The following interdisciplinary (ID) team conducted an evaluation of wilderness
character within the South Warner Rim area. The evaluation included field inventory and
an analysis ofthe routes within the proposed area, as well as an evaluation of the
wilderness characteristics within the area. This signature sheet documents the BLM ID
Team members that participated in this process along with the member's agreement with
the conclusions reached in the road analysis and wilderness character forms completed
for the area.

DOCUMENTATION OF CURRENT WILDERNESS INVENTORY
CONDITIONS

(1) Is the unit of sufficient size?

Boundary Determination: In 2008, BLM conducted field inventory of the area to update
its road and wilderness inventories. This field work included photo documentation of the
boundary routes and some of the interior routes. Using both ONDA and BLM photos,
field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team completed an
analysis of the main motorized routes within the area in 2009.
The results of the route analysis are documented in the road analysis forms contained in
the wilderness evaluation file. On the east, the unit is bounded by the Bonneville Power
Association (BPA) power line right-of-way (750 feet from centerline). On the south, the
unit is bounded by County Road 3-14 and private lands. On the north, the unit is
bounded by a combination of private lands and the Highway 140 right-of-way (150 feet
from centerline) (see Maps 1 and 2, road analysis forms, photos, photo logs, and BLM ID
team minutes in the wilderness inventory file for additional supporting information
regarding these boundary determinations). The inventory unit currently contains about
24,333 acres of BLM-administered land and about 1,280 acres of private land inholdings
located in the center of the unit (Map 2).
Following the boundary determination, the BLM ID team subsequently examined the
previous inventory information contained in the BLM’s wilderness inventory files and
published inventory documents, and its own recent field inventory information, and then
conducted an inter-disciplinary evaluation of the current wilderness characteristics within
the unit boundary. The results are contained in the following section. Additional
background on the process that the BLM ID team followed during this evaluation is
contained in the ID team meeting notes and the document, Wilderness Inventory
Maintenance Process for the Lakeview Resource Area, BLM. Both documents are
contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS:
The inventory unit is located about 5 miles west of Adel, Oregon (Map 1). This unit is
halfmoon-shaped and is about 11 miles long and 7 miles wide. The majority of the unit is
located on a high plateau that consists of a large, sagebrush-covered flat surrounding Big
Lake. About 4 miles of the Deep Creek Canyon cut across the northwest corner of the
unit. Low juniper-covered hills exist across the southwest, west, and northeast portions
of the unit. The southwest corner also contains some very low basalt rims and Juniper

Lake. The 500-Kv BPA power line, just outside the eastern boundary, remains a
dominant man-made feature visible from a majority of the unit.
(2) Is the unit in a natural condition?

1980 Unit Description: The previous inventory identified 25 miles of primitive vehicle
ways, 15 man-made reservoirs, and pasture fences within the unit. The reservoirs were
described as “substantially noticeable”. Thirteen miles of fence were found to be
“substantially noticeable” while other fences passing through juniper areas were less
noticeable. The inventory noted that the 500-Kv BPA power line along the eastern
boundary was a dominant man-made feature visible over a vast majority of the unit.
Based on the number of intrusions found and their scattered distribution, the unit was not
found to be in a natural condition that was primarily affected by the forces of nature.
Current Condition Description: The area topography and vegetation have changed
little since 1980. However, western juniper has expanded across portions of the unit
(Map 3).
There are currently 27 constructed waterholes and reservoirs, 2 developed spring
systems, and approximately 41 miles of pasture division fence within the unit. Many of
these waterholes have been maintained in recent years. Currently, there are
approximately 27.6 miles of primitive motorized routes within the unit. One small
abandoned rock pit exists along the northeast boundary of the unit near Highway 140 and
one active ODOT rock pit exists along the northwestern boundary near the Highway 140
S-Curve relocation (Map 2). About 3 of the 8 acres of active mining disturbance fall
within the unit. These developments/disturbances are scattered throughout the unit and
most are substantially noticeable within close proximity (a quarter mile) and are less
noticeable from further distances (see photos and photo log).
While the total size of this inventory unit has decreased by about 4,500 acres since 1980,
the total amount of human-caused disturbances have increased substantially and, when
considered cumulatively, detract from the overall the natural quality of the area. For
these reasons, the ID team found that the natural character within the unit has not
changed substantially since 1980 and the unit still does not currently meet the naturalness
criteria.

