The unit was bounded by Highway 395 to the west, a 500 KV powerline to the north, and
BLM roads 6135-00 and 6145-00 to the south and east. The physical characteristics of
the unit were described as a long narrow unit with Abert Rim being the major geologic
feature and sagebrush flats above (east of) the rim. The unit contained a relic stand of
ponderosa pine (Colvin Timbers), as well as western juniper stands in the southeast
corner.
The unit was considered natural except for the southeast corner where a drainage ditch leading to private lands was substantially noticeable. The area had an outstanding

opportunity for primitive and unconfined recreation. The decision was made to designate
most all of the Abert Rim as a WSA, with the exception of the southeast corner.

Boundary Determination: Between 2008 and 2012 the BLM conducted field inventory of the
area to update its road and wilderness inventories. This field work included photo
documentation of the boundary routes. Using BLM photos, field logs, and staff field
knowledge, a BLM inter-disciplinary (ID) team completed an analysis of the motorized routes
within the area in 2012.
The unit is bounded on the south by BLM Road 6145-D0, on the east by a small unnumbered
road (Interim #6145-DF) and on the west by the 22,240 acre Abert Rim WSA (1-101). At 26
acres in size, this unit does not meet the size criteria. However, it does meet one of the
exceptions to the size criteria; namely that it lies immediately adjacent and contiguous to the
BLM’s Abert Rim WSA (1-101) located to the west.
A small, man-made drainage ditch was used as part of the WSA boundary in 1980 because it
found to be substantially noticeable at that time. However, it is no longer a substantially
noticeable man-made feature on the landscape. For this reason, the Snyder Creek 1 Unit is
contiguous with the existing WSA (see Map 2A, route analysis forms, photos, photo logs, and
BLM ID team minutes in the wilderness inventory file for additional supporting information
regarding these boundary determinations).
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section.

DESCRIPTION OF CURRENT CONDITIONS:
The inventory unit is comprised of approximately 26 acres of BLM-administered land and is
located about 6 miles east of Valley Falls, Oregon. The terrain is mostly flat and covered with
sagebrush and western junipers.

The previous inventory found that this portion of the original inventory unit (1-101) was not in
natural condition and, therefore excluded it from the WSA boundary. Since 1980, the impacts of
man have softened and the drainage ditch no longer appears unnatural. There are no other
human disturbances within the unit.
For the reasons specified above and based on a review of all of the available information
including BLM photos, staff knowledge, and field review, the ID team concluded that this small
unit is in natural condition.

this small unit generally lacks recreation opportunities when considered on its own merit, when
viewed in connection with the contiguous and much larger Abert Rim unit (WSA), the ID team
concluded that it minimally enhance the outstanding opportunities for unconfined and primitive
recreation present within the WSA.

lands. The northwestern boundary is the Abert Rim WSA (1-101). At 834 acres in size, this
unit does not meet the size criteria. However, it does meet one of the exceptions to the size
criteria; namely that it lies immediately adjacent and contiguous to the 22,240 acre Abert Rim
WSA (1-101) located to the northwest.
In the 1980 inventory, a small road separated this area from the larger Abert Rim Inventory Unit.
During the current inventory, the ID team determined that about half of this short, unnumbered
road (Interim # 6145-R) was not constructed and did not meet the definition of an inventory unit
boundary road for wilderness inventory purposes. For this reason, the Snyder Creek 2 Unit is no
longer separated by a road and is contiguous with the existing WSA (see Map 2A, route analysis
forms, photos, photo logs, and BLM ID team minutes in the wilderness inventory file for
additional supporting information regarding these boundary determinations).
Following the unit boundary determination, a BLM ID team conducted an inter-disciplinary
evaluation of the current wilderness characteristics within the unit boundary. The results are
contained in the following section.

