Interested Party, The Bureau of Land Management (BLM), Eugene District Office, Upper Willamette Resource Area is beginning an environmental assessment (EA) for the McKenzie Landscape Project (EA No: DOIBLM-OR060-2013-0005-EA) and is seeking input. The attached map shows the general project area. The BLM will hold a public meeting at the McKenzie Fire and Rescue Building (42870 McKenzie th HWY, Leaburg, OR 97489) September 26 from 6:00 p.m. to 8:00 p.m. BLM will provide background information on the area and project and will be asking for additional issues to be considered. If you are unable to attend the meeting, you will still have the opportunity to comment. The Northwest Forest Plan (1994) established adaptive management areas (AMAs) to test new methods of achieving resource and conservation goals. The Central Cascades AMA is specifically identified and is also referenced in the Eugene Resource Management Plan (RMP) (1995). Management in the AMA will provide for well-distributed late successional habitat outside reserves, retention of key structural elements in regeneration harvests, restoration and protection of riparian zones, as well as a stable supply of timber. The RMP directed creation of a site-specific management plan, the Middle McKenzie Landscape Design (MMLD), which was completed in 2001. The McKenzie Landscape Project is in Oregon and California Railroad Revested Lands (O&C Lands). Under the O&C Act (1937), BLM is required to manage this land as permanent forestland for the production and harvest of a sustainable yield of timber, protect watersheds, regulate stream flow, contribute to the economic stability of local communities and industries, and to provide recreation opportunities. Alternatives to be evaluated during the analysis may include, but are not limited to: • • • • A no action alternative, where no treatment would occur at this time. This alternative would serve as a baseline for comparison. An action alternative proposing timber harvest following the direction of the MMLD that may explore alternative riparian management strategies guided by current research. An action alternative proposing timber harvest utilizing the direction of the MMLD for upland areas with riparian buffers consistent with Riparian Reserve land use allocation in the Northwest Forest Plan. Additional alternatives will be considered where they present opportunities to address issues raised internally or externally in a meaningfully different manner while still meeting the purpose and need for action. We invite you to submit written comments on any issues or concerns that you may have regarding the proposal by October 17, 2013. Comments which are helpful to the analysis process are those that express site specific concerns related to the proposed action, help determine the scope of issues to be addressed, or those which identify new scientific or technical information.
