Some of these small units were evaluated in 1980 as part of the larger 1-97 and 1-99
inventory units. One small unit in the vicinity did not meet the minimum size criteria in
1980 and was dropped from further consideration without much documentation.

Between 2008 and 2012, members of the BLM staff conducted field inventory in the area
as part of a process to update its road and wilderness inventories. This included driving
the routes and collecting photo documentation of route conditions and human
disturbances in the area. Using both BLM and citizen-provided photos, field logs, and
staff field knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the
main routes within the area and made boundary road determinations. The results of the
route analysis are documented in the route analysis forms contained in the wilderness
evaluation file.
The unit boundaries within the area were determined to be a combination of land
ownership boundaries, motorized routes which met the wilderness inventory definition of
a boundary road, and right-of-way boundaries associated with county and federal
highways and a major powerline. The northern boundary is formed by BLM Roads
6124-00 (Sand Hollow) and 6104-00 (Sheep Rock), the right-of-way associated with
County Road 3-09, and private lands. The western boundary is formed by BLM Roads
6154-00 (Big Basin), 6154-B0 (Abert Burn) and 6144-A0 (Clark Ranch). The eastern
boundary is formed by right-of-way boundaries associated with Highway 395 and a BPA
powerline, and private and state lands. The southern boundary is private and state lands
(see Map 2).
Two units were found to meet the minimum size criteria (and are evaluated separately)
and three other units did not. This evaluation focuses on the three small, unnumbered
units, all of which are less than 5,000 acres in size and failed to meet the size criteria or
any of the exceptions to the size criteria. Based on this determination there was no need
for the BLM ID team to evaluate these units further.

Topography was noted as moderate to steep east slopes with some rims to the north. The
unit was found to be unnatural as the majority of the area was seeded to non-native grasses
for restoration purposes following a large wildfire. The seeding was found to be a
substantially noticeable imprint of man. The area did not appear to be affected primarily by
the forces of nature. Although the area was large, the low cover and slope precluded
opportunities for solitude. Recreation opportunities and supplemental values were not
explicitly evaluated.

Following the boundary determination, the BLM ID team subsequently evaluated the
wilderness characteristics within the Lake Abert Northwest (OR-015-097) unit. The
results are described in the following sections.

DESCRIPTION OF CURRENT CONDITIONS: The unit is located immediately
northwest Lake Abert (Map 1). The unit is approximately 10 miles long and 3.8 miles
wide, contains approximately 18,555 acres of BLM-administered lands (Map 2), and is
very similar in shape and size to the historic unit 1-97 evaluated in 1980. However, the
topography can be more accurately described as low to moderate east-facing slopes, with
some minor rims along the northeastern edge.

In 1979, the unit did not meet the naturalness criteria (See Form 1). The majority of the
unit burned in a wildfire in 1971 and was reseeded with crested wheatgrass. Current
vegetation in the majority of the unit is comprised primarily of crested wheatgrass and
some invading sagebrush and may appear somewhat more natural to the casual observer
than it did in 1979. However, there have been a number of additional developments
constructed within the unit since the previous inventory was completed. The unit
currently contains 1 well, 1 water storage tank, and numerous water troughs associated
with about 19.7 miles of pipelines. Additionally there are about 9 miles of pasture
division fence, 16 miles of open, primitive motorized routes, and 17 miles of reclaiming
routes present within the unit (Map 2). The works of man have increased dramatically
and are substantially noticeable. These disturbances are distributed throughout the unit
and cannot be logically excluded from the unit boundary.
In 1996, the BLM designated Lake Abert and surrounding public lands as an Area of
Critical Environmental Concern (ACEC). The ACEC management plan recognized and
provided special management for 4 important resource values or processes in this area
including wildlife resources, cultural resources, scenic values, and ecological processes.
The western edge of the ACEC overlaps with the eastern edge of this inventory unit (see
Map 2). The wildlife values and ecological processes for which the ACEC was
designated were primarily associated with Lake Abert proper, which lies to the east and
just outside of the unit boundary. For this reason, these values do not contribute
substantially to the natural character of the unit.
Based on a review of all the available information including photos, staff knowledge, and
field review, the BLM ID team concluded that the natural character within the unit has
not improved substantially since 1979 and still is not in a natural condition.

