In 1980, unit 1-106 (Flint Hills) was described as having hills and a ridge in the northern
end of the unit that rose 300 feet above the remainder of the unit. The remainder of the unit
was described as low rolling hills and basins with sagebrush cover. The unit was severely
affected by the works of man due to the presence of eight interior motorized routes and 4
lakebed pits that significantly displayed the impacts of man. The unit did not offer
outstanding opportunities because of the lack of vegetation and topographic screening.
There was limited potential for hunting and hiking, but neither of these activities were
found to represent outstanding primitive/unconfined recreation opportunities.

Between 2008 and 2011, members of the BLM staff conducted a field inventory of the
area to update its road and wilderness inventory for this area. This field work included
photo documentation of the boundary and interior routes in the area. Using BLM photos,
field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team completed route
analyses on the routes within the area in 2012. The results of the route analysis are
documented in the road analysis forms and ID team meeting notes contained in the
wilderness evaluation file.
The BLM ID team determined that the unit is currently bounded by County Road 3-10
(Hogback), and BLM Roads 6165-00 (Corn Lake), 6115-00 (Sherlock Gulch), 8175-00
(Rabbit Basin), and private lands. In 1980, BLM Road 6115-B0 (Lower Rabbit Creek)
divided the area into former units 1-106 and 1-107. This former boundary route is now
reclaiming and no longer receives regular and continuous use and, therefore, no longer
serves as a unit boundary. (See Map 2, route analysis forms, photos, and photo log in the
wilderness inventory file for additional supporting information regarding these road
determinations).
Based on these findings, the ID team considered lumping these 2 former units into a
single, larger 32,712-acre unit and evaluating the potential wilderness characteristics
based on that boundary. However, several large unnatural disturbances still exist within
the southeastern portion which the ID team felt could collectively result in finding the
entire area to be in an unnatural condition. The BLM opted to use an existing pasture
division fence as a unit boundary. Even though this fence does not meet the inventory
definition of a boundary road, it did provide a logical place to draw a unit boundary that
excluded these unnatural features and an 80-acre private in-holding, while still leaving an
area (fairly similar to former unit 1-106) meeting the size criteria for further evaluation.
The excluded portion was fairly similar to former unit 1-107 and was evaluated
separately.
As a result, the unit OR-015-106 currently contains approximately 20,642 acres of BLMadministered land (Map 2).

DESCRIPTION OF CURRENT CONDITIONS: The unit is located about 20 miles
north of Plush, Oregon (Map 1). The unit is approximately 9.3 miles long and 5.6 miles
wide (Map 2).
(2) Is the unit in a natural condition? Yes

During the 1980 inventory effort, the unit was determined to be in an unnatural condition
due to the high number of manmade disturbances including vehicle ways and livestock
water developments.
While BLM Road 6115-B0 in the southeastern portion of the unit is currently reclaiming
and no longer receives regular and continuous use, the other documented impacts of man
have increased since 1980. Currently there are about 5 miles of pasture division fence,
12 livestock water developments, 8.2 miles of primitive motorized routes, and 13.1 miles
of reclaiming routes within the unit. These disturbances are mostly scattered throughout
the unit and are substantially unnoticeable from a distance (greater than 0.25 mile).
Based on a review of all the available information including photos, staff knowledge, and
field review, the BLM ID team concluded that, due the unit is in a predominantly natural
condition where the imprint of man is substantially unnoticeable (Map 2).

There are some small areas in the northern end of the unit near the Flint Hills that offer
some topographic screening. However, even with the relatively large size of the unit, the
area has an overall lack of screening. The gentle contours and low angles of the slopes,
and low vegetation heights within the unit would not allow one to avoid the sights and
sounds of others.
For this reason, the ID team determined that the unit does not provide outstanding
opportunities for solitude.

The unit continues to offer some primitive recreation opportunities such as hiking, rock
hounding, hunting, and horseback riding, but none of these opportunities are outstanding.
The unit is currently open to motorized off-highway vehicle use (see Lakeview
RMP/ROD, Map R-7) and most existing recreational use is associated with motorized
access. The ID team found the existing primitive recreation opportunities were limited
and were similar to opportunities available throughout much of the surrounding area.
The unit did not offer any single unique primitive recreation opportunity or a unique
diversity of primitive recreation opportunities.
For these reasons, the ID team determined that the unit does not provide any outstanding
opportunities for primitive and unconfined recreation.

During the initial original inventory in 1979, unit 1-107 was found to clearly and obviously
lack wilderness character. The unit was eliminated from the intensive inventory phase
because the unit had received heavy off-road vehicle use and numerous disturbances from
mining activities. The unit also lacked topographic and vegetative screening, and did not
offer any outstanding opportunities for solitude or primitive and unconfined recreation.

