ABSTRACT
Understanding the vision and mission of University Kuala Lumpur, it is important for
the institution, staff and students to create entrepreneurial culture in the institution. In
developing entrepreneurial culture in high learning institution, there is a need for a
program to involve its students towards achieving this vision. We are aiming to help
all students be better aware of the world work, which enterprise creation is a career
option and that being an entrepreneurial employee is better than just being a good
employee of an organization. Being entrepreneurial means creating a more conducive
climate to encourage development of entrepreneurs which to some extent perceived to
be an opportunity open to this variety of students as well. UniKL as its strategy,
encourage their students to start with enterprise during studies. There are 49
enterprises owned by students and UNIKL aims to increase the number of enterprise
through TEKUN collaboration. Besides that, the formation of DPSU (Dewan
Perniagaan Siswa UniKL) will help this group in grooming their business and also do
the networking. By doing this, the entrepreneurial culture will develop and
progressively spread with fast. Through this enterprise, the students will gained the
basic business skills and will help them to be a successful entrepreneur in the future.

Introduction
Known as an entrepreneurial university, it is important for University Kuala Lumpur
to develop their entrepreneurial culture among their students and staff. This is an
important step in making sure that the vision and mission of UniKL can be achieved.
In developing entrepreneurial culture in high learning institution, there is a need for a
program to involve its students towards achieving this vision. UniKL aims to help all
students be better aware of the world work, which enterprise creation is a career
option and that being an entrepreneurial employee is better than just being a good
employee of an organization. Being entrepreneurial means creating a more conducive
climate to encourage development of entrepreneurs which to some extent perceived to
be an opportunity open to this variety of students as well. UniKL as its strategy,
encourage their students to start with enterprise during studies.
Starting from 2006, Universiti Kuala Lumpur takes the challenge from Minister of
MeCD (Ministry of Entrepreneur Cooperative Development) to lead other universities
in producing entrepeneurs or technopreneurs. As the first move, UniKL focus more on
student which is the major player to make UniKL achieved the target to produce 1000
technopreneur by 2015. UNIKL aims to expand and increase the number of enterprise
through TEKUN collaboration.
On February 2008, TEKUN and Universiti Kuala Lumpur agreed to collaborate in
develop, create the opportunity to all students to expose and encourage them with
enterprise. Through this strategic partnership, UniKL able to lead the rest institution
in producing entrepreneur or technopreneur.
It is a good beginning to get the real picture of UniKL by understanding the definition
of vision and mission follows:
1. UniKL Vision
The vision of UniKL is “to be a premier centre for Technopreneur Development
and Innovation that contributes towards the realization of Entrepreneurial
University”
Premier – To be a premier university means to be leading high learning institution
to support the need of the specific industry in term of producing the required
technical personnel.
Technopreneur Development and Innovation – is the centre that is responsible to
coordinate, promote, manage and supervise all activities pertaining to the
technopreneur development and innovation. For a start, TDID will focus on three
main areas of concentration namely technopreneur development, advisory and
technical services and industrial research.
Entrepreneurial – The university, staff, student and graduates must possess
entrepreneurial culture and spirit. Additional programs need to be introduced to
support the spiritual aspect of achieving this vision.

University – The institution will need to operate within the University act
governed by the Ministry of Higher Learning through its Lembaga Akreditasi
Negara (LAN).
2. The Mission
UniKL mission of “providing world class educational and technopreneur
development programs with the aim of producing competent and enterprising
entrepreneurs in national strategic industries” again will require translation in order
to enable action plan to be developed.
Competency refers to the characteristics of entrepreneur that help them to do their job
with effective and responsible.
Enterprising – Enterprising is defined by G. Pinchott III as “the skill of dreamers who
figure out how to turn ideas into a profitable reality. Enterprising quality will need to
be developed amongst the university students’: graduates; and staff.
Technopreneurs – this word means entrepreneurs in technological based ventures.
This mean technology acquisition and innovation are the main focus.
Entrepreneurs – According to The American Heritage Dictionary, entrepreneur is a
person who organizes, operates and assumes the risk for business venture. To an
economist, an entrepreneur is one who brings resources, labor, materials and other
assets into combination that make their value greater than before, and also who
introduces changes and innovation.

UniKL STUDENTS ENTERPRISE
As 17th March 2007, UniKL students already registered 49 enterprises with
Suruhanjaya Syarikat Malaysia (SSM). This is a good start and shows that many of

the students are already open their mind towards entrepreneurship. This volume will
increased in shortly time. With TEKUN Collaboration, the number will increase with
fast. A lot of activities has been done and will be organized to make sure the
entrepreneurial culture spread with fast. The enterprises are as follows:

FORMATION OF DEWAN PERNIAGAAN SISWA UniKL (DPSU)
As a next move to make sure everything is going smoothly and to build networking
among student’s enterprises itself and also with other organization, DPSU has been
formed up. DPSU is a short form for Dewan Perniagaan Siswa UniKL has been
formed up since 17 August 2007. Dewan Perniagaan Siswa UniKL (DPSU) is the
centre that is responsible to coordinate and supervise all the activities pertaining to the

enterprise development and networking. All 49 enterprises are registered as a member
for DPSU. As UniKL strategy, UniKL introduced DPSU as an approach to develop
this entrepreneurial and enterprising culture.
STRATEGIC COLLABORATION WITH TEKUN NASIONAL
One of the major problems for enterprise is money problem to rolling and expands the
business, lack of training to upgrade their skills and expand their business. In order to
solve UniKL students’ enterprise problem, one cooperation and collaboration with
TEKUN has been set up. This collaboration with TEKUN has been launched in
MECD building in Putrajaya in 12th February 2008. TEKUN is one of the
government bodies under Ministry of Entrepreneur and Cooperative Development
(MeCD) which responsible to help an entrepreneur or students to be entrepreneur.
TEKUN provides various type of training such as retailing, agriculture, tourism,
farming and others.

FUTURE PLAN
Various internal and external sessions among Dewan Perniagaan Siuswa UniKL
(DPSU) and TEKUN will be conducted from time to time to create awareness on
enterprising and also as a platform to guide them to make them alive with their
enterprises. A lot of activities and training will be planned to make sure our aims
achieved. UniKL also plan to make a strategic move to explain how critical it was for

everyone within the university to embrace entrepreneurial concept at all levels
beginning with the formation of enterprise and expand the business to make UniKL
achieved the target to produce technopreneur in the future.
CONCLUSION
With the strategic collaboration with TEKUN; the development of enterprising culture
will spread with fast and effective. Universiti Kuala Lumpur poled in 1st position from
a total of 20 universities (IPTA) in positioning themselves as an entrepreneurial
university. UniKL itself success in creates a win win situation by both UniKL
students and UniKL itself in achieving the target of producing 1000 technopreneur by
2015.