The topography was described as a large alkali flat, the majority of which was occupied
by Lake Abert proper. Towards the north end of the unit the vegetation consisted of
greasewood. In-holdings were scattered throughout the unit. Developments included
fences and water tanks. The unit was found to be heavily impacted by roads and other

works of man. The unit offered little opportunity for solitude and recreational
opportunities were severely limited.

DESCRIPTION OF CURRENT CONDITIONS: The unit is located northeast of Valley
Falls (Map 1). The inventory unit is approximately 17 miles long, 5.8 miles wide, and
contains approximately 40,594 acres of BLM-administered lands, of which roughly
37,500 acres are Lake Abert proper (Map 2). There are several thousand acres of private

and state inholdings within the unit. The unit size and shape are similar to the historic
unit 1-99 evaluated in 1979. The topography is predominantly flat alkali lake bed or lake
surface.
(2) Is the unit in a natural condition? Yes _X No ____ N/A_______
In most years, water occupies the majority of the unit’s surface. However, the lake level
fluctuates in response to wet and dry cycles. During dry years a large, bare unvegetated
alkali flat is exposed along the north side. Bands of unvegetated lake bottom can also be
exposed on the east and west shore during dry years. Greasewood continues to dominate
the plant community along the north shore. Narrow bands of cattails, rushes, and sedges
ring portions of the shoreline, particularly near springs and seeps. The western shoreline
burned during wildfires in 1971 and 1986. The 1971 burn area was reseeded with crested
wheatgrass while the other area was allowed to revegetate naturally. A narrow swath of
upland grasses and sagebrush exists between the shore and Highway 395, County Road
3-09, and BLM Road 6104-A0.
In 1979, the unit did not meet the naturalness criteria (See Form 1). It is unclear if the
roads and other developments which prevented the unit from meeting the naturalness
criteria were actually located on private in-holdings near the north boundary of the unit.
Most of these disturbances are located outside of the current unit boundary.
The unit currently contains one developed spring located along the northwest corner of
the unit. There are about 7 miles of motorized routes in the northern portion of the unit.
Additionally there are about 6.1 miles of pasture division fence along the edges of the
unit. One material site right-of-way, covering approximately 3 acres exists along the
southeast boundary of the unit. This right-of-way is located immediately adjacent to
Highway 395. The majority of these disturbances are limited to the edge of the unit and
are not substantially noticeable. Several could easily be excluded from the unit boundary
(see Map 2).
In 1996, the BLM designated Lake Abert and surrounding public lands as an Area of
Critical Environmental Concern (ACEC) (see Map 2). The ACEC management plan
recognized and provided special management for 4 important resource values or
processes in this area including wildlife resources and ecological processes. These values
were primarily associated with the use of Lake Abert by shorebirds and waterfowl during
spring and fall migration. In addition, snowy plover (special status species) habitat is
located on the playa at the north end of the lake. These values are recognized as
contributing to the natural character of the unit.
Based on a review of all the available information including photos, staff knowledge, and
field review, the ID team concluded that the natural character of the unit may have been
mis-characterized in 1979, as the unit is currently in a predominantly natural condition.

As noted above, the majority of the unit is flat, open exposed lake surface or alkali flat
with limited vegetation (see Map 3). In addition, Highway 395 is immediately adjacent
to, and visible from most of the unit. Though the highway is located outside the unit
boundary, vehicle traffic is visible and audible from anywhere within the unit. There is
nowhere in the unit where one could get away from the presence of others and experience
solitude.
Based on a review of all the available information, the ID team concluded that the unit
continues to lack an outstanding opportunity for solitude.

The unit is dominated by the presence of Lake Abert, a lake that has highly alkaline water
chemistry. While large waterbodies are scarce in the northern Great Basin and often
offer opportunities for primitive recreation, Lake Abert is unsuitable for swimming,
fishing, or boating. There are opportunities for wildlife viewing and fall waterfowl
hunting. BLM has small “watchable wildlife site” located along Highway 395 on the
southeastern side of the lake which provides a safe place to park, interpretive displays,
and encourages wildlife viewing. These primitive recreation opportunities are limited to
the shoreline of the lake. The unit did not offer any single unique primitive recreation
opportunity or a unique diversity of primitive recreation opportunities.
Based on a review of all the available information, the ID team concluded that the unit
does not have outstanding opportunities for primitive and unconfined recreation.
