the values that caused the river to be included in the National WSRs System. Bums l3LM manages 12 rivers
in the WS,Rs System. Six are part of the Donner nnd Bllitzen Riv~r drainage, aod were designated when
Coumss passed t.be Omnibus Oreg-on WSRs Act of 1988. A management plan for Donn.er und Blitzen River
and the five other ri ver segments was completed in 1993. The Steens Act designated an additional six rive~.
Mud Creek, An.lde Creek, and South Fork of Ankle Creelk were added to the Donner und Blitzen River
System. W'tldhorse Creek, Little Wtldhorse Creek, and f(jger Creek were also designated. The length ofthe
12 designated rivers totals 105 miles with BLM managing ilppro:dma.tely 27,3:24 acres ofpublic l!illd within
lbe WSR corridors. The remaining 4,022 acres within lhe WSR conidon~ are State and private lands. Under
the Steens Act, alJ J2 ri vero fall within the CMPA and all but 1,204 acres of BLM-administcred lands in the
WSR conidors fall within Steens Mountain Wildemess. A rnore detailed description ofea.cb designated river
and its ORVs is located in Appendix P.
Under l.he WSRs Act, riven are classified by Con,gress as either RecreationaL Scenic, or Wild depending on
the extent ofdevelopment and acceSil along eacb river at tilille of designation. All desigl18ted river segments
in the CMPA were classified as Wild by Congress. River segments with a Wud classification are generally
inaccessibJe except by trail with watersheds and shorelines essentially primitive and waters unpolluted.
Management Direction
The ELM-administ-ered lands within WSR corridors are m&.Qa,ged to pJ:Qtect and enbJmce ORVs for which
they were designated. The existing Wild classificatiort is retained for the designated rivem. Under guidanoe

Rationale
Section 5(d)(l) of the WSRs Act requires Federal land man:~gement agencies oondu_ct eligibility evaluation!\
for rivers within their jurisdiction as part of their resource planning process. All rivers in Andrews RA were

evaluated for WSR eligibj!fry in 1997 foe the SEORMP. Each river was reviewed by an ID team. The 6nt
step was to determine river segmem eligibility based on free-Rowing co11ditions and presence or absence
(}f ORVs, The second step was to determine tentative river claasificatioo (Wild, Scenic, or Recn:ational)
based primarily on the level of development a long the nver segmenl, with the Recreational classification for
rivers with a greater degree of devoloprrumt and lhe Wlld classifi.~tion for rivers with the least amoWlt of
development
Of rivers that were evaluated, 13 wen found to be eligible. Since 1997, status ofseveral rivers has changed.
In 2000, three (Wildhorse Creek. Little Wildhorse Creek, and Kiger Cree~ of the rivers found to be eligible
were designated by Congre$s as WSRs in the Steens Act. The Steens Act also designated Mud Creek. Ankle
Creek. oncl South Fork of Ankle Creek as add.itions to the Donner und BlitZen WSR syatem. These three
nven were not evalualcd fur eligibility or suitability in 1997 be.('ausc the majority of bind along each river
was privately owned. Landownmbip along these rivers became predominately public with comple11on of

Associated Land Use Plan Amendments (WEDP) amended the Andrews Management Unit
Resource Management Plan (RlvfP) to clarify that wind energy development will be restricted in
ROW. reaJty use and renewable energy avoidance and excl usioo wnes as identified in the RMP.
ln addition, programmatic policies and BMPs contained in the WEDP are adopted into the RMP.
Adoption of these policies and BMPs was inadvenently left out of the fi nal WEDP. Nevertheless,
it was clearly the intent of the District for this to occur based on District comments and input
during the development ofthe WEDP.
REASON:
Although the RMP stated that avoidance and exclusion areas appliied to forms of renewable
energy, for clarification it was necessary that the RMP specify that these zones also applied to
wind energy development
Programmatic wind energy policies and BMPs were not fully devdoped by the time the RMP
was completed and therefore had to be included in the RMP at a later date by plan amendment.

CHANGE:
The Approved Resource Management Plan Amendments/Record of Decision jor Designation of
Energy Corridors on Bureau of Land Management-Administered Lands in the I 1 Western States
was signed by the Deputy Assistant Secretary ofthe Interior for Lands and Mi11erals
Management on January 14.2009. The ROD amended the Andrews Management Unit and
Three Rivers RMPs in 1he B urns Distr ict. The amendments designated two Nationa] Energy
Corridors, one in each Resource Area. Tile new National Energy Corridors superseded and
replaced earlier corresponding corridor designations contained in these local RMJ>s. As required
by Sec. 368. corridor widths, centerlines and compatible uses were also specified. Additionally,
the amendments expanded the corridor widths to 1 750 feet each side of the centerline or a total
corridor width of 3500 feet. Both conidors were designated for aU types of energy facilities.
The amendments also incorporated into the RMPs standard Interagency Operating Procedures
for energy transmission proposals within the corridors.

REASON:
Section 368 of the Energy Policy Act of 2005 required the Federal land management agencies to
designate interconnected corridors for oil, gas, and hydrogen pi pelines and electrical
transmission and distribution fac ilities in 11 western states. ln response to tbis direction BLM in
cooperation with other agencies prepared the Programmatic EJSfor Designation ofEnergy
Corridors on Federal Land in the I 1 Western States. For a complete rationale and additional

REASON: The addition of competitive use will not have any effects that differ from the
group or commercial use effects analyzed in the Final E nvironme~ntal Impact Statement for the
Andrews Management Unit. Before issuance of any SRP, appropriate NEPA will occur.
Andrews Management Unit Record of Decision and Resource Management Plan pg.68 states:
The SRP's will be issued to meet demand, while protecting cultu,ral and .Qatural resource values
and providing for public safety. If needed, allocations such as limtits on party size, number of
tri ps or number of permittees, will be implemented.

The allotment boundary was adjusted, using a rangeJine agreement between the
BLM and permittee, to show boundaries marked by fencelines, while removing all pastures that
contained only private owned ]and. This resulted in the creation of eleven small pastures instead
of one large one. In addition, approximately 2,989 acres of the South Catlow Allotment became
part of the Roaring Springs FFR Allotment. The boundary was adjusted to the on-the-ground
(previously existing) fenceline that divides the two aUotments. These changes will allow for
better monitoring and mniUlgement of the allotments since it will now correctly reflect on-the
ground conditions. There ts no increase in AUMs as ociated with thi allotment.

total acres to the Fields Allotment #6028.
REASON:
The allotment boundary was adjusted in 2012, using a rangeline agreement
between the BLM and permittee, to change the aUotment boundaries from being the line between
BLM-managed land and private land, to boundaries marked by fencclines. This resulted in the
addition oflarge areas ofprivate into the allotment. In addition, the allotment was divided into
three pastures using topography and existing gap fences. This change will allow for better
management of the allotment since it will now correctly reflect on-the-ground conditions.
Prior to the 20 12 rangeline agreement, the Burke Spring Exclosure, Bone Creek, Miners Field,
and Schouver Flat Seeding pastures (for a total of 19,055 acres) became part of the Fields
Allotment #6028. This form includes those changes as they relate to the Alvord Peak Allotment.