The unit was bounded on the east by a 500 KV BPA powerline and by BLM roads and
private property to the north, south, and west. The physical characteristics of the unit
were described as relatively flat in the west and central portions of the unit with rolling
hills and some rims in the eastern portion of the unit. Vegetation consisted of low
sagebrush with some remnant ponderosa pine, marginal juniper and some aspen groves.
In 1979, the contained reservoirs and ways accessing reservoirs that were substantially
noticeable along the eastern portion of the unit. The unit was found not to be in natural
condition due to the cumulative effects of the 500 KV powerline and other obvious

imprints of the works of man. The unit was also found to lack outstanding opportunities
for solitude or primitive and unconfined recreation.

In the summer of 2008, 2009, and 2010, members of the BLM staff conducted a field
inventory of the area to update its road and wilderness inventory for this area. This field
work included photo documentation of the boundary and interior routes and a reevaluation of wilderness characteristics for this area. Using BLM photos, field logs, and
staff field knowledge, a BLM inter-disciplinary (ID) team completed a route analysis for
the area in 2012.
The results of the route analysis are documented in the route analysis forms contained in
the wilderness evaluation file. The BLM ID team determined that BLM Roads 6145-00
and 6145-D0 meet the wilderness inventory definition of a boundary road. These roads,
along with private property boundaries, form the north and west boundaries of the unit.
The east boundary is formed by the 500-KV BPA powerline right-of-way, and the south
boundary is formed by private and U.S. Forest Service land boundaries.

the Lakeview Resource Area, BLM contained in the wilderness inventory file.
DESCRIPTION OF CURRENT CONDITIONS:
The unit is located just east of the Abert Rim WSA, about 5 miles east of Valley Falls
(Map 1). The unit is approximately 5 miles long and 4 miles wide. The unit contains 2
private inholdings totaling approximately 460 acres and has numerous private land
parcels bordering the unit. The topography has not changed since the original inventory
and can still be described as relatively flat in the west and central portions of the unit with
rolling hills and some rims in the eastern portion of the unit.

Vegetation within the unit was described in 1979 as remnant ponderosa pine stands with
marginal western juniper, low sagebrush, and a few aspen groves. While there has been
some prescribed fire introduced into the area since 1980, the vegetation has not changed
substantially over most of the unit.

There are currently a number of man-made disturbances within the unit including: 1
waterhole, 2 reservoirs, 13.2 miles of pasture division fence, and approximately 7.2 miles
of internal primitive motorized routes. These man-made developments are spread across
the unit (Map 2A) and are substantially noticeable within close distances (up to a quarter
mile) and less noticeable from farther distances. The BPA powerline, though located just
outside the eastern boundary of the unit, is still substantially noticeable across the eastern
portion of the unit.
Based on a review of all the available information including photos, staff knowledge, and
field review, the BLM ID team concluded that the overall natural character within the
area has changed little since the original inventory and the unit is still in an unnatural
condition where the imprint of man is substantially noticeable.

The unit was bounded on the east by the BPA powerline, and by BLM roads to the south
and west. The physical characteristics of the unit were described as sagebrush covered
flat which sloped slightly to the east. Several shallow ephemeral lakes were present, these
provided the only topographic relief of the unit. The unit contained 4 short, obvious ways
to water developments, and 14 water developments, and was found not to be in natural
condition due to the cumulative effects of the powerline and the large number of obvious
imprints of the works of man. The unit did not offer an outstanding opportunity for either
solitude or primitive and unconfined recreation.

In 2005, the BLM received a citizen proposal from the Oregon Natural Desert
Association (ONDA) for the 20,213 acre Abert Rim Proposed Wilderness Study Area
(WSA) Addition. ONDA included in their information a narrative report, maps, photos,
photo and route logs, and GIS data with their route and photo point data. All of these
materials were considered during the BLM’s wilderness inventory process for this area.
The photos submitted by ONDA were taken in June of 2004. They identified the area as
having no interior routes which met the BLM wilderness inventory definition of a road
(see Map, p. 4 of ONDA 2005).
In the summer of 2008, 2009, and 2010, members of the BLM staff conducted a field
inventory of the area to update its road and wilderness inventory for this area and to
gather additional information to supplement ONDA’s wilderness information. This field
work included photo documentation of the boundary and interior routes and a reevaluation of wilderness characteristics for this area. Using both ONDA and BLM
photos, field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team
completed route analysis within the area in 2012.
The results of the route analysis are documented in the route analysis forms contained in
the wilderness evaluation file. The BLM ID team determined that BLM Roads 6125-A0,
6125-00, and an Unnumbered Route (#1) all meet the wilderness inventory definition of a
boundary road. Several of the routes ONDA identified as “ways” are, in fact, inventory
boundary roads. For this reason, the BLM found the Abert Rim Proposed WSA Addition
is not one large roadless unit, but is comprised of two smaller units (Map 2A) that are
fairly similar to inventory units identified during the previous 1980 inventory.
The BLM identified two inventory units, one of which met the minimum size criteria and
one which did not. This evaluation focuses on the 14,211 acre Binkie Lake unit. The unit
is bounded by the BLM road 6124-A0 (Mule Lake) road to the west, the BPA powerline
right-of-way to the east, and an unnumbered route #1 to the south.

