CONDITIONS

Boundary Determination: In 2006 thru 2010, the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of the potential unit boundary routes. Using BLM photos, field logs, and
staff field knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the
motorized routes within the Bell Rim Area in September of 2010. The results of the
route analysis are documented in the route analysis forms contained in the wilderness
evaluation file.
The units in the Bell Rim Area are bounded by a combination of roads, private lands, and
right-of-ways. Units are bounded by County Roads; 5-10 (Fort Rock Road), 5-13
(Pitcher Lane), 5-13C (Peaceful Lane), 5-13B (Mattis Lane), 5-10C (Connley Lane),
BLM Roads; 6167-A0 (Schumaker), 6167-00 (Community Well), 6187-00 (Lasater
Reservoir), 6119-00 (Gubsher Well), 6119-A0 (Gualdin Well), 6157-00 (West Paulina),
6157-A0 (Black Hills), Bell Rim Road, two unnumbered roads, and State Highway 31
ROW. (Note: Refer to the road analysis forms, photos, photo logs, and BLM ID team
minutes in the wilderness inventory file for additional supporting information regarding
these boundary determinations).
Historically, one of the inventory units (1-18), located in the southern part of the Bell
Rim Area, met the minimum size requirement at 6,500 acres. In August, 1979 however, a
decision was made to eliminate the unit from further review, based on the determination
that the road running north to south through the middle of the unit (6157-A0) effectively
split it into two separate units each less than 5,000 acres, therefore not meeting the
minimum criteria for having wilderness character.
The Bell Rim Area contains approximately 33,198 acres of BLM-administered land and
5,200 acres of private in-holdings. Based on the current boundary determinations, there
are nineteen inventory units (Map 2). After doing area calculations, the BLM found that
all nineteen of these units are under the minimum 5,000 acres size requirement.
The average size of a unit within the Bell Rim Area is approximately 1747 acres. None
of these units lie immediately adjacent to areas currently managed for wilderness/road
less character or meet any of the other exceptions to the size requirements. Based on
these unit boundaries and size determinations, there was no need for the BLM ID team to
evaluate these units further. Additional background on the process that the BLM ID team

DESCRIPTION OF CURRENT CONDITIONS:
The Bell Rim Area is located four miles northwest of Silver Lake, Oregon
(Map 1). The terrain consists of low hills and broken rims. The vegetation
consists of big sagebrush and scattered juniper.
