.
(4) Does the unit (or the remainder of the unit if a portion has been excluded due to
unnaturalness and the remainder is of sufficient size) have outstanding opportunities for
primitive and unconfined recreation?
Yes
No
N/A__X______
Opportunities for primitive and unconfined recreation were not evaluated because the unit failed
to meet the naturalness criteria.
(5) Does the unit have supplemental values? Yes
No ______ Unknown ___X____
Supplemental values were not evaluated because the unit failed to meet wilderness criteria.

DESCRIPTION OF CURRENT CONDITIONS:
Inventory unit OR-015-004A is comprised of approximately 9,344 acres of BLM administered
land and is located about 12 miles north of Christmas Valley, Oregon. The terrain is mostly
rolling with small hills near Walker Butte. Most of the unit is populated with moderate to dense
juniper. The center of the unit contains three fairly large ephemeral lakes.
(2) Is the unit in a natural condition? Yes
No ___X___
Primitive motorized routes exist within the unit totaling about 6.5 miles. Additionally, there are
3 waterholes and one reservoir located in the northern half of the unit which are accessed by the
primitive motorized routes that run generally through the center of the unit from north to south.
On the east is the 500KV BPA power line corridor which can be seen from one half mile away in
some places, and from greater distances in others. The private inholding contains numerous
water derricks and a very large storage tank which can be observed from the southwestern
quarter of the unit.
The density of human disturbances within the unit as a whole is high. The water developments

DESCRIPTION OF CURRENT CONDITIONS:
Inventory unit OR-015-004C is comprised of approximately 6,970 acres of BLM administered
land and is located about 12 miles north of Christmas Valley, Oregon. The terrain is mostly
rolling with small hills in the north of the unit which tapers to sage flats in the south.
(2) Is the unit in a natural condition? Yes
X
No ______
Primitive motorized routes exist within the unit totaling about 3.4 miles, most of which lies in the
north of the unit with an additional 0.3 miles of reclaiming routes, also located in the north.
There is also 3.0 miles of pasture division fence in the unit which runs generally east-west
through the center of the unit. Approximately 230 acres of private land forms a peninsula that
partially forms the northern unit boundary (See Map 2a).
The density of human disturbances within the unit as a whole is moderate. However, the listed
disturbances are all considered to be minor impacts and would be substantially unnoticeable to
the average visitor moving through the unit.
2
For the reasons specified above and based on a review of all of the available information
including BLM photos, staff knowledge, and field review, the ID team concluded that the unit
appears to be in a natural condition primarily affected by the forces of nature.
(3) Does the unit (or the remainder of the unit if a portion has been excluded due to
unnaturalness and the remainder is of sufficient size) have outstanding opportunities for
solitude?
Yes
No
X
N/A________
Unit OR-015-004C has a long narrow shape which measures approximately 2 miles by 6.5 miles
and is comprised of low rolling hills in the north which taper to sagebrush flats toward the south
and generally has a predominantly south facing slope. The vegetation varies from medium
density juniper in the north half of the unit; to sparse sagebrush in the southern half (see Map 3).
Agricultural land is located to the immediate south of the unit. Activities associated with
agricultural development dominate the southern view from most of the unit while noise from
machinery is pervasive and can be observed from the southern half of the unit.
The density of juniper in the north allows for pockets of good vegetative screening where one
could avoid the presence of others. However, the shape of the north portion of the unit where
this screening exists narrows to an area of approximately 2,000 acres. In the southern half of the
unit, the lack of tall vegetative screening and absence of topographic screening, provide no
opportunity to find solitude or avoid the presence of others within the unit.
For the reasons specified above and based on a review of all of the available information
including BLM photos, staff knowledge, and field review, the ID team concluded that although
some vegetative screening exists in in the northern half of the unit, it is limited to a relatively
small area due to the narrow shape of the unit, and as whole, the unit does not present any
outstanding opportunities for solitude.
(4) Does the unit (or the remainder of the unit if a portion has been excluded due to
unnaturalness and the remainder is of sufficient size) have outstanding opportunities for
primitive and unconfined recreation?
Yes
No
X
N/A__X______
The previous inventory in 1978 listed numerous primitive and unconfined recreation
opportunities. They were as follows; photography, wildlife observation, and hunting. These
opportunities for primitive and unconfined recreation still exist today. However, based on a
review of all of the available information including BLM photos, staff knowledge, and field
review, the ID team concluded that none of these opportunities are outstanding.
(5) Does the unit have supplemental values? Yes
No ______ Unknown ___X____
Supplemental values were not evaluated because the unit failed to meet wilderness criteria.
