CONDITIONS

(1) Is the unit of sufficient size?

Boundary Determination: In 2006 thru 2010, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of the boundary routes and some of the interior routes. Using BLM
photos, field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team
completed an analysis of the motorized routes within the Hayes Butte Area in September
of 2010. Based on the results of the route analysis, the BLM ID team identified a total of
five inventory units within the general area (Map 2A). The results of the route analysis
are documented in the road analysis forms contained in the wilderness evaluation file.
The ID team found that the unit is currently bounded by a combination of roads and
private lands. In the south it is bounded by private land and Horning Gap Road (BLM
7117-00). In the west it is bounded by County Road 5-13 (Pitcher Lane). In the north it
is bounded by an unnumbered road, private land, and Connley Lane (County Road 5-10c)
(Map 2A). Refer to the road analysis forms, photos, photo logs, and BLM ID team
minutes in the wilderness inventory file for additional supporting information regarding
these boundary determinations. These current unit boundaries encompass approximately
6,306 acres of BLM-administered lands, and the majority of Connley Hills ACEC (3,496
out of 3,600 acres).

DESCRIPTION OF CURRENT CONDITIONS:
The unit is located about 8 miles north of Silver Lake, Oregon (Map 1). The unit
contains Connley Hills which rise approximately 800 feet above the surrounding flats.
The vegetation is primarily sagebrush and scattered juniper.

Previous Inventory Unit Description: After reviewing comment and available
information on the unit, it remained clear and obvious that the unit did not contain
wilderness characteristics. Two roads divided the unit into parcels less than 5,000 acres.
They were not of sufficient size to make practical their use and preservation as
wilderness. Because of the relatively small size and lack of topographic and vegetative
screening, the unit did not provide an outstanding opportunity for solitude. It also did not
provide an outstanding opportunity for solitude. (Refer to: Initial Inventory. August,

Historic inventory unit 1-19 failed to meet the minimum size criteria in the 1979 Initial
Inventory and at that time was dropped from further wilderness evaluation. The August,
1979 decision to drop the unit from further wilderness consideration was based primarily
on the presence of two roads that divided the unit into three smaller units, each
considerably less than 5,000 acres. After completion of the road evaluation in September,
2010, the BLM found that the roads that previously eliminated this unit from further
wilderness consideration do not presently meet the criteria for being considered a
boundary road. The Hayes Butte North Unit is currently estimated at 6,300 acres.
Current Inventory Unit Description: In the 2003 Lakeview Resource Management
Plan and Record of Decision (RMP), approximately 3,496 acres of the inventory unit was
officially designated The Connley Hills Area of Critical Environmental Concern
(ACEC)/Research Natural Area (RNA). There were two driving reasons why the
Connley Hills ACEC/RNA was designated for special management. The first was to
preserve significant cultural sites that contain materials and information from Great Basin
inhabitants dating back 11,000 years. The second reason was that the Connley Hills was
found to have four distinct vegetation communities, three of which are found nowhere
else in Oregon. This area serves as an important reference point for comparative
rangeland health studies and research projects. (Refer to: Lakeview Proposed Resource
Management Plan and Final Environmental Impact Statement 2003. Pg. A-197).
There is currently one constructed well and approximately 5.1 miles of pasture division
fence within the unit. There are approximately 8.9 miles of primitive motorized routes,
0.8 miles of motorized trails, 2.5 miles of reclaiming routes, and 4.7 miles of routes
designated for closure in the Lakeview RMP/ROD within the unit. There is one mineral
pit (17 acres) just outside of the western boundary which has recently been approved for
eastward expansion into the unit. There is one private inholding located in the center of
the unit totaling approximately 77 acres.
After the adoption of the ACEC/RNA, 4.7 miles of unit roads were designated for
closure, and another 2.5 miles were found to be reclaiming. However, these closures have
not been implemented on the ground and thus, continue to impact the natural character of
the area.

