At the time of development of the Steens Mountain Wilderness/WSRs Plan, BLM had
identified and ''ground trutbed" ten trails within Steens Mountain Wild~mess. In addition,
numerous other recreational trails are known to exist basedJ on information submitted by
permit holders and oth er sources. As these, and possibly other trails, are identified and
documented they may be added to the trail inventory.
The Steens Act a llows for co nstruction of new nonmotorized/nonmechanized tralls which
may be authorized based on established need. New trails may be constructed only if
needed to preserve wilderness values and resources and ifnaturalness or solitude wou~d
not be apprectably affected. Nonmotonzedlnonmcchanized cross-country travel is not
restricted, and use of established trails is not required. Where resource damage has
occurred or is occurring or adverse effects to the wilderness experience are taking place
by excessive or continual off-trail use. which creates permanent and long-lasting user
trails. may be obliterated and restored to a natural condition. Continued or exce.ssive use
of such areas may trigger corrective actions. Trails are identified as a convenience for
wilderness travelers but use is not required.