The southwest portion of the unit, with small rims and juniper cover and the northwest
portion of the unit traversing Deep Creek Canyon, were found to offer some opportunities
for solitude, but these areas were restricted in size and not outstanding.
Current Condition Description: The unit does not currently meet the naturalness
criteria. For this reason, the current opportunities for solitude within the unit was not
evaluated

This inventory unit is bounded on the east, north, south, and much of the west, by private
land boundaries. On the southwest, the unit is bounded by an unnumbered road (see

wilderness inventory file for additional supporting information regarding these boundary
determinations).
The process that the BLM ID team followed during this evaluation is contained in the
document, Wilderness Inventory Maintenance Process for the Lakeview Resource Area,
BLM, and the ID team meeting notes contained in the wilderness inventory file.
In 1980, this area was considered as part of a larger Wakefield Cabin (1-118) inventory
unit. In reality, it is adjacent to the Wakefield Cabin Unit, not contiguous with it due to
the presence of private land boundaries (Map 2). The inventory unit currently contains
about 2,031 acres of BLM-administered land.
DESCRIPTION OF CURRENT CONDITIONS:
The inventory unit is located about 9 miles west of Adel, Oregon (see Maps 1 and 2).

pasture fences within the unit. The reservoirs were described as “substantially
noticeable”. Thirteen miles of fence were found to be “substantially noticeable” while
other fences passing through juniper areas were less noticeable. The inventory noted that
the 500-Kv BPA power line along the eastern boundary was a dominant man-made
feature visible over a vast majority of the unit. Based on the number of intrusions found
and their scattered distribution, the unit was not found to be in a natural condition where
it is primarily affected by the forces of nature.

Boundary Determination: In 2008, BLM conducted field inventory of the area to update
its road and wilderness inventories. This field work included photo documentation of the
boundary routes and some of the interior routes. Using both ONDA and BLM photos,
field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team completed an
analysis of the main motorized routes within the area in 2009.
The results of the route analysis are documented in the road analysis forms contained in
the wilderness evaluation file. On the west, the unit is bounded by the Bonneville Power
Association (BPA) power line right-of-way (750 feet from centerline). On the south, the
unit is bounded by private lands. On the east, the unit is bounded by a combination of
private lands and County Road 3-14. On the north, the unit is bounded by a combination
of private lands and the Highway 140 right-of-way (150 feet from centerline) (see Maps 1
and 2, road analysis forms, photos, photo logs, and BLM ID team minutes in the
wilderness inventory file for additional supporting information regarding these boundary
determinations). The inventory unit currently contains about 10,403 acres of BLMadministered land and about 160 acres of private land inholdings located near the north
central boundary of the unit (Map 2).
Following the boundary determination, the BLM ID team subsequently examined the
previous inventory information contained in the BLM’s wilderness inventory files and
published inventory documents, and its own recent field inventory information, and then
conducted an inter-disciplinary evaluation of the current wilderness characteristics within
the unit boundary. The results are contained in the following section. Additional
background on the process that the BLM ID team followed during this evaluation is
contained in the ID team meeting notes and the document, Wilderness Inventory
Maintenance Process for the Lakeview Resource Area, BLM. Both documents are
contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS:
The inventory unit is located about 2 miles southwest of Adel, Oregon (Map 1). This unit
is roughly triangular-shaped and is about 7 miles long and 4.5 miles wide. Topography
varies across the unit. About half of the unit (central portion) is located on a high plateau
(South Warner Rim) that consists of a large, low sagebrush-covered flat. Broken upland
and rims occur on the south. The north and east portions of the unit consist of steep rim
faces descending downward to private lands or highway right-of-way. Dominant

vegetation includes sagebrush with western juniper in portions of the unit. The 500-Kv
BPA power line, just outside the western boundary, remains a dominant man-made
feature visible from a majority of the unit.
(2) Is the unit in a natural condition?

