Boundary Determination: In 2006 thru 2010, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of the boundary routes and some of the interior routes. Using BLM
photos, field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team
completed an analysis of the motorized routes within the Oatman Flat Area in September
of 2010. The results of the route analysis are documented in the road analysis forms
contained in the wilderness evaluation file. Historically, none of the inventory units in
the area met the size requirement of 5,000 acres.
Based on the unit current boundaries and size determinations, the BLM ID team, after
concluding the most recent road evaluations for this unit, created a total of eight inventory units (Map 2). After doing area calculations, the BLM found that seven of these
units are under the minimum 5,000 acres size requirement, with the exception of the Oatman Flat Unit at 7,238 acres. The Oatman Flat inventory unit is bordered by Forest Service land in the north and west, BLM Route 6137-00 and an unnumbered road in the east, County Road 4-10 to the south, and completely encompasses a private inholding/residence. One isolated segment of
BLM road 6137-00 with a ROW, forms a cherry-stem boundary in the south central
portion of the unit (Map 2). (Note: Refer to the road analysis forms, photos, photo logs, and BLM ID team minutes in the wilderness inventory file for additional supporting information regarding these
boundary determinations). The Oatman Flat Unit currently contains approximately 7,238 acres of BLM-
administered land and 230 acres of private in-holdings (Map 2). The BLM ID team
subsequently evaluated the wilderness characteristics within this unit. The results are
contained in the following section. Additional background on the process that the BLM

DESCRIPTION OF CURRENT CONDITIONS:
The inventory unit is located immediately west of Silver Lake, Oregon, in the
general vicinity of Oatman Flat (Map 1). The unit is gradually sloping terrain with
juniper and sagebrush.

Previous Inventory Unit Description: The natural character within this area was not
evaluated in the previous inventory due to the unit failing to meet the size criteria.
Current Condition Description: There are currently 3 constructed reservoirs, 5 check
dams, 9 waterholes and approximately 6.2 miles of pasture division fence within the unit.
There are approximately 17.6 miles of primitive motorized routes and 2.3 miles of
reclaiming routes located mostly in the center of the unit. The reservoirs and fences are
scattered across the unit. Four mineral pits (3.1 acres) and a 230 acre private
inholding/residence are located in the southern portion of the unit in close proximity to
County Road 4-10 (Map 2).
Approximately 410 acres of the Oatman Flat inventory unit was mechanically treated to
remove invasive juniper starting in 2006. Juniper treatments are intended to move the
vegetation towards a more natural condition over time, but are at present substantially
noticeable, especially when on the high ground of the unit looking eastward and down the
gradual slope toward Silver Lake. Also, a portion of this unit is designated as a public
firewood cutting area and is actively being used. All of the disturbances are substantially
noticeable within close proximity (about one quarter mile) and are less noticeable from
further distances.
This unit was not previously inventoried due to lack of size. With no historical
documentation it is difficult to ascertain how the unit has changed with regard to the
impact of man on naturalness. There is a 2.3 mile portion of road 6137-00 in the middle
of the unit that is now reclaiming. This reclaiming route segment is the primary reason
this unit now exceeds the minimum size requirement of 5,000 acres.
These man-made disturbances are scattered throughout the unit, cannot be feasibly
excluded from the unit, and cumulatively detract from the natural quality of the area.
Although there are portions in the western side of the unit that demonstrate less manmade influence, the ID team determined that overall, the unit currently is not in a natural
condition as the imprints of man are substantially noticeable across most of the unit.

Boundary Determination: In 2006 and 2010, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of the boundary routes and some of the interior routes. Using BLM
photos, field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team
completed an analysis of the motorized routes within the area in September of 2010. The
results of the route analysis are documented in the road analysis forms contained in the
wilderness evaluation file. The ID team determined that the area was comprised of a
number of small inventory units.
These units are bounded by a combination of BLM Roads (6137-00, 6137-C0, and
Oatman Flat 265), unnumbered roads (Oatman Flat Unnumbered Route#2), County
Roads (4-10 Bear Flat Lane), Forest Service roads (#2780281), State Highway 31 right of
way, and private land boundaries. A total of 8 units were created (Map 2), seven of which
are under the minimum 5,000 acres size requirement. None of these units lie
immediately adjacent to areas currently managed for wilderness/roadless character or
meet any of the other exceptions to the size requirements. Based on these unit boundary
and size determinations, there was no need for the BLM ID team to evaluate these units
further. Additional background on the process that the BLM ID team followed during
this evaluation is contained in the ID team meeting notes and the document, Wilderness
Inventory Maintenance Process for the Lakeview Resource Area, BLM. Both documents
are contained in the wilderness inventory file.
