The previous inventory in 1978 described the area as flat to gently rolling topography
broken by a few low rims dominated by desert shrubs. Crested wheatgrass was present in
southern tip of the area and a couple of ways crossed the unit. The BPA powerline to the
west was visible from most of the area. Though the area offered some antelope hunting,
hiking, and horseback riding opportunities but they were not found to be outstanding. No
opportunities for solitude were identified. The unit was dropped from further review in
1979.

Boundary Determination: Between 2008 and 2011, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of potential boundary routes. Using BLM photos, field notes, and staff field
knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the motorized routes
within the area in April 2011.
The ID team determined that the unit is bounded by BLM 7154-00 (Boil Out Road) on the
southwest, the PP&L power line ROW on the north, and BLM 6164-D0 (Brim Seeding Road) on
the southeast (see Map 2). Refer to the route analysis forms, photos, and photo log contained in
the wilderness inventory file for additional information regarding these boundary determinations.
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section. Additional background on the process that the BLM ID team
followed during this evaluation is contained in the document, Wilderness Inventory Maintenance
Process for the Lakeview Resource Area, BLM, located in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS: Unit OR-015-028A is located about ten miles
northwest of Alkali Lake (Map 1) and is comprised of approximately 6,209 acres of BLMadministered land (Map 2). The current unit is smaller than historic unit 1-28, but still consists
of mostly low-rolling hills and hummocks vegetated by sagebrush and grasses.
(2) Is the unit in a natural condition? Yes

The 1978 inventory evaluated a larger unit, but found that it was unnatural in character. The
current unit has been reduced in size due to the installation of the east-west running PP&L power
line through the northern half of the original unit in the early 1980’s. This power line ROW
forms the north boundary of the current unit, while another large power line runs nearly parallel
to the western boundary. The two power lines intersect outside of, but not far from the
northwest corner of the unit. Though these power lines are located outside of the unit, they can
be seen by the casual observer from nearly any point within the unit.
The unit currently contains approximately 1.5 miles of primitive motorized routes, 4 miles of
reclaiming routes, and 3 water developments which are associated with the Brim Well and
Pipeline which has approximately 1.2 miles of infrastructure inside the unit. There is also
approximately 5 miles of pasture division fence inside the unit. Range improvements dominate
the southern third of the unit (Map 2). See also Table 1: Poverty Basin Disturbance Summaries
contained in the wilderness inventory file.

Most of these disturbances are substantially noticeable to the casual observer within close
proximity (one-quarter mile) and less noticeable from further distances. These disturbances
cannot be logically excluded from the unit boundary. Overall the unit is more developed today
than it was in 1978.
Based on a review of all of the available information including photos, staff knowledge, and field
review, the ID team concluded that the unit is impacted heavily by both internal and external
human disturbances that are omnipresent and pervasive. The unit continues to lack natural
character that is free from the works of man.

of rims in the northeast. Vegetation consisted of desert shrubs with a small crested
wheatgrass seeding in the southern portion of the area. A couple of fence lines were

Boundary Determination: Between 2008 and 2011, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of potential boundary routes. Using BLM photos, field notes, and staff field
knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the motorized routes
within the area in April 2011.
The ID team determined that the unit is bounded on the south by the PP&L Power line ROW, on
the north by County Road 5-14 ROW and private lands, on the east by BLM 6164-00 (Poverty
Basin) Road, and on the west by private land (see Map 2). Refer to the route analysis forms,
photos, and photo log contained in the wilderness inventory file for additional information
regarding these boundary determinations.
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section. Additional background on the process that the BLM ID team
followed during this evaluation is contained in the document, Wilderness Inventory Maintenance
Process for the Lakeview Resource Area, BLM, located in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS: Unit OR-015-030A is located about ten miles
northwest of Alkali Lake (Map 1) and is comprised of approximately 6,441 acres of BLMadministered land (Map 2). The current unit is smaller than historic unit 1-30, but still consists
of mostly low-rolling hills, hummocks, minor draws, and ridges, vegetated by sagebrush and
grasses.
(2) Is the unit in a natural condition? Yes

The 1978 inventory evaluated a larger unit, but found that it was unnatural in character. The
current unit has been reduced in size due to the installation of the east-west running PP&L power
line through the middle of the original unit in the early 1980’s. This power line ROW forms the
south boundary of the current unit. The adjacent power line can be seen by the casual observer
from most spots throughout the unit when looking south. Additionally, the County Highway,
which is one of the more heavily travelled roads in the area, lies just outside the northern border.
In this area the highway sits on elevated fill and is visible and audible by the casual observer
from most places in the north half of the unit.

