Overview
• Today I am going to talk about winning business and keeping your
workforce safe.
• By investing in your workforce you can reap the rewards.
• I will look at:
– The Good Old Days
– Where we are now
– The future
– What the authorities are doing
– Winning business
The Good Old Days
– 3722 employees suffered major injuries in waste and recycling
between 2004 -2012.
– 97 workers and 19 members of the public were fatally injured
between 2004 -2012.
– 80 % of all reported injuries in our sector occur during Collection
and Sorting activities.
Getting Better
– In 2005-2006 there were 12 fatalities in the waste collection,
treatment & disposal sector
– By 2009-2010 there were 3 fatalities in the waste collection,
treatment & disposal sector
– The fatality rate had dropped from 12 to 3
Why?
– Improved focus from companies and HSE
– Funded training may have had a hand in the reduction
– Improved “Near - Miss” reporting
Where are we now?
– In 2011-2012 there were 5 fatalities. The fatality rate has risen
again!!
– The main cause of fatalities to operatives was from accidents with
vehicles or machinery
Could adequate training (WAMITAB, IOSH, JAUPT) or a combination
of these have reduced it?
– A lack of funding has limited workforce training.
– Along with the recession and budget cuts.
– Some funding is still available though.
What the Authorities are Doing.
– In 2011-12 in England & Wales 15,955 enforcement notices were
issued. The HSE also made 551 prosecutions.
– They charge you to do that too.
– The HSE claim:
“It is essential to assess staff competence. By induction training, on
the job training, additional training, refresher training, assessment
of competence and refresher training.”
– More joined up thinking between enforcement agencies such as
the Environment Agency and the HSE.
The Future?
– To quote the HSE on fatality rates:
“The trend for the last 4 years appears to show a levelling off of the
previous downward trend.”
– Growth is forecast for our industry though.
– Last year the industry grew at 4%, and next year growth is
estimated to be between 3% and 4%.
– HSE and Environment Agency carrying out more joint visits, and
sharing of information.
– A skills gap for the recently recruited staff, that may not have gone
through funded training.

Engage an approved training centre to look at the gaps in your workplace
and analyse your needs.
Look at your different types of staff, and agree who needs what!
- Long term staff, New starters, Agency workers
Build a package within your budget, and review your delivery timescales
Training may consist of structured training – for example:
- Driver training – a course we have approved that can meet JAUPT
requirements, as well as being relevant to our industry.
- IOSH – general safety in the workplace that utilise individual WAMITAB
units that can be delivered without taking people out of the workplace.
Workplace units selected to meet your requirements, and delivered in
the normal working day.
Winning and Retaining Business in a
Tender World
– The HSE state:
“Those assessing tenders should ensure the operational team have
clearly defined information, instruction and training.”
– Forward thinking companies have used the training packages to
meet the quality criteria within tenders.
– On-going training is vital for companies to retain as well as gaining
accreditation for schemes such as investors in people, ISO 14001
and 18001.
– A lack of these accreditations can mean falling at the first hurdle in
our Tender World.