As a result, the unit OR-015-107 currently contains approximately 12,094 acres of BLMadministered land and an 80-acre private in-holding (Map 2).

long and 7.5 miles wide (Map 2).

During the 1979 initial inventory effort, the unit was considered unnatural due to the high
number of manmade disturbances including vehicle ways, off-road vehicle use, and
mining and rock-hounding disturbances.
Since that time, the number of active sunstone mining claims in the southeastern corner
of the unit has grown considerably in areal extent (Map 2) and are more noticeable than
during the original inventory. Currently there are about 4.1 miles of pasture division
fence, 3 livestock water developments, 21.9 miles of primitive motorized routes, and
1,871 acres of active mining claims within the unit. In 1984, a wildfire occurred in the
south central portion of the unit resulting in a 1,583-acre crested wheatgrass seeding.
These disturbances are scattered across the unit and are substantially noticeable.
Based on a review of all the available information including photos, staff knowledge, and
field review, the ID team concluded that due to the large number of existing disturbances
the unit is not in a predominantly natural condition where the imprint of man is
substantially unnoticeable.

In 1980, unit 1-108F (Rabbit Hills) was described as including the Rabbit Hills and some
of the Rabbit Basin. The Rabbit Hills rose 900 feet from the surrounding sagebrush
covered flat. Rabbit Basin was described as a flat vegetated dry lakebed. The area did meet
the naturalness criteria despite several noticeable man made features within the unit. In
1980, within the larger unit, there were 3 miles of primitive routes, 2 miles of pasture
division fence, and a few stock tanks. The unit did not offer outstanding opportunities
because the configuration between the low angles of the slopes in the unit, in combination
with low vegetative cover, left one exposed to the presence of other persons within the unit.
Although hiking, rock hounding and photography were available within the unit, these
primitive recreation opportunities were not found to be outstanding.

Between 2008 and 2011, members of the BLM staff conducted a field inventory of the
area to update its road and wilderness inventory for this area. This field work included
photo documentation of the boundary and interior routes. Using BLM photos, field logs,
and staff field knowledge, a BLM inter-disciplinary (ID) team completed route analyses
of the routes within the area in 2012. The results of the route analysis are documented in
the route analysis forms and ID team meeting notes contained in the wilderness
evaluation file.
The ID team determined that the former unit 1-108F was currently bounded by County
Road 3-10 (Hogback) and BLM Roads 6155-00 (Warner Valley) and 6155-B0 (South
Rabbit Basin). In addition, BLM Road 6155-A0 (Rabbit Hills) was also determined to
meet the definition of an inventory boundary road (due to mechanical blading during a
wildfire in 1984). This road split former unit 1-108F into two new units OR-015-108F
and OR-015-108G. Both units still meet the minimum size criteria. Unit OR-015-108G
contains approximately 6,207 acres of BLM-administered lands. (Unit OR-015-108F is
evaluated separately).

DESCRIPTION OF CURRENT CONDITIONS:
The unit is located 17 miles north of Plush, Oregon (Map 1). The unit is approximately 4
miles long and 2.5 miles wide (Map 2). The topography has not changed since the
original inventory; however the vegetation has changed from primarily mid-height shrubs
to low grasses as a result of wildfire and seeding with crested wheatgrass in the mid1980’s.

Currently, there are about 1 mile of primitive motorized routes, 0.2 miles of reclaiming
routes, 5 miles of pasture fence, 2 wells/troughs, and 0.2 miles of pipelines. Since 1980,
the vegetation in the unit has changed dramatically. In 1984, a wildfire burned the
majority of the unit. Approximately 3,821 acres of the burned area was seeded to nonnative grasses. Although the original seeding is still highly visible, the rows of grass
(drill rows) created from the seeding are now mostly not apparent to the casual observer.

Human disturbances in the unit have increased since 1980 (Map 2), but are still
substantially unnoticeable.
Based on a review of all the available information including photos, staff knowledge, and
field review, the BLM ID team concluded that the unit is in a natural condition where the
imprint of man is substantially unnoticeable.

The low-angle slopes and lack of tall vegetation leave the visitor exposed. The unit’s
relatively small size also makes it vulnerable to outside intrusions such as vehicles
traveling on County Road 3-10 and Road 6155-00. Both of these roads have a moderate
level of traffic and vehicles traveling these routes would be highly visible and audible
from most of the unit.
For these reasons, the ID team determined that the unit does not provide outstanding
opportunities for solitude.