The unit currently contains approximately 1 mile of motorized routes and 7 miles of reclaiming
routes. There is also approximately 6.7 miles of pasture division fence, and 3,876 acres of
crested wheatgrass seeding. Additionally, there is 1 small mineral pit in the northeast corner
covering approximately 1.3 acres. See Table 1: Poverty Basin Disturbance Summaries
contained in the wilderness inventory file.
Most of these disturbances are substantially noticeable to the casual observer within close

the flat lands, crested wheatgrass seeding in the northeast corner, and sagebrush on the
southern rims. Two fences, a well, and a few ways were noted within the interior of the
unit. Hiking, horseback riding, and camping opportunities were noted, but were not found
to be outstanding. No opportunities for solitude were identified. The unit was dropped
from further review in 1979.

north of Alkali Lake (Map 1) and is comprised of approximately 8,064 acres of BLMadministered land (Map 2). The unit consists of low-rolling hills that increase relief to the
southwest. Approximately 1,670 acres burned in a wildfire in 1983. The current unit is smaller
than historic unit 1-32, but still consists primarily of sagebrush and grasses, including about 322
acres of crested wheatgrass seeding in the southeast corner.

The unit currently contains approximately 1.0 miles of primitive motorized routes and 3.8 miles
of reclaiming routes. There is approximately 322 acres of crested wheatgrass seeding near the
southeast corner of the unit. Approximately 6.6 miles of pasture division fence run through the
middle of the unit in two places. Approximately 0.1 miles of pipeline and an associated water
trough sits along the western edge of the unit. One well is located along the eastern edge of the
unit (See Map 2). See also Table 1: Poverty Basin Disturbance Summaries contained in the
wilderness inventory file. The PP&L power line runs east-to-west just north of the unit.
The overall density of human disturbances within the unit is low. The unit has been impacted to
a much lesser degree than other comparable units in the immediate area. The seeding and
pasture division fence are deemed to be only minor impacts of man as they most likely would

only be seen by the casual observer when standing in the immediate vicinity (within one-quarter
mile).
Based on a review of all of the available information including BLM photos, staff knowledge,
and field review, the ID team concluded that the unit as a whole is predominately in a natural
condition.

chemical dump was noted approximately 2 miles to the south. The area was found not to
contain outstanding opportunities for solitude or primitive or unconfined recreation due to
the flat topography and the hazard associated with the chemical dump. The unit was
dropped from further review in August 1979.

Boundary Determination: Between 2008 and 2011, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of potential boundary routes. Using BLM photos, field notes, and staff field
knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the motorized routes
within the area in April 2011.
The ID team initially determined that the unit is bounded by the BLM 6170-00 (Harmon Spring)
Road on the west. On the north and northeast, the unit is bounded by BLM 6160-00 (Horse
Mountain) Road. On the southeast the unit is bounded by the Highway 395 ROW. On the south
the unit is bounded by Unnumbered Road #6 (see Map 2). Refer to the route analysis forms,
photos, and photo log in the wilderness inventory file for additional information regarding these
boundary determinations.
Following the initial unit boundary determination, a BLM ID team conducted an inter­
disciplinary evaluation of the current natural character within the unit boundary. The ID team
noted a relatively high concentration of human disturbances along the western edge of the unit.
Upon further review, the ID team determined that most of these unnatural features could be
logically excluded from the unit boundary by using an unnumbered north-south route which runs
parallel to and east of Road 6170-00 as the western unit boundary (even though this route did not
meet the inventory definition of a boundary road). This further reduced the unit size, but
provided a unit for further consideration with fewer unnatural features. The ID team then
evaluated the wilderness characteristics within this revised unit boundary. The results are
contained in the following section.