Most of the above human disturbances are distributed evenly across the unit and cannot
be excluded from the unit boundary. Despite the presence of small unique vegetation
communities within the ACEC/RNA there are few places within the unit where the
imprints of man are unnoticeable and in a natural state free of motorized routes. For
these reasons the ID team determined that overall, the unit currently is not in a natural
condition as the imprints of man are substantially noticeable across most of the unit.

area to update its road and wilderness inventories. This field work included photo
documentation of the boundary routes and some of the interior routes. Using BLM
photos, field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team
completed an analysis of the motorized routes within the Hayes Butte Area in September
of 2010. Based on the results of the route analysis, the BLM ID team identified a total of
five inventory units within the area. The other four units were evaluated separately (see
Map 2C). The results of the route analysis are documented in the road analysis forms
contained in the wilderness evaluation file.
The ID team found that the Hayes Butte South unit is currently bounded by a
combination of roads, right-of-ways, and private lands. In the north, it is bounded by
Horning Gap Road (BLM 7117-00), and private land. It is bounded by private land to the
west, an unnumbered road in the south, and a 500KV power line right of way in the east
(Map 2B). Refer to the road analysis forms, photos, photo logs, and BLM ID team
minutes in the wilderness inventory file for additional supporting information regarding
these boundary determinations. These current unit boundaries encompass approximately
6,795 acres of BLM-administered lands, and a small area of the Connley Hills
ACEC/RNA (104 out of 3,600 acres) lies within the unit.

disturbances within the unit.

northwestern part of the unit. There were two driving reasons why the Connley Hills
ACEC/RNA was a proposed area for special management. The first was to preserve
significant cultural sites that contain materials and information from Great Basin
inhabitants dating back 11,000 years. The second reason was that the Connley Hills was
found to have four distinct vegetation communities, three of which are found nowhere
else in Oregon. This area serves as an important reference point for comparative
rangeland health studies and research projects. (Refer to: Lakeview Proposed Resource
Management Plan and Final Environmental Impact Statement. 2003. Pg. A-197).
This unit has been heavily developed with water infrastructure for livestock. There are
currently five water troughs, one storage tank, one wildlife guzzler, and one reservoir.
Pipeline development exists throughout the unit (2.4 miles), and can easily be seen by the
casual observer. At present, there is 14.2 miles of pasture division fence within the unit,
in addition to substantial segments of old fences that are now abandoned. There are
approximately 14.5 miles of primitive motorized routes.
This unit is surrounded on three sides by land that is primarily utilized for agriculture.
Machinery noise from crop maintenance and vehicle noise from the high density and
close proximity of area roads and routes are easily observable from within the unit. Since
the the unit is dominated by Hayes Butte and gradual slopes, there are few places within
the unit where the imprints of man are unobservable and in a predominately natural state.
In the north part of the unit, where Hayes Butte rises sharply up from the gradual slopes,
there is an area of between 1,000 and 2,500 acres that remains in a somewhat natural
condition. This area, however, is impacted by audio and visual man made disturbances.
Most notably, the 500KV power line, which can be observed from a most of the east side
of the unit (as far away as three miles), and heard from up to one-quarter of a mile under
calm conditions. The man-made disturbances in this unit are substantially noticeable. For
these reasons the ID team determined that overall, the unit currently is not in a natural
condition as the imprints of man are substantially noticeable across most of the unit.

Of these three units, one is located in the northwest corner while the other two are located
in the southern portion of the Hayes Butte Area. They are bounded by a combination of
roads and private lands. The north unit is bounded by private land, an unnumbered road,
County Road 5-13 (Connley Lane), and County Road 5-10c (Pitcher Lane). The southern
units are bounded by private land to the west, and a 500KV power line right-of-way to
the east (Map 2C). Refer to the road analysis forms, photos, photo logs, and BLM ID
team minutes in the wilderness inventory file for additional supporting information
regarding these boundary determinations. The boundaries for these three small units
encompass a total of approximately 3,350 acres of BLM-administered land. These three
units fail to meet the size criteria or any of the exceptions to the size criteria.