1980, within the larger unit, there were 3 miles of primitive routes, 2 miles of pasture
division fence, and a few stock tanks. The unit did not offer outstanding opportunities
because the configuration between the low angles of the slopes in the unit, in combination
with low vegetative cover, left one exposed to the presence of other persons within the unit.
Although hiking, rock hounding and photography were available within the unit, these
primitive recreation opportunities were not found to be outstanding.

Between 2008 and 2011, members of the BLM staff conducted a field inventory of the
area to update its road and wilderness inventory for this area. This field work included
photo documentation of the boundary and interior routes. Using BLM photos, field logs,
and staff field knowledge, a BLM inter-disciplinary (ID) team completed route analyses
of the routes within the area in 2012. The results of the route analysis are documented in
the route analysis forms and ID team meeting notes contained in the wilderness
evaluation file.
The ID team determined that the former unit 1-108F was currently bounded by County
Road 3-10 (Hogback) and BLM Roads 6155-00 (Warner Valley) and 6155-B0 (South
Rabbit Basin). In addition, BLM Road 6155-A0 (Rabbit Hills) was also determined to
meet the definition of an inventory boundary road (due to mechanical blading during a
wildfire in 1984). This road split former unit 1-108F into two new units OR-015-108F
and OR-015-108G. Both units still meet the minimum size criteria. Unit OR-015-108F
contains approximately 7,367 acres of BLM-administered lands. (Unit OR-015-108G is
evaluated separately).

the Lakeview Resource Area, BLM contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS:
The unit is located about 14 miles north of Plush, Oregon (Map 1). The unit is
approximately 4 miles long and 2.5 miles wide (Map 2). The topography has not changed
since the original inventory; however the vegetation has changed from primarily midheight shrubs to low grasses as a result of wildfire and seeding with crested wheatgrass in
the mid-1980’s.

In 1980, the unit was in primarily in natural condition. Since that time, the impacts of
man have dramatically increased. Today there are 10.6 miles of pasture division fence,
5.4 miles of primitive motorized routes, and 3,248 acres of non-native seeding scattered
throughout the unit. These density and location of these disturbances, coupled with the
low height of the present vegetation, the gentle topography, and the relatively small size
of the unit, make it difficult to escape the presence of manmade features.

Based on a review of all the available information including photos, staff knowledge, and
field review, the BLM ID team concluded that the unit was not currently in a natural
condition where the imprints of man were substantially unnoticeable.

During the initial inventory phase in 1979, these areas were found to be part of two larger
units, 1-106 and 1-108. During the intensive inventory phase in 1980, unit 1-108 was
further subdivided into 6 units based on the identification of additional roads within the
northwest portion of the area that formed unit boundaries. The resulting units 1-108A to 1108E were found to be less than 5,000 acres in size and were not evaluated further. Only
unit 1-108F was of sufficient size to be evaluated further. Unit 1-106 was approximately
23,840 acres in size, but was severely affected by the works of man, lacked vegetative and
topographic screening, and had only limited primitive/unconfined recreation opportunities.

Between 2008 and 2011, the BLM conducted field inventory of the area to update its road and
wilderness inventories. This field work included photo documentation of the boundary routes.
Using BLM photos, field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team
completed an analysis of the motorized routes within the area in 2012. The results of the route
analysis are documented in the route analysis forms contained in the wilderness evaluation file.
These units in the area are bounded primarily by County Road 3-10 (Hogback) and by BLM
Roads 6115-00 (Sherlock Gulch), 6155-00 (Warner Valley), 6155-B0 (South Rabbit Basin),
8175-00 (Rabbit Basin), interim numbered roads 6155-BK and 8175-M0, and one private land
parcel boundary. See Map 2, route analysis forms, photos, and photo log in the wilderness
inventory file for additional supporting information regarding these road determinations.
As a result, there are a total of six inventory units within the Rabbit Hills Area. Only three of
these inventory units met the minimum size criteria and have been evaluated separately (OR015-106, OR-015-108F and OR-015-108G). The other three units are all less than 5,000 acres in
size and do not meet the minimum size criteria or any of the exceptions to the size criteria.
(Note: the ID team noted the presence of several other routes associated with pipelines in this
area (interim road numbers 6155-BI, 8175-AA, and 8175-F) that likely met the inventory
boundary road definition, but did not complete a formal route analyses because they were located
within units that did not meet the minimum size criteria and would have only served to subdivide these small units into smaller units).

topography can be described as flat valley bottom. The dominant vegetation in the area is
grasslands with some sagebrush, greasewood, and other shrubs.