DESCRIPTION OF CURRENT CONDITIONS: Inventory unit OR-015-035A is located about
3 miles north of Alkali Lake (Map 1) is comprised of approximately 7,065 acres of BLMadministered land (Map 2). The current unit is smaller than historic unit 1-35, but still consists
primarily of sagebrush covered flats and small, scattered sand dunes. Portions of the northern
and southern edges of the unit burned and were subsequently reseeded with crested wheatgrass in
the early 1980’s. Approximately 50 acres of crested wheatgrass seeding lies within the current
unit boundary.

primitive motorized routes, 0.9 miles of reclaiming routes, and approximately 50 acres of
seedings. One well and associated dirt tank is located along the southern boundary. A 3-acre
material site ROW is located adjacent to Highway 395 near the eastern boundary (Map 2). See
also Table 1: Poverty Basin Disturbance Summaries contained in the wilderness inventory file.
The overall density of human disturbances within the unit is relatively low. With the exception
of the motorized routes, most of the remaining disturbances are located along the unit perimeter.
Most of these disturbances are noticeable to the casual observer within close proximity (one­
quarter mile) and less noticeable from further distances. These disturbances cannot be logically
excluded from the unit boundary. Highway 395, though just outside the unit boundary, can also
been seen from most of the eastern half of the unit due to the flat relief of the terrain.
Based on a review of all of the available information including BLM photos, staff knowledge,
and field review, the ID team concluded that the current unit minimally meets the naturalness
criteria.

supporting information regarding these boundary determinations.

mile north of Alkali Lake (Map 1) and is comprised of approximately 6,464 acres of BLMadministered land (Map 2). The current unit is smaller than historic unit 1-35, but still consists
primarily of sagebrush covered hills and sand dunes, with Alkali Buttes located in the center of
the unit. About two-thirds of the unit burned in 1983 and was reseeded with crested wheatgrass.

The current unit contains some man-made disturbances including approximately 1.3 miles of
primitive motorized routes, and 1.1 miles of reclaiming routes. Approximately 3,059 acres of the
Alkali seeding project lies within the center of the unit. An undeveloped material site ROW is
located adjacent to the highway near the east boundary (Map 2). See also Table 1: Poverty Basin
Disturbance Summaries contained in the wilderness inventory file. Most of these disturbances
are noticeable to the casual observer within close proximity (one-quarter mile) and less
noticeable from further distances. These disturbances cannot be logically excluded from the unit
boundary. Highway 395, though just outside the unit boundary, can also been seen from the
eastern third of the unit. The above listed disturbances have a relatively minor impact on the
natural character of the unit.

dunes/hills vegetated by sagebrush and grass. Screening opportunities are limited primarily to
the center and southwest portion of the unit in the draws and nooks of the Alkali Buttes, an area
of approximately 1,500-2,000 acres total (see Maps 2 and 3). Outside of this area it would be
difficult to find substantial topographic screening and tall vegetative screening is completely
lacking within the unit.
The slopes and flats on the north and east sides of the unit leave the visitor exposed to people and
vehicle traffic along Highway 395, which can be readily seen and heard from both the northern
and eastern sides of the unit. The noise associated with this motorized activity diminishes the
solitude experience within the unit, as it is difficult for visitors to avoid the presence or sounds of
others within or just outside the unit.
Based on a review of all of the available information including BLM photos, staff knowledge,
and field review, the ID team concluded that opportunities for solitude exist in the center and
southwestern portions of the unit, but these opportunities are not outstanding.

from a flat toward Horse Mountain. Two-thirds of the unit was dominated by sagebrush and
the remaining third (approximately 6,400 acres) had been sprayed and reseeded with crested
wheatgrass for livestock production. The lack of topographic and vegetative screening
allowed existing man-made features such as wells, pipelines, roads, and the seeding to
dominate the area. As a result the unit was not found to be in a natural condition. Solitude,
recreation, and supplemental values were not explicitly addressed. The unit was dropped
from further review in August 1979.