1979 Unit Description: The previous inventory identified several gravel quarries in the
north part of the unit. The west portion of the unit was dominated by the 500-Kv BPA
power line. The impacts of man’s activities were found to be dominant within the
majority of the unit and thus, the unit was not found to be in a natural condition where it
is primarily affected by the forces of nature.
Current Condition Description: The area topography and vegetation have changed
little since 1979. However, the previous inventory did not recognize the presence of the
370-acre Grain Camp crested wheatgrass seeding, completed in 1960, in the northeast
corner of unit. In addition, western juniper has expanded across the unit (Map 3) since
1979. Two small wildfires occurred along the southeast boundary of the unit in 1985
and 1986 (about 535 acres total) and were allowed to revegetate naturally.
There are currently 7 constructed waterholes and reservoirs, 1 developed spring system,
and approximately 19.8 miles of pasture division fence within the unit. Currently, there
are approximately 8.6 miles of primitive routes within the unit. There is also 1
temporary wind testing tower located east of Lucky Reservoir. Most of these
developments/disturbances are scattered all across the unit (Map 2). Disturbances in the
northern third of the unit may be substantially noticeable from short distances, but are
much less noticeable from further distances due to the presence of screening.
Disturbances in the southern two-thirds of the unit are substantially noticeable for much
longer distances due to the flat terrain and lack of screening (see photos and photo log).
The total man-made disturbances present today within the unit are higher than those
documented in 1979 and cumulatively detract from the natural quality of the area.
However, the BPA power line is currently located outside the unit boundary and should
not be a factor in determining naturalness. For this reason, the ID team determined that
overall, the unit currently meets the naturalness criteria.

activities on contiguous private lands to the east. Solitude opportunities were not

Current Condition Description: About half of the unit consists of a broad expanse of
flat tableland terrain dominated by low-growing vegetation where it is difficult to avoid
the presence of others (see photos and photo log). Though juniper density has increased
within the unit, this has primarily occurred in the northern third of the unit (see Map 3).
The north portion of the unit contains some topography and juniper vegetation that
provides some screening and associated opportunity to avoid others. Though there is
some juniper present on the steep faces of South Warner Rim and Deep Creek Canyon on
the north and east boundaries of the unit, these portions of the unit are very exposed to
adjacent main highways and private lands. It is very difficult to avoid the presence of
others in these portions of the unit.
The 8.6 miles of existing primitive motorized routes extending into the unit increases the
likelyhood of encountering others within the interior of the unit. Further, the BPA power
line, though just outside the western boundary, remains a dominant man-made feature
negatively affecting solitude due to its visibility from a majority of the unit.
The unit lies underneath airspace designated at the Hart South Military Operation Area
(MOA). Jet fighters frequently fly over the area during training missions causing
noticeable and/or loud noise intrusions into the unit. Though the MOA is outside BLM’s
regulatory or management authority and, in and of itself, does not preclude the area from
meeting the solitude criteria, the aircraft noise does have an adverse impact on the
opportunity for solitude within the unit.
Across the unit as a whole, the screening provided by the existing topography and
vegetation has not changed substantially since 1979. This opportunity is limited in
extent. For these reasons, the ID team determined that the opportunities for solitude
have not changed substantially since 1979 and are not outstanding.

recreation?

entire unit is open to off-highway vehicle (OHV) use. The 8.6 miles of existing primitive

unit and further limits the opportunities for a primitive (non-motorized) and unconfined
recreation experience. The unit may offer some limited potential for other types of
primitive recreation (hiking/backpacking). However, all of these opportunities are
similar to those available throughout much of the surrounding Lakeview Resource Area.

not changed substantially since 1979. The unit does not offer any single outstanding
primitive and unconfined recreational opportunity, nor does it offer an outstanding

field inventory to update its road and wilderness inventories for this area. This field work
included photo documentation of the boundary and some interior routes and a reevaluation of wilderness characteristics within the area. Using BLM photos, field logs,
and staff field knowledge, a BLM inter-disciplinary (ID) team completed road analyses
on the main routes within the inventory area. The results of the route analysis are
documented in the road analysis forms and ID team meeting notes contained in the
wilderness evaluation file.
The ID team determined that County Roads 3-14, 3-14A, portions of 3-14B, 3-14C, FS
Roads 3910-019, 3915, and 3915-160, BLM Road 7112-00, an unnumbered road, and
private lands formed a number of inventory unit boundaries in the area (Map 2). On the
basis of these boundary determinations, the BLM ID team found 8 small units (each less
than 5,000 acres) of BLM-administered lands.
