British Parking Association (BPA) Foreword
BPA-approved qualifications are the parking
professional’s gold-standard. They are fully up-to-date,
reflecting key legislative variations for both regulated
and unregulated parking across the four UK nations.
Our qualifications draw on the expertise and knowledge
of the parking profession as a whole. Parking
enforcement officers, notice processors and employers
can place their trust in our widely-respected
qualifications, raising standards across the profession.
Our qualifications are unrivalled for flexibility. Candidates
can choose a range of optional pathways reflecting specific job roles in either regulated or
unregulated environments anywhere in the UK.
Candidates must take one core unit and choose one additional unit from a selection of six for
parking enforcement officers and four for notice processors.
Demand is rising for qualifications that address parking on private land, and BPA-approved
qualifications cover the Protection of Freedoms Act 2012 in England and Wales and the legal
framework in Scotland and Northern Ireland. Through our qualifications, parking enforcement
officers on private land can gain an understanding of legislation in different parts of the UK and the
procedure for issuing parking tickets and the principles of car park management. Private land notice
processors can also learn about the principles of contract law and trespass in relation to car park
signage and enforcement, recommendations made in ATA codes of practice, processes for appeals
and complaints, and the civil debt recovery process.
Our qualifications are every bit as relevant to local authorities. If you are a civil enforcement officer
or parking attendant or traffic attendant, you will learn about current UK parking legislation,
contravention codes and exemptions, methods for recording information for vehicle identification,
procedures for issuing notices, appeal process stages and working practices in the parking
profession. Notice processors can learn about processing penalty charge notices and responding
appropriately to challenges, representations and appeals, under both the Traffic Management Act
2004 and the Road Traffic Act 1991.
BPA-approved qualifications really do live up to their reputation, responding to the needs of real
parking professionals in both regulated and unregulated environments.

WAMITAB Explained
WAMITAB is an awarding organisation and charity that develops qualifications for those
working in cleaning; street cleansing; facilities management; resource management and
recycling and parking from operative through to management level.
We work directly with industry leaders to shape and deliver employer-led qualifications that
provide individuals with fit-for-purpose skills for the workplace. Our values are underpinned
by the desire to see every individual being given the opportunity to learn. By qualifying the
workforce, we aim to embed a culture of safety and progression, making the industry more
attractive as a career.
We are a not-for-profit organisation dedicated to supporting technical competence in the
industry via regulated programmes and accreditation of in-house training schemes.

Our Facilities Footprint
Parking – in 2013, WAMITAB and the British Parking Association (BPA) signed a partnership
agreement to ensure that professionalism continues to be enhanced and supported by the
provision of regulated, quality-driven occupationally-led qualifications for the parking
profession in the UK. These qualifications are now available for uptake by the sector.

Our Services
Accredit
Many companies care enough about the development of their employees to offer tailored
in-house training programmes, and to ensure they receive the recognition they deserve
from clients and potential new customers, WAMITAB has introduced a new accreditation
service.
WAMITAB Accredit provides a comprehensive process, from initial consultation through to
review and final accreditation of in-house company training programmes or courses.
WAMITAB Accredit provides two quality assured pathways:
1. WA1 allows companies to gain a WAMITAB stamp of approval for their programme
recognising that it is capable of delivering the stated objectives and learning
outcomes (please note: accreditation costs £500 per day of course and we offer an
optional certification service of £12.50 per certificate).
2. WA2 maps their in-house training programme or course against known industry
benchmarks and standards to provide formal certification (please note: prices may vary
depending on the complexity and volume of course materials being mapped.
Certification for this pathway is compulsory at £12.50 per certificate).
When achieved, accreditation provides national recognition of the added value an employer
developed training programme or course brings to their workforce in terms of quality, job
specific knowledge, skills and experience.
Validate
Validate is a new work-based assessment programme that has been developed by
WAMITAB. The current suite of competence assessment modules cover: waste/recycle
collection, street cleansing and driving/operation of vehicles and equipment and there are
plans to expand the coverage over time.
The assessment model is designed for use in-house by qualified assessors or by training
providers and is ideal for companies looking for a cost-effective way to confirm staff
competency on a task-by-task basis.

Our Qualifications Offer
WAMITAB offers a wide range of training and qualifications to suit the needs of every
business, large or small, and every learner, regardless of educational background. Our
flexible approach to learning is both accessible and employer-led; meaning that the benefits
of taking a WAMITAB qualification or training programme are measurable against both
business objectives and an individual’s career path.
Full Qualifications
With over 120 full qualification pathways, learners and employers in the resource
management sector can find a route which best suits their needs. From entry to
management level, and including license to practice, our qualifications portfolio has been
developed based on National Occupational Standards designed by industry, for industry.
Single or Groups of Units
Units are the building blocks of every qualification, representing bite sized chunks of
learning that provide a stairway towards a full set of useable skills. By utilising unit
achievement, WAMITAB is able to provide a truly flexible approach to skills acquisition.
This is necessary because not all learners or employers need a full qualification to develop
the skills, knowledge and understanding needed to do their jobs well. By choosing one or
more units which support a specific job role; employers can build a bespoke programme
that works for their business.
Innovation
WAMITAB is also able to work with employers to develop new training and qualifications,
where there is evidence of market need. By utilising the industry knowledge of the
employer, the educational experience of our dedicated standards team and our regulated
position as an awarding organisation, we are able to work together to produce employer-led
provision that is designed to improve business effectiveness and meet the needs of learners.

As an awarding organisation, WAMITAB does not directly deliver training but uses a network
of quality assured centres that deliver the highest standards of training, are empathic to the
needs of employers and want to provide the best possible experience to their learners. The

Please note that these fees only cover the registration and certification element of
WAMITAB parking qualifications. Quality assured centres will charge an additional fee for
training delivery and associated assessment costs.

Funding
Funding is available to support some areas of skills development and it can take a variety of
forms – for example, as a grant, bursary, subsidy or loan. In 2010, the Government’s “skills
for sustainable growth” strategy stated that future funding for skills would be based on the
three key principles of:



Fairness – so that funding is targeted at those most in need, such as young people and
those without basic literacy or numeracy skills.
Shared responsibility – ensuring that those benefitting from learning (both individuals
and employers) contribute to the cost.
Greater freedom – supporting providers to develop learning that reflects local needs and
is not weighed down by bureaucracy.
Whilst the current economic climate has reduced the number of funding opportunities
available, many providers and employers are exploring different ways of learning. Funding
can come from a number of different sources, such as Government departments, local
authorities, Local Enterprise Partnerships (LEPs) in England, FE colleges, trade associations,
professional bodies and Sector Skills Councils.

About this qualification
Develop the knowledge and skills needed to work as a parking enforcement officer in the
private or public parking industry throughout the UK. This qualification focuses on
developing conflict management skills in those individuals employed as civil enforcement
officers, parking attendants, parking enforcement officers and CCTV enforcement officers.