DESCRIPTION OF CURRENT CONDITIONS:
The unit is located just east of the Abert Rim WSA, 13 miles northeast of Valley Falls
(Map 1). The unit is approximately 9 miles long and tapers from less than a mile wide to

roughly 3.5 miles wide at the south end of its teardrop shape. The unit does not contain
any private or other jurisdiction inholdings. The topography has not changed since the
original inventory and can still be described as a large sagebrush covered flat, sloping to
the east with ephemeral lakebeds creating the only topographic relief.

ONDA’s 2005 inventory concluded that their proposed 20,213 acre Abert Rim Addition
was generally natural and affected primarily by the forces of nature. However, the BLM
determined that the proposed Abert Rim Addition is not one large roadless unit, but is
comprised of two smaller inventory units which must be evaluated individually.
Within the OR-015-102/Binkie Lake unit there are currently a number of man-made
disturbances including; 8 waterholes, 2 reservoirs, and 3.5 miles of pasture division
fence. Additionally there are approximately 14 miles of open internal, primitive
motorized routes, and 0.25 miles of reclaiming routes. These man-made developments
are spread across the unit (Map 2A) and substantially noticeable within close distances
(up to a quarter mile) and less noticeable from farther distances. The BPA powerline,
though located just outside the eastern boundary of the unit, is still substantially
noticeable across much of the unit.

Based on a review of all the available information including (BLM and citizen provided)
photos, staff knowledge, and field review, the BLM ID team concluded that the overall
natural character within the area has changed little since the original inventory and the
unit was still in an unnatural condition where the imprint of man is substantially
noticeable.

Between 2008 and 2011, the BLM conducted field inventory of the area to update its road and
wilderness inventories. This field work included photo documentation of the boundary routes.
Using BLM photos, field logs, and staff field knowledge, a BLM inter-disciplinary (ID) team
completed an analysis of the motorized routes within the area in 2011. The results of the route
analysis are documented in the route analysis forms contained in the wilderness evaluation file.
These units are bounded primarily by private or USFS lands, a 500 KV BPA Right-of-Way, and
by BLM roads. See Maps 2A and 2B, route analysis forms, photos, and photo logs in the
wilderness inventory file for additional supporting information regarding these road
determinations.
As a result, there are a total of 33 inventory units within the Abert Addition Area. Only two of
these inventory units met the minimum size criteria and have been evaluated separately (OR015-102 and OR-015-104). In addition, two areas that did not meet the size criteria were found to
be contiguous with the Abert Rim WSA. These two units are also analyzed further (OR-015101A and OR-015-101B). The other 29 units are all less than 5,000 acres in size. They range in
size from 80 acres to 4,665 acres and do not meet the minimum size criteria or any of the
exceptions to the size criteria.

DESCRIPTION OF CURRENT CONDITIONS:
The 29 small inventory units in the Abert Addition Area are comprised of BLM-administered
land located approximately 12 miles northeast of the town of Lakeview, OR (Maps 1, 2A, and
2B). The topography can be described as flat gently sloping table lands or gently rolling hills
with some rims. The dominant vegetation in the area is sagebrush and scattered juniper with a
few scattered ponderosa pine stands along east facing rims.