The ID team determined that the unit is bounded on the west and south by BLM 6164-D0 (Brim
Seeding) Road. On the north, the unit is bounded by BLM 6164-F0 (Brim Well) Road. On the
east, the unit is bounded by BLM 6164-00 (Poverty Basin) Road (see Map 2). Refer to the route
analysis forms, photos, and photo log contained in the wilderness inventory file for additional
supporting information regarding these boundary determinations.
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section. Additional background on the process that the BLM ID team
followed during this evaluation is contained in the ID team meeting notes and the document,
Wilderness Inventory Maintenance Process for the Lakeview Resource Area, BLM. Both
documents are contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS: Inventory unit OR-015-049A is located about
seven miles north of Alkali Lake (Map 1) and is comprised of approximately 15,687 acres of
BLM-administered land and (Map 2). The current unit is smaller than historic unit 1-49, but still
consists of mostly low-rolling hills rising from a flat toward Horse Mountain. Approximately
6,730 acres in the center of the current unit burned in a wildfire in 1983. Another 210 acres
along the western central edge of the unit burned in 1986. Current vegetation consists primarily
of sagebrush and grasses.
(2) Is the unit in a natural condition? Yes

The current unit contains approximately 6 miles of motorized routes and 2.4 miles of reclaiming
routes. There are 2.4 miles of pipelines located within the units along with 1 well, 1 waterhole,
and 1 water trough. In addition, there are numerous water developments associated with the
Brim Well Pipeline located along and just outside of the western boundary of the unit. There are
also approximately 15 miles of pasture division fence scattered all across the unit (Map2). See
also Table 1: Poverty Basin Disturbance Summaries contained in the wilderness inventory file.

In 1979, the larger historic unit did not meet the naturalness criteria due to the dominance of
man-made features. The current unit is smaller and excludes some of the crested wheatgrass
seeding. However, there remains a relatively high density of disturbances inside the unit which
cannot logically be excluded. These include pipelines and associated water developments,
pasture division fencing, and motorized routes. As a result, it would be extremely difficult for
the casual observer to not notice the works of man while traversing through the unit.

Boundary Determination: Between 2008 and 2011, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of potential boundary routes. Using BLM photos, field notes, and staff field
knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the motorized routes
within the area in April 2011.
The ID team determined that the unit is bounded on the north by a combination of BLM 6160-00
(Horse Mountain) Road and an unnumbered road. On the west, the unit is bounded by a
combination BLM 6164-00 (Poverty Basin) Road and BLM 6164-E0 (Doughtnut Mountain)
Road. On the east, the unit is bounded by BLM 6170-00 (Harmon Spring) Road (see Map 2).
Refer also to the route analysis forms, photos, and photo log in the wilderness inventory file for
additional supporting information regarding these boundary determinations.
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section. Additional background on the process that the BLM ID team
followed during this evaluation is contained in the document, Wilderness Inventory Maintenance
Process for the Lakeview Resource Area, BLM; contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS: Inventory unit OR-015-050 is similar in shape
and size to historic unit 1-50. The unit is located about 4 miles northwest of Alkali Lake (Map 1)
and is comprised of approximately 7,711 acres of BLM-administered land. The unit consists of
low-rolling hills that increase in relief toward the eastern side of the unit. The dominant
vegetation on the unit is grass from a seeding project that occurred after a wildfire in 1969. A
couple hundred acres along the eastern boundary burned again in 1983. Vegetation currently
consists of crested wheatgrass and scattered sagebrush.

motorized routes and 1.1 miles of reclaiming routes. Additionally, approximately 5.7 miles of
pasture division fence runs through the unit. Approximately 1.0 miles of the Horse Mountain
Pipeline runs into the northwest corner of the unit with one associated water trough (Map 2).

The density of human disturbances within the unit is relatively low. The pasture division
fencing, pipeline, and motorized routes are noticeable in close proximity (one-quarter mile), but
are less noticeable at greater distances. The seeding project has matured to the point where a
casual observer may not notice that it was an unnatural feature.
Based on a review of all of the available information including BLM photos, staff knowledge,
and field review, the ID team concluded that the unit as a whole, although impacted to a minor
degree by man, is currently in a predominantly natural condition.

for additional supporting information regarding these boundary determinations.
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section. Additional background on the process that the BLM ID team
followed during this evaluation is contained in document, Wilderness Inventory Maintenance
Process for the Lakeview Resource Area, BLM, contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS: Inventory unit OR-015-069A is located
immediately west of Alkali Lake (Map 1) and is comprised of approximately 11,795 acres of
BLM-administered land (Map 2). The current unit is smaller than historic unit 1-69, but still can
be described as a flat lake bed with little topographic variation. Small portions along the
northeastern and southern boundaries of the unit burned in three separate wildfires between 1981
and 1983, but vegetation still consists primarily of sagebrush throughout most of the unit. About
520 acres of crested wheatgrass seedings exist along the northeastern and southern boundaries of
the unit.
(2) Is the unit in a natural condition? Yes

The 1979 inventory evaluated a slightly larger unit, but found that it was unnatural in character.
The current unit contains man-made disturbances including approximately 9 miles of open
primitive motorized routes and 3.4 miles of reclaiming routes located in the center of the unit.
Additionally, there are about 14 miles of pasture fencing scattered along the perimeter of the unit
and one well and associated dirt tank located in the southeast corner. An above-ground power
distribution line lies just outside of the southeastern boundary of the unit (Map 2). The Alkali
Lake chemical waste dump lies immediately adjacent to the eastern central boundary of the unit
on private lands. A portion of the protection fence associated with this hazmat site is located on

BLM lands along the eastern boundary of the unit. Furthermore, a subsurface chemical plume
has been found to be moving to the northwest onto BLM lands from the dumpsite. During
particularly wet seasons, the rising water table may bring contaminants to the surface. See also
Table 1: Poverty Basin Disturbance Summaries contained in the wilderness inventory file.
Most of these disturbances are substantially noticeable to the casual observer within close
proximity (one-quarter mile) and less noticeable from further distances. These disturbances
cannot be logically excluded from the unit boundary.

and field review, the ID team concluded that natural character of the unit has not improved
substantially since the previous inventory and the unit remains in an unnatural condition.

The previous inventory in 1979 described the unit as having topography that was dominated
by the slopes of Venator Buttes, which rise about 500 above the surrounding flats.
Dominant vegetation over the majority of the unit was big sagebrush, but about 1,500 acres
of crested wheatgrass seeding existed in the southern part. Portions of the unit appeared
generally natural, but overall the area was dominated by the presence of land treatments
both within and immediately surrounding the area. A chemical waste dump was noted on
private lands to the north. Opportunities for both solitude and primitive, unconfined
recreation were found to be limited due to the presence of Highway 395 on the eastern
boundary. The unit was dropped from further study in April 1979.

Boundary Determination: Between 2008 and 2011, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of potential boundary routes. Using BLM photos, field notes, and staff field
knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the motorized routes
within the area in April 2011.
The ID team determined that the unit is bounded on the west by a combination of a distribution
power line ROW and BLM 6164-00 (Poverty Basin) Road. On the east, the unit is bounded by
the Highway 395 ROW. On the north, the unit is bounded by BLM 6184-00 (Alkali Lake) Road
(see Map 2). Refer to the route analysis forms, photos, and photo log in the wilderness inventory
file for additional information regarding these boundary determinations.
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section. Additional background on the process that the BLM ID team
followed during this evaluation is contained in the document, Wilderness Inventory Maintenance
Process for the Lakeview Resource Area, BLM. Both documents are contained in the wilderness
inventory file.
DESCRIPTION OF CURRENT CONDITIONS: Inventory unit OR-015-070A is located about
a mile south of Alkali Lake (Map 1) and is comprised of approximately 8,978 acres of BLMadministered land (Map 2). The current is smaller than the historic unit 1-70, but the topography
is still dominated by the slopes of the Venator Buttes which are centrally located and rise
approximately 500 feet above the surrounding flats. Three separate wildfires burned through
much of the unit between 1981 and 1983. Vegetation in the unit is primarily sagebrush and
crested wheatgrass seedings.
(2) Is the unit in a natural condition? Yes

The 1979 inventory evaluated a larger unit, but found that it was unnatural in character. The
current unit contains a variety of man-made disturbances including about 6.0 miles of open,
primitive motorized routes and 2.7 miles of reclaiming routes in the northwestern and
southeastern portions of the unit. There are approximately 10.1 miles of pasture division fence
and 3.0 miles of pipeline along the southern and western portions of the unit. There are 3 wells
and 9 waterholes scattered around the perimeter of the unit. There are 2 material site ROWs
associated with Highway 395 near the east boundary. One of these has been developed into a
gravel pit covering about 3.5 acres just inside the unit (Map 2). See also Table 1: Poverty Basin
Disturbance Summaries contained in the wilderness inventory file.

The density of human disturbances within the unit is moderate. The above listed disturbances
are visible within close proximity (one-quarter mile) and less visible from further distances.
These disturbances would be substantially noticeable to the casual observer and cannot be
logically excluded from the unit boundary.
The east boundary is formed by the Highway 395 ROW, while the west boundary is partially
formed by a distribution power line ROW. These facilities, though located just outside the unit
boundary, have a substantial impact on the natural character. The highway can be readily
observed from the eastern half of the unit. Along the western edge of the unit, where Venator
Buttes would screen the visitor from the highway, the power distribution line is in close
proximity and readily visible. Both of these disturbances detract from the apparent naturalness
of the unit.
Based on a review of all of the available information including BLM photos, staff knowledge,
and field review, the ID team concluded that the natural character of the unit has not improved
substantially since 1979 and it currently is not in a natural condition primarily affected by the
forces of nature.

U- shape and is located about 4 miles southwest of Alkali Lake (Map 1). The unit is smaller than
historic unit 1-83 and is currently comprised of approximately 11,808 acres of BLMadministered land (Map 2). The majority of the current unit can still be described as low-rolling
tableland that experienced a wildfire in 1983. The vegetation consists primarily of about 8,000
acres of crested wheatgrass seeding and some sagebrush.

The 1979 inventory evaluated a larger unit, but found that it was unnatural in character. The
current unit contains a significant amount of disturbances including approximately 8.5 miles of
open primitive motorized routes, 0.4 miles of reclaiming routes, 7.8 miles of pipelines, and 17
miles of pasture division fence crossing the center or traversing the perimeter of the unit. There
are 3 water troughs, 1 waterhole, and 1 reservoir in the unit, most of which are associated with
East Jug Pipeline (Map 2). See also Table 1: Poverty Basin Disturbance Summaries contained in
the wilderness inventory file.

The density of human disturbances within the unit is moderate. Most of the above listed
disturbances within the unit are substantially noticeable to the casual observer within close

In addition, the 500KV BPA power lines which are located just outside the western boundary can
be readily seen from most places within the western two-thirds of unit due to lack of screening.
In the few areas that contain adequate topographic screening on the eastern third of the unit, the
power distribution line can be observed to the east. Both of these linear disturbances are
omnipresent and pervasive and detract from the apparent naturalness of the unit.
Based on a review of all of the available information including BLM photos, staff knowledge,
and field review, the ID team concluded that the unit’s natural character has not changed since
1979. The unit is impacted by disturbances both inside and just outside the boundary to such a
degree that it is not in a natural condition that is primarily affected by the forces of nature.

currently comprised of approximately about 5,262 acres of BLM-administered land (Map 2).
The current unit consists of low-rolling tableland that experienced a wildfire in 1983. Current
vegetation is primarily a crested wheatgrass seeding (approximately 4,000 acres) and some
sagebrush.

The current unit contains approximately 1.4 miles of reclaiming routes and the East Jug Pipeline
that runs along the entire western and southern boundary. There is 1 well, 1 reservoir, and 7
waterholes located mostly along the perimeter of the unit. Most of these developments are
associated with pipeline. There is also approximately 9 miles of pasture division fence theat
cross the middle of the unit in two places (Map 2). See also Table 1: Poverty Basin
Disturbance Summaries contained in the wilderness inventory file.

Due to the relatively small size, narrow shape, and flat terrain of the unit, the casual observer
would be able to see some of these disturbances from almost anywhere inside the unit. This
would detract from the natural character. In addition, the 500KV BPA power lines located
outside the unit to the west can be seen from most places in the unit due to the lack of screening.
This disturbance is omnipresent and pervasive and detracts from the apparent naturalness of the
unit.

The ID team determined that the Poverty Basin area contained 14 units that met the size
criteria (and were evaluated separately) and 31 others that did not (see Map 2). This
evaluation focuses on the 31 small, unnumbered units, all of which are less than 5,000
acres in size and failed to meet the size criteria or any of the exceptions to the size
